RESOLUTION 12-189
APPROVING SUPPLEMENTAL AGREEMENT NO.1 WITH KIRKHAM MICHAEL &
ASSOCIATES,INC.,RELATED TO ENGINEERING SERVICES FOR THE ALICE'S
ROAD INTERCHANGE IJR,ENVIRONMENTAL ANALYSIS AND FINAL DESIGN
IN THE NAME AND BY THE AUTHORiTY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee,Iowa is a duly organized mnnicipality within Dallas County;
AND,
WHEREAS,the Cities of Waukee and West Des Moines are actively pursuing the construction
of an interchange at the intersection of 1os"Street/Alice's Road and Interstate 80 (1-80);AND,
WHEREAS,the City of Waukee has previously entered into agreements for engineering
services with Kirkham Michael &Associates,Inc.,related to the Alice's Road Interchange
project (Resolutions #08-31 and 11-186);AND,
WHEREAS,due to an anticipated change in the interchange final design,the agreement with
Kirkham Michael &Associates,Inc.,must be amended to reflect the additional work necessary
to complete the proj ect;
NOW THEREFORE BE IT RESOLVED by the Waukee City Council that the City of
Waukee hereby approves Supplemental Agreement No.1 with Kirkham Michael &Associates,
Inc.,related to engineering services for the Alice's Road Interchange DR,Environmental
Analysis and Final Design,attached hereto as Exhibit A,contingent upon approval of sai
agreement by the City of West Des Moines.

SUPPLEMENTAL AGREEMENT NO.1
This Supplemental Agreement.made and entered into on this ,rrrvi day of August,2012,by and between the City
of Waukee,hereinafter referred to as the "Owner"and the firm of Kirkham,Michael &Associates,Inc.,
hereinafter referred to as the "Consultant"
PREAMBLE:
The parties hereto entered into an agreement dated the 26 day of September,20ll,for the Alice's Road
Interchange IJR,Environmental Analysis and Final Design.Work is to be conducted in accordance with current
Iowa Department of Transportation local system project administration requirements.Said contract shall
hereinafter be referred to as the Base Agreement
The Owner desires to have the Consultant perform additional engineering assignments in conjunction with the
preliminary planning,preliminary design,right of way design,final design,bidding assistance,construction
administration,and site observation.The work to be performed is beyond the scope of the Base Agreement,
thereby constituting "extra work."
The Consnltant is willing to provide said services.
AGREEMENT:
The parties,in consideration of these mntnal promises contained herein,agree to the following:
1.SCOPE OF SERVICES
The additional work to be performed by the Consultant under this Supplemental Agreement No.I shall
encompass and include all detail work,services,materials,equipment,and supplies necessary to complete
the following described work
This document presents the Consultant team's scope of services for design engineering and related services
required for advancement of the Alice's Road I 105'"Street Diverging Diamond Interchange (DOl)with
Interstate 80 and associated roadways.The agreement and scope of services consists of four Parts,A through
D as stated in Exhibit A attached hereto,
Part A is for preliminary planning work to initiate research and implement the 001 as an alternative in the
Environmental Assessment
Part B is to provide preliminary design and right-of-way design for the DOl and associated roadways in
accordance with the standards,procedures and plan requirements of the Iowa Department of Transportation for
local projects and the supplementary requirements of the Cities of Waukee and West Des Moines,Iowa.
Preliminary design will be based on concept level designs provided in the Environmental Assessment and other
completed preliminary planning work.
Part C is to provide final design and bidding assistance for the DOl and associated roadways in accordance
with the standards,procedures and plan requirements of the Iowa Department of Transportation for local

projects and the supplementary requirements of the Cities of Waukee and West Des Moines,Iowa.Final
design will be based upon approved preliminary designs.
Part D is to provide construction phase services for the DDI and associated roadways.Part D services will be
determined and negotiated as part of a future supplemental agreement.
2.TIME OF BEGINNING AND COMPLETION
The Consultant shall commence work under this Supplemental Agreement No.1 as soon as executed by
the Owner..
Part A:Planning Tasks:Completed by December 31,2012
Part B:Preliminary Design:Completed within 3 months from Notice (0 Proceed (plus review time)
Part C:Fiual Design:Completed within 9 months from Notice to Proceed (6 months from approval of
preliminary plans,plus review time)
Part D:Construction:to be determined
3.FEES AND PAYMENTS
The engineer shall be paid on an hourly basis for direct time worked on the project at rates determined by
raw labor times a net multiplier of 3.199 to cover salary,additives,overhead and profit.The eugineer will
be reimbursed for direct project expenses such as sub-consultants,mileage,and miscellaneous expenses as
estimated in Exhibit B.
The contract ceiling amount is hereby increased by an amount of $535,265,from $380,375 to $915,640,
which shall not be exceeded without written authorization from the Owner.
Except as specifically amended by this Supplemental Agreement No.1,all the terms and conditions of the Base
Agreement,shall remain in full force and effect.
IN WITNESS WHEREOF,the parties have caused this Supplemental Agreement No.1 to be executed by their
proper officials thereunto duly authorized on the date indicated below:

