JOB DESCRIPTION
Job Title: Water/Wastewater Superintendent Reports to: Asst. PW Director-Operations
Dept/Div: Public Works/Water Wastewater Direct Reports: Water/Wastewater Operators &
Pay Grade: N31 Laborers, Meter Technician, Interns, Seasonal staff
FLSA Status: Non-Exempt
JOB PURPOSE: The Water/Wastewater Superintendent ensures the safe and reliable distribution of the
City’s potable water and oversees the wastewater collection system in accordance with
Environmental Protection Agency (EPA) and Department of Natural Resources (DNR)
regulations.
ESSENTIAL FUNCTIONS:

1. Leads the Water/Wastewater Division staff through hiring, promotion, orientation, training, assigning, and
directing, performance management (reward, discipline, suspension, and discharge) according to standard
operating procedures, City policy, and departmental rules and regulations.
2. Ensures the Public Works Department policies, procedures, regulations, programs, systems, operations,
goals, and objectives are met.
3. Oversees the financial aspects of the Water/Wastewater Division operations, including accounting for
department revenues, approving expenditures, keeping accurate inventory, and preparing the annual
Capital Improvement Plan (CIP) and budget request.
4. Guides all Water/Wastewater Division programs, all special needs and projects, and advises Assistant
Public Works Director – Operations of problems and potential problems.
5. Keep the City in compliance with all EPA and DNR regulations.
6. When necessary, perform all duties of direct reports which will include demonstrated proficiency in all
aspects of public works functions and operations.
7. Plows snow during regular business hours and after-hours during snow emergencies.
8. Respond to customer complaints about all areas of responsibility; investigate causes, take corrective action
as appropriate, and maintain records of resolutions.
9. Respond to emergency and on-call situations for any Public Works Division promptly.
10. Performs other duties or assumes other responsibilities as apparent or assigned.

9. Establishes and maintains effective working relationships with all divisions and departments of the City and
outside organizations.

11. Safely performs work complying with all applicable safety rules, regulations, and procedures while
protecting self and all others from injury.
12. Attentive to the City’s standards for customer service, accuracy, quality, efficiency, and all City policies and
procedures ensuring that all work performed, and all staff members meet those standards while exhibiting
consistent treatment of all staff.
QUALIFICATIONS:
1. High School Diploma or GED required; associate degree or technical training preferred.
2. At least five years of experience in the construction, maintenance, or repair of a water distribution and
wastewater system and its components, including 3 years of leadership/supervisory experience.
3. Must possess IDNR Water Distribution Grade 3 and IDNR Water Treatment Grade 3 certifications upon
hire.
4. Must possess a valid Class B Iowa Commercial Driver’s License (CDL) with air brake and tanker
endorsements or ability to obtain within six months of hire.
5. IDNR Wastewater Grade 2 certification or Iowa Water Environment Association (IAWEA) certification is
preferred.
PHYSICAL REQUIREMENTS:
1. Able to regularly lift, carry, push, and pull up to 50 pounds and frequently lift and/or move more than 75
pounds.
2. Able to move objects weighing over 100 pounds using assistive devices multiple times during the day.
3. Able to enter manholes.
4. Able to climb different types of ladders and stairs.
5. Able to enter and work in a confined space with proper training and personal protective equipment (PPEs).
6. Must have an acute sense of smell to detect an unsafe environment readily.
7. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather.
8. Must be able to communicate orally (in person and over the telephone) and in writing (using electronic
devices and handwritten) in English with other employees, businesses, and community members.
WORKING CONDITIONS:
1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may
be encountered.
2. Subject to on-call duties and emergency call-ins.
3. May be exposed daily to odors, dust, and gasses that may be uncomfortable or hazardous if proper
procedures are not followed.
4. During different job duties the noise inside or outside can become very loud.
5. Position requires travel within and outside the city which imposes common travel hazards.
6. Standard work hours will be Monday-Friday 7:00 AM – 3:30 PM with occasional hours including evenings,
overnight, and weekends as required.
7. To successfully fulfill the essential functions of this position, employees must maintain standard work hours
within the Waukee Public Services Building.
8. The employee in this position is required to reside within a 30-minute radius of the city limits due to the
need to respond to emergency calls promptly to protect the health, safety, and welfare of the citizens of
Waukee.
