HomeMy WebLinkAbout2011-08-08-Resolutions 11-148_Job Description - Street SuperintendentTHE CITY OF WAUKEE,IOWA RESOLUTION 11-148 APPROVING THE REVISED JOB DESCRIPTION FOR THE POSITION OF STREET SUPERINTENDENT IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal Organization;AND, WHEREAS,due to the recent retirement ofthe current Street Supervisor in July 2011,City staff has reviewed the job description for that position and recommend making certain revisions; AND, WHEREAS,the Waukee City Council has reviewed the revised job description for the position of Street Supervisor and finds it appropriate; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee,Iowa on this 8th day of August,2011,that it hereby approves the revised job description for the position of Street Supervisor,attached hereto as Exhibit A. ROLL CALL VOTE Shane Blanchard Dan Dutcher Casey L.Harvey Darlene Stanton Mike Watts AYE X X X X NAY ABSENT ABSTAIN X Job Title:Street Superintendent EXHIBIT A CITY OF WAUKEE JOB DESCRIPTION AND SPECIFICATIONS Job Title: Department: Union Status: Pay Grade: Street Superintendent Public Works Collective Bargaining Position Superintendent Reports to:Director of Public Works FLSA Status:Non-Exempt Date:July 2011 JOB PURPOSE Under general direction from the Director of Public Works,provides required emergency,cyclic or seasonal municipal services relating to the maintenance and repair of streets,street lights,traffic signals curbs,sidewalks,and right of way;supervises and coordinates daily activities by determining manpower,equipment and material needs for specific jobs,providing instruction and guidance and inspecting final product.Position is that of a "hands-on'working supervisor which may involve when necessary,all duties of the crew,including demonstrated proficiency in all aspects of public works functions and operations. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this job.These are not to be construed as exclusive or all inclusive.Other duties may be required and assigned.To perform this job successfully,an individual must be able to perform each essential duty satisfactorily. Maintains city roads and streets.Seals cracks and makes repairs using concrete and/or asphalt.Maintains gravel roads and shoulders by grading,adding rock, conducting edge rut spreading. Repairs and replaces curb,gutter,sidewalk and sidewalk including the building and setting of forms,pouring of concrete and finishing;repair of potholes, manholes,storm sewers,catch basins. Installs and maintains road signs in accordance with Manual on Uniform Traffic Control Devices.Maintains records of all signs installed and/or repaired. Removes snow as well as sanding/salting of streets and sidewalks using graders,dump trucks,end-loaders,snow blowers and related equipment. Drives trucks equipped with dump body,tanks and peripheral equipment to transport loose materials such as sand,gravel,crushed rocks and related materials to job. Job Title:Street Superintendent JOB DESCRIPTION AND SPECIFICATIONS ESSENTIAL DUTIES AND RESPONSIBILITIES cont. Spreads and levels earth,sand and gravel using public works vehicles,hand and power tools;lifts,caries and holds materials,cleans tools,equipment,materials and work areas. Operates,services and maintains motor grader,end-loader,backhoe,terragator, tractors,mowers,street sweeper ad related public works equipment;assists in the repair and maintenance of public works and other municipal vehicles and related equipment;checks gas,oil and fluids;washes vehicles. Maintains city street lighting and traffic signals.Changes street light and traffic signal bulbs,repairs wire damage with fault locating equipment. Raises and lowers storm sewer covers,inspects and repairs and installs storm sewer inlets,culverts and ditches.Mows and sprays road shoulders,ditches and rights of way to control weeds &vegetation. Suggests ways to improve the efficiency and effectiveness in responsibility.Inspects and repairs streetlights in Southfork. emergency and on-call situation in a timely fashion. the areas of Responds to Subject to on-call duties. The employee in this position is required to reside within a 30 minute radius of the City limits due to the need to respond to emergency calls in a timely manner to protect the health,safety and welfare of the citizens of Waukee,as well as because of the City's interest in employees having a stake in their community, enhancing the tax base,improving community attitudes and cooperation, increasing loyalty to the community and reducing absenteeism. Works with other departments and performs other related duties as required. SUPERVISORY RESPONSIBILITIES Directly supervises full time and part time employees in the Street Department.Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.Responsibilities include training employees;planning,assigning,and directing work;addressing complaints and resolving problems. Education and/or Experience High school diploma or general education degree (GED);and 2 to 4 years experience and/or training;or equivalent combination of education and experience. Certificates,Licenses,Registrations Possess a valid Class B Iowa Commercial Drivers License (CDL)with air brake endorsements or ability to obtain one within 30 days of hire. Language Ability Ability to read,analyze,and interpret construction plans,professional journals, technical procedures,or governmental regulations.Ability to write reports, business correspondence,and procedure manuals.Ability to effectively present information and respond to questions from groups of managers,clients, customers,and the general public. Mathematical Skills Ability to add,subtract,multiply,and divide in all units of measure,using whole numbers,common fractions,and decimals.Ability to compute rate,ratio,and percent and to draw and interpret bar graphs. Cognitive Demands Working knowledge of applicable codes,ordinances and laws.Ability to apply common sense understanding to carry out instruction furnished in written,oral,or diagram form.Ability to deal with problems involving several concrete variables in standardized situations.
