HomeMy WebLinkAbout2011-09-12-Resolutions 11-175_Non-Profit Contributions PolicyTHE CITY OF WAUKEE,IOWA RESOLUTION 11-175 APPROVING A POLICY FOR THE CITY OF WAUKEE RELATED TO CONTRIBUTIONS MADE TO NON-PROFIT ORGANIZATIONS IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal Organization;AND, WHEREAS,it is recommended that a formalized application and approval process be implemented by the City of Waukee related to monetary contributions made to non-profit organizations;AND, WHEREAS,the Waukee City Council has reviewed a proposed policy on the matter and finds it appropriate; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee,Iowa on this 12'h day of September,2011,that it hereby approves a policy for the City of Waukee related to contributions made to non-profit organizations,attached hereto as Exhi .A. Process - 1.November 1 (or first weekday of November):Advertise throngh City newsletter and website that the City is taking requests for funds from non-profit organizations for the next fiscal year starting July 1.Letters with the same language will be mailed directly by the City to those organizations that have received funding in the last 5 years. 2.November 30:Deadline for requests for funds,Request for funds will include: a.A letter of request also noting the IRS status of the organization. b.The purpose or intent of the organization. c.Explanation of how funds will be utilized. d.Itemized budget for the year of the request plus itemized actuals for the past 5 years.Include revenues and expenditures in all reports, e.Copy oflast two audit reports. f.List of Board of Directors for the organization,including home addresses and phone numbers. g.List of names and wages of paid staff. 3.Preliminary Budget Workshop (approximately November 30):The Mayor and Council will determine tile amount of funds available for contribution in the upcoming fiscal year. 4.One week before the Budget Workshop:City staff will make a recommendation to the Mayor and City Council for the distribution of funds. 5.Budget Workshop (approximately Febmary 1):The Mayor and City Council will determine tile distribution of funds. 6.No Later Than Mat'ch 15:The City Council approves funding under this category. Rules - 1.The requesting agency must offer services to residents of Waukee.They must also report the percentage of persons they serve that reside in the City of Waukee. 2.The agency must have an appropriate non-profit IRS status and the agency must not be affiliated with a religious organization. 3.Funding shall be for one-time special projects,services,or capital expenditures. 4.Past funding does not mean that future funding will occur. 5.All applicants must meet the application deadlines to qualify for funding. 6.The Mayor or City Council members may be on boards,connnittees or be participants in organizations that apply for and receive funding. 7.The following organizations are exempt from tins process.However,these organizations will be required to submit all items listed as a part of section 2. ~Waukee Economic Development Corporation •Waukee Area Chamber of Commerce •Greater Dallas County Development Alliance
