HomeMy WebLinkAbout2020-02-04-Regular Minutes►1':� Waukee THE KEY TO GOOD LIVING WAUKEE CITY COUNCIL MINUTES February 4, 2020 (A) Call to Order — The regular meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. in the Council Chambers at Waukee City Hall, 230 W. Hickman Rd. (B) Pledge of Allegiance (C) Roll Call — The following members were present: Mayor Courtney Clarke; Council Members R. Charles Bottenberg, Chris Crone, Larry R. Lyon. Absent: Council Member Anna Bergman. (Council Member Bergman began participation via telephone at 5:51 p.m. and ended participation at 5:56 p.m. Council Member Bergman again began participation via telephone at 6:11 p.m.) Also in attendance: City Administrator Tim Moerman, Finance Director Linda Burkhart, Human Resource Director Michelle Lindsay, Public Works Director/City Engineer Rudy Koester, Development Services Director Brad Deets, Planner II Melissa DeBoer, Community & Economic Development Director Dan Dutcher, Parks & Recreation Director Matt Jermier, Marketing & Communications Director Summer Evans, IT Director Son Le, Police Chief John Quinn, Police Sgt. Brandon Pettit, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. (D) Open Forum (E) Agenda Approval — Council Member Lyon moved to approve the agenda; seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon. Nays: None. Absent: Bergman. Motion carried 3 — 0 — 1. (F) Mayor's Report— Mayor Clarke discussed Waukee's strong growth and the City's commitment to projects that allow for continued growth and maintain a good quality of life. She noted several projects underway, including the new Triumph Park. Mayor Clarke added that nominations are currently being accepted for the 2019 Citizen of the Year. (G) Presentations: 1) Waukee South Middle School Future Cities Team competition update — Development Services Director Deets introduced Planner II DeBoer, the Future Cities Team mentor. Planner II DeBoer reported on the success of this year's Future Cities Team, which finished second out of more than 40 teams at the state competition. (H) Public Hearings: 1) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from R-2 to R-2/PD-1, a property known as Stratford Crossing Plat 6 — Mayor Clarke opened the public hearing and asked if any written correspondence had been received; City Clerk Schuett replied in the negative. Development Services Director Deets briefly reviewed the overall Stratford Crossing zoning. The Plat 6 portion was initially planned for duplex development; however, a specific builder plans to develop the plat as detached townhome-style units. The planned development overlay would address certain restrictions and enhanced standards, such as minimum square footage, exterior materials, landscaping requirements and a variety of floor plans. Council Member Lyon asked about the anticipated price range for the units; Mr. Deets replied that they were proposed to sell for $210,000-280,000. Council Member Lyon asked if staff was confident that there is enough parking provided; Mr. Deets replied in the affirmative, noting standard -width city streets, 2-stall garages and room for driveway parking. He added that the units would have full basements for storage. Nick Halfhill with Landmark Development, property owner, stated that he had been approached by a builder with the proposed, unique concept. Council Member Lyon asked if there would be any backyard space; Mr. Halfhill replied in the affirmative. No comments were made by the public in attendance. (Council Member Bergman began participation via telephone at 5:51 p.m.) 2) On an FY2021 proposed property tax levy pursuant to Iowa Code 384.15A — Mayor Clarke opened the public hearing and asked if any written correspondence had been (J) received; City Clerk Schuett replied in the negative. Finance Director Burkhart briefly reviewed the new State requirement for a public hearing if the proposed budget property tax revenues will exceed 102% of the current year collections. The matter requires approval by supermajority vote. Ms. Burkhart clarified that the City's actual property tax levy was proposed to be reduced by $0.10. No comments were made by the public in attendance. Public Hearing Action Items: 1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from R-2 to R-21PD-1, a property known as Stratford Crossing Plat 6 [introduction; first reading] — Council Member Bottenberg introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Lyon. Council Member Bergman stated that she would recuse herself from the vote due to a professional conflict of interest. Results of vote: Ayes: Bottenberg, Crone, Lyon. Nays: None. Abstentions: Bergman. Motion carried 3 — 0 — 1. 2) Resolution: Consideration of approval of a resolution approving FY2021 maximum property tax dollars — Council Member Lyon moved to approve the resolution; seconded by Council Member Bottenberg. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon. Nays: None. Motion carried 4 — 0. (Resolution #2020-046) (Council Member Bergman ended participation at 5:56 p.m.) Action Items: 1) Consent Agenda: Council Member Lyon moved to approve the Consent Agenda; seconded by Council Member Crone.
