HomeMy WebLinkAbout2008-06-16-Resolutions 08-146_Survey - Agr - ISU Extension-Comm and Econ DevTHE CITY OF WAUKEE,IOWA RESOLUTION 08-146 APPROVAL OF A LETTER OF AGREEMENT BY AND BETWEEN IOWA STATE UNIVERSITY EXTENSION (COMMUNITY AND ECONOMIC DEVELOPMENT)AND THE CITY OF WAUKEE RELATED TO THE 2008 WAUKEE MAIL SURVEY IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the City ofWaulcee,Iowa is a duly organized municipality within Dallas County; AND, WHEREAS,Iowa State University Extension (Community and Economic Development)has submitted a Letter of Agreement,which is attached to this resolution and made a part hereof, related to the 2008 Waukee Mail Survey;AND, WHEREAS,the Survey is intended to understand attitudes and values of Waukee residents about the future growth of the downtown business district;AND, WHEREAS,the Letter of Agreement defines the scope,time line and budget for the Survey; NOW THEREFORE BE IT RESOL YED by the City of Waukee City Council in session this 16th day of June 2008 that it hereby approves the Letter of Agreement by and between Iowa State University Extension (Community and Economic Development)and the City of Waukee related to the 2008 Waukee Mail Survey. Attest: ROLL CALL VOTE Donald L.Bailey,Jr. Casey L.Harvey C.Isaiah McGee Darlene Stanton Mike Watts AYE X X X X NAY ABSENT ABSTAIN X Letter of Agreement I Dear Brad Deets, I am writing to submit the 2008 Waukee Mail Survey proposal to the City of Waukee, following our conversations during last month.This agreement is for creation of the 2008 Waukee Mail Survey by and between the ISU Extension (Community and Economic Development)and the City of Waukee. The main goal of the survey is to understand attitudes and values of Waukee residents about the future growth for Downtown.Based on the survey results (to be concluded by August 151h the latest),we will create vision statements to be discussed iu a community meeting -to be scheduled for September 2008.In other words,we will synthesize what residents want Downtown to become. 1.Scope Iowa State University Community and Economic Development Extension faculty -Monica A. Haddad -and Lisa Crabbs (City of Waukee Summer Intern)will design the 2008 Waukee Mail Survey for the City.We will address the following objectives in the survey: •Identify the strengths/weaknesses of Downtown that arc most appreciated by the community (what residents like best/least;what is working,not working); •Identify opportunities for redevelopment and visitor enjoyment; •Identify the constraints and concerns inhibiting Downtown growth. Based on our 06/06/08 meeting we decided that: •The mail survey will have at most 3 pages (plus the consent page on the front); •The questions will be all close-ended with an opportunity to add written comments at the end ofthe survey; •The demographics will be included at the end of survey and will follow the format of the 2005 study; •We will use simple random sampling or systematic random sampling (Lisa Crabbs will determine that with Brad Deets); •We may include an extra page with an aerial photograph of Waukee to understand where residents would draw the bonndaries for Downtown; •We will use likert scales and matrices question for the survey design; •Respondents will be 18 years old or older; •The tentative number of surveys to be mailed is 700 to diminish the sampling error (3 percent)and to address the homogeneity characteristics of the Waukee population (80/20 split); e We will use an unique identification number to keep track of respondents and non- respondents; 1 •We will elaborate an introduction card to send to selected residents one week prior to the actual survey deliver; •We will send a reminder card two weeks after the survey was delivered to non-respondents; •We will inspire our survey design on the Portland format presented at the 06/06/08 meeting; •We may explore the idea of having a question with pictures in the survey to explore preferences ill relation to density and design. 2.Timeline This Project is 2 and half months in duration.It will start on June l't and it will end on Augustis",2008. 3.Budget The total cost for this project will be $3,908.70,which corresponds to 2 weeks of summer salary for Monica A.Haddad.Payment of the total amount of the contract ($3,908.70)will be made after this proposal is approved. ~~="~'~~=""---l~=~~~~~2..G I 2.0D ~ Monica A.Haddad Date Iowa State University Extension 2
