RESOLUTION 05-199
APPROVING APPLICATION FOR FINANCIAL ASSISTANCE FROM IOWA
DEPARTMENT OF ECONOMIC DEVELOPMENT THROUGH THE COMMUNITY
ECONOMIC BETTERMENT ACCOUNT (CEBA)FOR QUEBECOR WORLD IN ITS
BID TO SECURE A FACILITY EXPANSION IN lOW A AND AN INCREASE IN IOWA
OF 73 NEW JOBS BY THE YEAR 2007
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,Under the terms of the Iowa Code Section 15.315 through 15.320 establishing the
Community Economic Development Betterment Account (CEBA),and administrative rules of
the Iowa Department of Economic Development,the State ofIowa has authorized the making of
grants and loans to cities to aid in financing the construction of specific economic development
proj ects;And,
WHEREAS,The purpose of the CEBA program is to assist communities and rural areas of the
state ofIowa with their economic development efforts,and to increase employment opportunities
for Iowans by increasing the level of economic activity,and development within the state;And,
WHEREAS,Only a political subdivision ofthe State ofIowa may apply to receive funds for
any of the purposes specified in Iowa Code Section 15.315 through 15.320;And,
WHEREAS,The political subdivision shall make application to the department specifying the
purpose for which the funds will be used;And,
WHEREAS,Quebecor World has proposed a project to create 73 new jobs and to retain 14
existing jobs fOTits facilities to be located in Waukee and Carroll.
NOW THEREFORE,be it resolved by the City Council of Waukee and the City Council of
Carroll,Iowa:
1.The City of Waukee and the City of Carroll endorses the Quebecor World
project.
2.The City of Waukee will be the lead governmental agency for the purpose of
contract agreements and administering the funds to the company.
3.An immediate,non speculative opportunity exists for permanent job creation.
4.The proposed CEBA funds are necessary for the expansion of Quebecor World
in Waukee and Carroll,Iowa
5.An immediate commitment is necessary because the project is dependent upon
the CEBA funds for the purchase of machinery and equipment associated with
this project.
6.That Tony Oberman,Mayor of The City of Waukee is hereby authorized to
execute and file an application on behalf of the City of Waukee with the State
ofIowa for the requested forgivable and 0%interest CEBA loan to aid in
financing the proj ect.
7.That the City Council hereby approves the submission ofthe CEBA
application to the Iowa Department of Economic Development.
8.That Linda Schaut,CEcD,Executive Director of The Greater Dallas County
Development Alliance,is hereby authorized and directed to furnish such
information as the State of Iowa may reasonably request in connection with the
application which is herein authorized to be filed.
