RESOLUTION 04-215 I
APPROVING ADOPTION OF FUTURE VERSIONS OF THE INTERNATIONAL
COUNCIL FAMILY OF CONSTRUCTION CODES IN A TIMELY MANNER
AND CONSISTENT WITH TIME FRAME OF OTHER MEMBERS OF THE
METRO ADVISORY COUNCIL
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the Metro Advisory Council (MAC)was created in February 2001 and
consists ofthe Mayor,one council member and one altemate council member of the 16
Des Moines metropolitan communities to improve the quality oflife and economic
viability of the Central Iowa region by providing a forum for govennnental bodies to
engage in dialogue and pursue common purposes and objectives which make the region
stronger,more competitive and a better place to live;AND,
WHEREAS,the MAC at its annual planning retreat on January 7,2004 formed a
subcommittee to explore the creation of consistent construction codes in the Des Moines
metropolitan area;AND,
WHEREAS,the City of Waukee recognizes that construction and development in the
greater Des Moines metropolitan area is intrinsically bound by common interests and
issues;AND,1
WHEREAS,the MAC has worked with the Mid-Iowa Construction Code Council
(MICCC)an organization of metropolitan building officials which includes in its goals,
consistency in constructioncode adoption and interpretation between communities and
shares this objective with the MAC;AND,
WHEREAS,the construction and development community of the greater Des Moines
metropolitan area desires to reduce the disparities that exist with the current adopted
construction codes now in place in the metropolitan area;AND,
WHEREAS,it is in the interest of this community to seek consistency among
communities of the greater Des Moines metropolitan area in the area of construction
codes;AND,
WHEREAS,the MAC has coordinated in effort to foster the adoption of common
construction codes wherever feasible;AND,
WHEREAS,the efforts of MAC cannot be accomplished without specific action and
direction from the governmental agencies of each community;AND,)
WHEREAS,the City Council of the City of Waukee in the Fall of2003 directed the City
Administrator to begin the process to adopt the 2003 edition ofthe Intemational Council
Family of Construction Codes which Codes,adopted on Aprill9,2004,are listed below:
2003 lntemational Building Code
2003 Intemational Existing Building Code
2003 Intemational Residential Code
2003 Intemational Mechanical Code
2003 Intemational Plumbing Code
2003 International Fuel Gas Code
2002 National Electrical Code
2003 Intemational Fire Code,
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 27th day of September 2004 that amendments to these codes be limited in the
most reasonable extent possible,and where necessary and achievable,the amendments be
consistent with those of the surrounding communities;AND,
BE IT FURTHER RESOLVED that the City Administrator/Clerk is hereby directed to
work to achieve consistency with other communities in the greater metropolitan area in
matters pertaining to interpretation and policy wherever possible;AND,
BE IT FURTHER RESOLVED that the intent ofthis community is to adopt future
versions of the Intemational Family of Construction Codes referenced above in a timely
manner and consistent with the time frame of other members of the Metro Advisory
Council.
