RESOLUTION NO.06-82 )!I
Resolution to fix a date of meeting at which it is proposed to take action for the
issuance of not to exceed $4,895,000 General Obligation Urban Renewal
Essential Corporate Purpose Bonds and not to exceed $405,000 General
Obligation Urban Renewal General Corporate Pill-pose Bonds
WHEREAS,the City of Waukee,Iowa (the "City"),proposes to issue not to exceed
$4,895,000 General Obligation Urban Renewal Essential Corporate Purpose Bonds (the
"Essential Corporate Pill-pose Bonds")pursuant to the provisions of Chapter 403 of the Code of
Iowa for the purpose of planning,undertaking and canying out urban renewal projects in the
Waukee Urban Renewal Area,consisting of the construction of street,storm sewer,sidewalk and
landscaping improvements and installing street lighting and traffic signals,and the City must
institute proceedings to issue the Essential Corporate Purpose Bonds for such essential corporate
purposes pursuant to Division III of Chapter 384 of the Code of Iowa by fixing a date of meeting
of the City Council at which it is proposed to take action for the issuance of the Essential
Corporate Purpose Bonds and by causing a notice of such proposal to be published as provided
by Section 384.25 of the Code ofIowa;and
WHEREAS,the City also proposes to issue not to exceed $405,000 General Obligation
Urban Renewal General Corporate Purpose Bonds (the "General Corporate Pill-pose Bonds")
pursuant to the provisions of Chapter 403 of the Code of Iowa for the purpose of carrying out
urban renewal projects in the Waukee Urban Renewal Area,consisting of refunding an 1
outstanding Urban Renewal Development Agreement and constructing bike trail improvements,)
and the City must institute proceedings to issue the General Corporate Purpose Bonds for such
general corporate purposes pursuant to Section 384.24(3)(q)of the Code ofIowa by fixing a date
of meeting of the City Council at which it is proposed to take action for the issuance of the
General Corporate Purpose Bonds and by causing a notice of such proposal to be published,
including notice of the right to petition for an election,as provided by Section 384.26 of the
Code of Iowa;
NOW,THEREFORE,It Is Resolved by the City Council of the City of Waukee,Iowa,as
follows:
Section 1.This Council shall meet on the 15th day of May,2006,at the Council
Chambers,City Hall,Waukee,Iowa,at seven o'clock p.m.,at which time and place proceedings
will be instituted and action taken for the issuance of the Essential Corporate Purpose and
General Corporate Pill-pose Bonds.
Section 2.The City Clerk is hereby directed to give notice of the proposed action for
the issuance of the Essential Corporate Purpose Bonds,setting forth the amount and purpose
thereof,the time when and place where the said meeting will be held,by publication at least once
and not less than 4 nor more than 20 days before the meeting in a legal newspaper published at
least once weekly and of general circulation in the City,in substantially the following form:

THE ISSUANCE OF NOT TO EXCEED $4,895,000 GENERAL OBLIGATION
URBAN RENEWAL ESSENTIAL CORPORATE PURPOSE BONDS
The City Council of the City of Waukee,Iowa,will meet on the 15th day of May,2006,at
the Council Chambers,City Hall,Waukee,Iowa,at seven o'clock p.m.,for the purpose of
instituting proceedings and taking action for the issuance not to exceed $4,895,000 General
Obligation Urban Renewal Essential Corporate Purpose Bonds (the "Essential Corporate Purpose
Bonds")for the purpose of planning,undertaking and carrying out urban renewal projects in the
Waukee Urban Renewal Area,consisting of the construction of street,storm sewer,sidewalk and
landscaping improvements and installing street lighting and traffic signals.
The Essential Corporate Purpose Bonds,when issued,will constitute general obligations
of the City.
At such time and place the City Council shall receive oral or written objections from any
resident or property owner of the City.After receiving objections,the City may determine to
issue the Essential Corporate Purpose Bonds,in which case,the decision will be [mal unless
appealed to the District Court within fifteen (15)days thereafter.

The City Council of the City of Waukee,Iowa,will meet on the 15th day of May,2006,at
the Council Chambers,City Hall,Waukee,Iowa,at seven o'clock p.rn.,for the purpose of
instituting proceedings and taking action for the issuance of not to exceed $405,000 General
Obligation Urban Renewal General Corporate Purpose Bonds (the "General Corporate Purpose
Bonds")for the purpose of carrying out urban renewal projects in the Waukee Urban Renewal
Area,consisting of refunding an outstanding Urban Renewal Development Agreement and
constructing bike trail improvements.
The General Corporate Purpose Bonds,when issued,will constitute general obligations
of the City and will bear interest at rates not exceeding 6%per annum.
At any time before the aforementioned date fixed for taking action for the issuance of
such General Corporate Purpose Bonds,a petition may be filed with the Clerk of the City asking
that the question of issuing the General Corporate Purpose Bonds be submitted to the registered
voters of the City.

Section 4.All resolutions or parts of resolutions m conflict herewith are hereby
repealed to the extent of such conflict.
