HomeMy WebLinkAbout2003-05-19-Resolutions 03-120_Southfork-Walnut Ridge Sanitary Sewer - Plan of ActionTHE CITY OF WAUKEE,IOWA RESOLUTION 03-120 APPROVING REPORT ON PLAN OF ACTION WITH RESPECT TO PROVIDING A SANITARY SEWER COLLECTION SYSTEM IN THE SUBDIVISION LOCALLY KNOWN AS SOUTHFORK AND INCLUDING WALNUT RIDGE SUBDIVISION IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the Iowa Department of Natural Resources requested the City of Waukee submit a plan to provide a sanitary sewer collection system for the Southfork Subdivision and in those subdivisions on septic systems in proximity to Southfork,which would include the Walnut Ridge Subdivision;AND, WHEREAS,an informational meeting was held at the Waukee City Hall on January 23, 2003 to provide a public question and answer forum regarding the sanitary needs of the Southfork and Walnut Ridge Subdivisions;AND, WHEREAS,representatives from the County,Iowa Department of Natural Resources and the Southfork Homeowners Association are in agreement that a health problem does not exist at this time;AND, WHEREAS,the City of Waukee requested Veenstra &Kimm,Inc.analyze whether a central sewer system was necessary,and if so,how it would be constructed and at what cost;AND, WHEREAS,Veenstra &Kimm,Inc.analyzed three alternatives which were: (I)Gravity Sewer Service to all 119 lots Estimated cost per property owner -$28,000 to $30,000 (2)Central Sewer System with grinder pumps and a pressure main Estimated cost per lot would be $23,000 to $25,000 (3)Maintaining the existing on site disposal systems Estimating the cost to be$80,699 per discharging system for 36 systems; AND, WHEREAS,the information provided by Veenstra &Kimm,Inc.,will be available to the homeowners in the event the subdivisions desire to convert from on site disposal systems to a central sewer system;AND, WHEREAS,the City of Waukee believes the responsibility for assuring a safe environment continues to rest with the individual homeowners and the Dallas County Environmental Health Officer;AND, WHEREAS,the homeowners and the City concur a mandatory requirement for conversion from on site disposal system is premature and a case has not been made to date for a need for a central sewer system.I NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 19th day of May 2003 that it hereby approves the report on the plan of action with respect to providing a sanitary sewer collection system in the subdivision locally known as Southfork and including Walnut Ridge Subdivision and supports not submitting a timeline for construction of a sanitary sewer system at this time.
