APPROVING THE REVISED AGREEMENT WITH GE WATTIER ARCHITECTURE,INC.,
FOR ARCHITECTURAL SERVICES RELATED TO IMPROVEMENTS TO CITY
PROPERTY (355 7TH STREET -WAUKEE COMMUNITY CENTER PROJECT)
IN THE NAME AND BY THE A UTHORlTY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the City of Waukee has previously entered into an Agreement for Architectural Services
with GeWattier Architecture,Inc.for services related to the proposed Community Center at 355 7th
Street on October 10,2011;AND,
WHEREAS,the original Agreement contemplated a designlbuild process for the HV AC,Plumbing
and Electrical Systems associated with the proj ect.
WHEREAS,it has now been recommended that a Mechanical and Electrical Engineer be made a part
of the design team in both the design development and construction document phases of the proj ect in
lieu ofthe design/build process.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Amended Agreement with GE Wattier Architecture,Inc.related to the Community Center Project,
attached hereto as Exhibit A,is hereby approved.
Passed by the City Council of the City of Waukee,Iowa,and approved the 21st day of November 2011.

Thank you for your call on Tuesday to confirm our team was selected 10 work with the City of Waukee to renovate
your existing tire station building at 7'h and Walnut to a Community Center.Based on our discussions and our RFP
submission dated Seplember 9,we have prepared the following agreement for your review.
Ge Waftier Architecture,Inc.,hereinafter referred to as the Archilect and/or GEWA,subject to the approval and
acceptance of this Agreement by the Client agrees to provide Professional Services to the Client as set forth below.

Provide the Clienf with the following Professional Architectural Services:Schematic Design,Design
Development drawings,Construction Documents,City Submittal Documents and Construction
Observation.
GEWA will team with a structural engineer and a landscape architect for structural modltications and site
design and their fees will be included in GEWA's contract.
I.PROGRAMMING/ASSUMPTIONS

o See the Consultant Services Matrix in Exhibit A for clariflcallon on what consultcnts are
anticipated for this project and which ore hired by the Architect and which are hired by the
Client.
o Except for the GEWA hired structural engineer,landscape architect,and
Mechanical/Electrical/Plumbing engineer,all other necessary consullants and engineers will be
hired by the Client.The following consultants are anticipated,but not necessarily represent a
comprehensive list.GEWA shall be entitled to rely on the accuracy and completeness of services
and information furnished by the Client and the Client's contractors/consultants
•A surveyor/Civil Engineer will be required to provide the design team an accurate existing
survey.The Survey should Include all boundaries,structures,major landscaping,grades,
setbacks.easements,utilities,ROW's and extend to centerlines of major streets.The Civil
Engineer will also provide the new Site Plan for the Site Plan package required by the City.

o GEWA can assistthe Client by gathering consultant proposals if requested.
GE Wattier Architecture will review and coordinate all Client hired consultants if they are hired
before the beginning of the Design Development Phase.
o GEWA will attend Sllo Plan meetings/Ciiy meetings.and assistthe Client in securing approval by
the Ciiy of Waukee Planning Department.Downtown Design Review Committee and any other
local Boards.Material boards and colored elevations will be provided as needed.

The architect will provide the following interior design services:
•Wall,floor,ceiling,woodwork and hardware finishes
•Furniture selection (no purchasing)
•A maximum 6 month construction schedule is assumed.A longer construction schedule may
result in additional orchitectural services for additional Construction Administration time.
•Any Client-directed changes or revisions to the project,after the completion of Design
Development,will be deemed extra services and billed on an hourly basis.GEWA will,whenever
possible,try to identity any perceived extra services prtor to proceeding wtth work.
CONVERSION/REMODEL
•It is assumed that no special zoning or planning approvals are necessary for this new project.
•It is assumed that the exterior will remain as is.except for possibly designing and installing new
windows and the addition of a possible exterior new "front porch".
•A structural analysis of the existing bUilding will be provided for support of rooftop mechanical
units.
•Ills assumed that Tenus Construction &Project Management (Tenus)will provide all cost
estimating during the design phases and '0'1111administer the bid process.
•New streetscape design is anticipated to the level as shown in RFPsubmission {Confluence).
•The Architect assumes that the building is structurally stable to handle the change in use to a
Community Cenler.It is the responsibility of the Client to contirm the structural stability of the
building.
•It is the responsibility of the Client to determine if an environmental study is required for this
project and conduct such a study if necessary to determine if any environmental concerns are
on the property and provide any required remediation.
SUSTAINABLE DESIGN
•The Client would pay all USGBCtees.Such tees are not included in the Architect's tee.
The Client will provide the Commissioning tor a LEEDproject.
•GEWA shall discusswlth the Client alternalive approaches to design and construction at the
Project,including the teasiblllty of incorporating environmentally responsible destgn approaches.
GEWA shall reach an understanding with the Client regarding the requlrernents ot the Project.
•GEWA shall consider environmentally responsible design alternatives,such as rnaterial choices,
onergy conservation together with other considerations based on program and aesthetics,in
developing a design that Is consistent with the Client's program.schedule and budget tor the
Cost ot the Work.
II.PHASES
VISIONING
Priorto beginning the design work and providing solutions,all Goals,Facts,Concepts and Needs
must to be Identified for each of the tour major considerations [Function.Form,Economy and
lime)so that Problem Statements can be generated.The Problem Statements will serve as the
generators tor design and later as criteria to evaluate the design solution.The tollowing Specific
Deliverables will be provided:
•Kickoff meeting with the Client Core Team Group and GEWA to discuss the tormat and goals
of the visioning sessions.
•Develop and distribute questionnaires prior to visioning meetings to collect and target key
areas of discussion for meetings to be efficient and relevant.
•Conduct individual or small group Interviews of the Client Core Team and all relevant end
userswithGEWA,
•GEWA '0'1111compile the interview data and resolve any and all individual conflicts with Client
Core Team members.
•GEWA will use the interview data collected to create a minimum of four Problem Statements
(responding to Function,Form,Economy and Time).
•GEWA will coordinate an overall projeclschedulewith Terrus.

