HomeMy WebLinkAbout2004-05-03-Resolutions 04-88_Land Appl Program - EngineerTHE CITY OF WAUKEE,IOWA RESOLUTION 04-88 APPROVING VEENSTRA &KIMM'S PROPOSAL TO UNDERTAKE THE ENGINEERING SERVICES FOR THE CITY OF WAUKEE FOR THE DEVELOPMENT OF A LAND APPLICATION PROGRAM IN ACCORDANCE WITH IOWA ADMINISTRATIVE CODE 567-67.4 IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal Organization;AND, WHEREAS,the City of Waukee requested a proposal from Veenstra &Kimm,Inc.to undertake the engineering services for the City of Waukee for the development of a land application program in accordance with Iowa Administrative Code 567-67.4;AND, WHEREAS,the plan will be developed in coordination with City of Waukee staff and shall include but not be limited to the following items: I.A sewage sludge sampling schedule and procedures that will be followed to ensure that the sewage sludge being applied to the land continues to meet the IDNR requirements. 2.Determination of the amount ofland required allowing for land application to be conducted in accordance with the IDNR regulations.Identification ofland application sites and methods to be use by the City of Waukee. 3.Identify the names and owners of the properties to be used for land application and establish a legal arrangement for the land use (land owner agreement/City ownership).Also,the program will outline any restrictions or special conditions that are required based on the use of a specific land application site. 4.Overall schedule for land application of sewage sludge.This schedule will include areas to be used the time of year that sludge application can be conducted and the proposed application rates for each area. 5.A discussion of the types and capacities of equipment required for land application in accordance with the Department's rules and regulations.This section of the program will discuss the use of outside land applicators and/or the use of utility owned equipment. 6.Determine the volumes of the existing storage and handling facilities for the sludge generated at the wastewater treatment facility. 7.Development of worksheets to track the annual application rate on the previously identified sites to determine the agronomic rate for nitrogen and also the toxic concentrations of the regulated metals on each application site. 8.The program documentation will be assembled in a loose leaf binder for the City of Waukee use to allow for the addition and updating of information and to be used as the location for the recordkeeping requirements ill the IDNR rules;AND, WHEREAS,the City will sample and analyze the sludge currently being produced to determine typical nitrogen,phosphorus aud heavy metal concentrations.In addition,the City of Waukee will assist in identifying land application sites aud acquiring the necessary legal control to utilize those sites in accordance with IDNR regulations;AND, WHEREAS,the City will compensate Veenstra &Kirnrn,Inc.for engineering services described above.A fee determined on the basis of actual hourly fees plus expenses of personnel actually engaged in performance of the services.The hourly fees for our personnel by employee classification will not exceed those shown in Exhibit A,attached to the formal agreement.The fee for this study shall not exceed the sum of Three Thousaud eight Hundred and 111100 Dollars ($3,800).The fee for services will be billed and payable monthly during the time frame for which the services are performed; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa that the proposal from Veenstra &Kirnrn,Inc.to undertake the engineering services for the City of Waukee for the development of a laud application program in accordance with Iowa Administrative Code 567-67.4 be approved.
