Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman, R. Charles Bottenberg (via telephone), Chris Crone, Larry R. Lyon. Absent: None. (Council Member Bottenberg ended participation at 5:45 p.m.) Also in attendance: City Administrator Tim Moerman, Finance Director Linda Burkhart, Development Services Director Brad Deets, Community & Economic Development Director Dan Dutcher, Public Works Director/City Engineer Rudy Koester, Parks & Recreation Director Matt Jermier, Marketing & Communications Director Summer Evans, Human Resource Director Michelle Lindsay, Fire Chief Clint Robinson, Police Chief John Quinn, Police Sgt. Robert Gitzen, City Clerk Rebecca D. Schuett, City Attorney Steve Brick. C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council Member Bergman. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon. Nays: None. Motion carried 4 — 0. D. Action Items: 1) Resolution: Consideration of approval of a resolution approving appointment to fill a vacant council seat with a term to expire December 31, 2021— Council Member Crone moved to suspend Robert's Rules of Order and open discussion of the candidates for 20 minutes; seconded by Council Member Lyon. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon. Nays: None. Motion carried 4 — 0. Mayor Clarke and council members cast non -binding ballots noting their top three candidates, with those names read aloud and counted by City Clerk Schuett. Each council member then briefly discussed the reasoning behind their candidate selections. Council Member Lyon suggested a future policy of appointing the next highest vote -getter in the preceding regular election; Council Member Bergman disagreed with the need for such a policy. Following a brief discussion, Council Member Lyon moved to approve the appointment of Ben Sinclair to fill the vacant council seat; seconded by Council Member Bergman. Results of vote: Ayes: Bergman, Bottenberg, Crone, Lyon. Nays: None. Motion carried 4 — 0. (Resolution #2020-059) (Council Member Bottenberg ended participation at 5:45 p.m.) 2) Mayor's Appointment: Of a council member as representative to Bravo Greater Des Moines for 2020 — Mayor Clarke appointed Ben Sinclair as representative. 3) Resolution: Consideration of approval of a resolution approving residential purchase agreement for certain property located in the City of Waukee [310 71h St.] — Council Member Lyon moved to approve the resolution; seconded by Council Member Crone. Development Services Director Deets gave a brief overview of the property, noting that the home requires more improvements than it is worth. City staff recommends purchasing the property, clearing the parcel, and developing the lot for LMI housing. Council Member Lyon asked about the demolition costs; Mr. Deets replied that it would cost approximately $15,000-20,000. Results of vote: Ayes: Bergman, Crone, Lyon. Nays: None. Absent: Bottenberg. Motion carried 3 — 0 — 1. (Resolution #2020-060) E. Work Session: 1) Alice's Road Street Medians Project update — Emily Naylor with Shive-Hattery, Inc., project engineer, presented the concept plan, anticipated costs and construction schedule for the section of Alice's Road between SE University Ave. and E. Hickman Rd. There was some discussion on whether or not the project should be scaled back to lower costs; City staff noted that the project would include alternate bids for improvements that could be included if the base bids were favorable. 2) Alice's Road speed limit — Public Works Director/City Engineer Koester recommended a traffic study on the possible lowering of the speed limit on Alice's Road between NW Douglas Pkwy. and Ashworth Rd. The council directed staff to move forward with a study and recommendation. 3) Engineering contractors and contracts — Public Works Director/City Engineer Koester reviewed a list of projects and engineering contracts that were approved in the last few years. Mayor Clarke expressed concern that the City is not regularly evaluating the engineering firms with which the City does business. After much discussion, City Administrator Moerman suggested an RFP process in order to generate a list of possible engineers for City projects. 4) 2019-2020 Strategic Plan: Centennial Park Master Plan direction — Parks & Recreation Director Jermier noted his hesitation to begin the master planning process when any such plans are likely to be impacted by future University Ave. and Warrior Ln. improvements. The council concurred in postponing the Centennial Park Master Plan. 5) Recreation facilities — City Administrator Moerman stated that he had been contacted by the Waukee Community School District about a possible indoor aquatic facility. The City has also been in touch with the City of Urbandale about a potential aquatic center partnership. After some discussion, the council asked for additional information on the matter and agreed to discuss the possibilities during strategic planning. 6) FY2021 Budget; FY2021-2025 Capital Improvement Program: questions or comments — The council had no follow-up questions. F. Council Liaison Reports — Reports made by Mayor Clarke; Council Members Crone, Bergman. G. Closed Session: Pursuant to Code of Iowa §21.5(1)(j) to discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the governmental body would have to pay for that property or reduce the price the governmental body would receive for that property— Council Member Crone moved to close the regular session and enter closed session pursuant to Code of Iowa §21.5(1)(j); seconded by Council Member Lyon. Results of vote: Ayes: Bergman, Crone, Lyon. Nays: None. Absent: Bottenberg. Motion carried 3 — 0 — 1. Council entered closed session at 6:51 p.m. CLOSED SESSION Council entered regular session at 7:21 p.m. H. Comments — Public Works Director/City Engineer Koester reviewed a pending Iowa Department of Transportation project along Interstate 80. City Administrator Moerman presented a property tax valuation and City services breakdown. Council Member Lyon moved to adjourn; seconded by Council Member Crone. Ayes: All. Nays: None.