The visioning process Is meant as both a foci gathering exercise and a discovery time.GEWA will
endeavor to motivate and Inspire discussion to dig deep into the problem which would not only
solve immediate needs.but would meet future needs or even transform the pubic's involvement in
the process.
SCHEMATIC DESIGN PHASE
After Client approval of Problem statements,GEWA shall provide Schematic Design Documents
based on mutually agreed upon program,schedule,and budget for the Base Fee below.The
documents shall establish the conceptual design of the Project illustrating the scale and
relationship at the Project components,scale and torm.The following deliverables will be
provided.
o Confirm project goals and requirements
o Study drawings,sketches or olher media
o Zoning/Code research
o Site Plan package submitted to the Planning Department.
o Overall floor plans.
o Floor plans,site pian,exterior elevations,sections with schematic notes and dimensions
o 3d drawing/rendering of the exterior as needed.
o Basic assembly details and/or major building syslems
DESIGN DEVELOPMENT PHASE
After Client approval of the Schematic Design.GEWA will pravide Design Development
Documents to illustrate and describe the retinement of the design of the Project,establishing the
scope,relationships,forms,size and appearance of the Projecl.All basic assemblies and systems
will be identified and updated.The following specific tasks will be pravided.
•Incorporate Client revisions and changes to the Schematic Design.
o Secure Site Plan approval.
o Begin bUilding consultant coordination.
o Cad based plans.sections,elevations,typical details and equipment layouts.
o Identify major materials and systems
o Preliminary Oulline Specifications
tEED SUBMITTAL PHASE [NO!INCLUDED,but eon be provided as an additional servIce)
o The purpose of this Phase is to design the building to achieve LEED certification.Perthe
attached LEED Certification Credit Worksheet.credit categories are Identified and
CllentiConsultanllArchitect responsibilities are outlined.The Phase 1 portion of the LEED Phase
would be as an advisor to the owner to determine Iffhey could or would pursue lEED lor this
project The Phase ..2 portion would entail submitting the required registration and letter
templates to USGBC for initial design review and for tinal construction document review based
upon the above design.
o The project will be registered with the USGBC
o All LetterTemplafes [for each credit)will be submitted for review and approval by the
USGBC.
Send building information to Mid American Energy if tho Client is pursuing rebates.
The Architect will include all architectural items in the construction documents.The various
consultants are (as listed In the Worksheet)are responsible for incorporating their own items
in their construciion documents,
CONSTRUCTION DOCUMENT PHASE
After Client approval of the Design Development documents and DD Cost Estimate.GEWA will
provide Construction Documents in sufficient detail to bid/construct the Project and secure a
building permit.The following specific deliverables will be provided.
•Code review,general project data.
o Cad plans,seclions elevations and details.
o Project Specifications
•Coordinate the work of the confractors,engineers and other consultants hired by the Client,
and incorpcrote these requirements into the Documents.
•GEWA and consultants will provlde (2)bid/CD packages.if additional bid packages are
requested of the Client,additional architectural fees will be required.
o Assist the Cllenf in connection with the filing documents required for approval of
governmental authorities having jurisdiction over the project and assist fhe Owner in securing
a construction permit by responding to city review comments:.

CONSTRUCTION ADMINISTRATION

Architecture.Inc.cannot and does no1warrant or represent those bids or negotialed prices "'ill not vary from any established budgetary
