HomeMy WebLinkAbout2003-01-20-Resolutions 03-17_Water Vulnerability Assessment - ProposalTHE CITY OF WAUKEE,IOWA RESOLUTION 03-17 APPROVING THE DMWW PROPOSAL FOR PREPARATION OF WATER VULNERABILITY ASSESSMENT IN THE NAME AND BY THEA UTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,On June 12,2002,President Bush signed the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (Bioterrorism Preparedness and Response Act)into law (PL 107-188).The Bioterrorism Preparedness and Response Act added Section 1433 (a)(l)to the Safe Drinking Water Act,instructing the Environmental Protection Agency (EPA)to "provide baseline information to community water systems required to conduct vulnerability assessments regarding which kinds of terrorist attacks or other intentional acts are the probable threats to:(a)substantially disrnpt the ability of the system to provide a safe and reliable supply of drinking water;or (b)otherwise present significant public health concerns.";AND, WHEREAS,The Bioterrorism Preparedness and Response Act requires ever connnunity water system serving a population of greater than 3,300 persons to:(1)conduct a vulnerability assessment;(2)certify and submit a copy ofthe assessment to the EPA Administrator;(3)prepare or revise an emergency response plan that incorporates the results of the vulnerability assessment;and (4)certify to the EPA Administrator,within 6 months of completing the vulnerability assessment,that the system has completed such a plan;AND, WHEREAS,The Bioterrorism Preparedness and Response Act requires EPA to conduct studies in the areas of:(l)prevention,detection,and response to the intentional introduction of contaminants into community water systems and source water fOTthose systems;(2)methods and means by which terrorists could disrupt the supply of safe drinking water or take actions against drinking water infrastructure;and (3)methods and means by which alternative supplies of drinking water could be provided in the event of the destruction,impairment or contamination of public water systems;AND, WHEREAS,The City of Waukee recently made a request for DMWW to provide support services to complete the Vulnerability Assessment,and DMWW has two staff members who have completed a specialized training to perform such an assessment; AND, WHEREAS,The Vulnerability Assessment will take approximately 60 days to complete, at a cost of $6950 for services,due 30 days after the Vulnerability Assessment documentation is delivered. .) NOW THEREFORE BE IT RESOL YED by the City Council of the City of Waukee, Iowa that the Des Moines Water Works (DMWW)Proposal for Preparation of Water Vulnerability Assessment be approved.
