RESOLUTION 05-62
RECOGNIZING THE ACCOMPLISHMENTS OF CASS TOPINKA
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,Mary C.(Cass)Topinka began as a full time employee of the Waukee Fire
Department on October 7,2002;AND,
WHEREAS,Cass was hired as the EMS Coordinator and with the assistance of Chief
Sesker,hit the ground running;AND,
WHEREAS,during the short time Cass has been employed by the City of Waukee,Cass
1)revamped the in-house EMS Training and instructed once each
month,all levels ofEMT,whether full-time,volunteer,recruit or
rookie in the COTerequirements or for recertification;
2)structured &administered the HIPPA Compliance Program;
3)was in charge of the drug inventory,introducing new drugs and
monitoring expiration dates;
4)followed through on a State required Continuing Quality
Improvement by initiating the review or auditing of medical forms and
reports which were carried out by the Medical Director and
paramedics,basic EMTs and students;
5)responded to calls Monday through Friday,from 11 a.m.to 10 p.m.;
AND,
WHEREAS,Cass Topinka,nationally registered Paramedic Specialist,Fire Fighter II
and Fire Officer I,leaves us with active,qualified EMS personnel and a well developed
EMS program.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 18th day of April 2005 that it hereby approves awarding this resolution to
Cass Topinka in recognition of her achievements while employed at the Waukee Fire
Department until April 25,2005.