INTRODUCTION
This document presents the Consultant team's scope of services for design engineering and related
services required for advancement of the Alice's Road I 105'h Street Diverging Diamond Interchange
(001)with Interstate 80 and associated roadways.The agreement and scope of services consists of
four Parts,A through D.
Part A is for preliminary planning work to initiate research and implement the 001 as an alternative in
the Environmental Assessment.
Part B is to provide preliminary design and right-of-way design for the 001 and associated roadways
in accordance with the standards,procedures and pian requirements of the Iowa Department of
Transportation for local projects and the supplementary requirements of the Cities of Waukee and

Project Description
The objective of this project is to design and construct a new interchange on Interstate 80 at Alice's
Road (CitX of Waukee)/105th Street (City of West Des Moines)in Iowa.In addition to Alice's
Road/105'Street between Ashworth and Wendover Roads,the project will include the construction
of the interchange ramps and auxiliary lanes and ramp tapers necessary for connection to 1-80 on
alignments compatible with the future functioning of the 1-80traffic lanes.
An initial IJR was submitted in January 2007 for this location.FHWA determined that the analysis did
not satisfy the requirements of Policy Point 1 of FHWA's policy on Additional Interchanges to the
Interstate System,because that IJR did not demonstrate adequate need based on traffic forecasts
available at that time.In September of 2009,the Des Moines Area MPO completed an update to their
Metropolitan Transportation Plan.The new plan includes a travel demand model update that
incorporates growth in the project area since 2005,and extends the forecast horizon to 2035.
A subsequent IJR was submitted in December 2011,and preliminary FHWA approval was issued in
January 2012.The preferred alternative identified in the IJR was a Diamond Interchange expandable
to a Partial Cloverleaf Interchange similar to other interchanges throughout the State of Iowa.
After approval of the IJR work on the Environmental Assessment document commenced.
Subsequent to the Environmental Assessment kick-off meeting the Iowa DOT with concurrence from
the Cities of Waukee and West Des Moines brought forth a relatively new innovation in interchange
design.A Diverging Diamond Interchange (001)was brought forth as a possible alternative for
analysis and consideration.Initial analysis revealed that the 001 required a smaller overail footprint
than the Diamond Interchange,accommodates the projected traffic consistent with the Diamond and
could be constructed at a cost savings to the cities of approximately 3 Million dollars.
It was agreed that the IJR should be amended to include the 001 as the preferred aiternative and the
001 be evaluated in the Environmental Assessment as the preferred alternative along with a no-build
alternative.
The tasks for this project will build on a considerable body of work previously completed during the
IJR and EA study phases.Horizontal and vertical geometry and typical section for Alice's Road /
105'h Street (except for transition areas)will remain as designed from the previous work beyond the
impacts of the interchange ramp terminals.Efforts will also be made to maximize the use of existing
drainage structures placed during construction of the bridge and adjacent grading.
The final construction plans produced under this agreement are assumed to involve the full build-out
of Alice's Road /105'h Street between the ramp terminals transitioning to 3 lanes (the first three lanes
of an ultimate 6)as the roadway approaches Ashworth and Wendover Roads,including signalized
ramp terminals,lighting,signing,pavement markings,storm drainage and other typical roadway
design features and as defined in the following scope of services.
The following location map identifies the design project limits.

DETAILED SCOPE OF SERVICES
PART A:PRELIMINARY PLANNING WORK
General
The previous agreement authorized September 16,2011,covering work on the Environmental
Assessment (EA)document assumed a south corridor limit of Wendover Road.This limit was
subsequently moved south to include the segment of 10Slh Street from Wendover to Mills Civic
Parkway.The scope of this agreement includes the additional work completed on the EA due to this
change in study area.
The Interchange Justification Report (IJR)for the Interchange was completed and approved in
January,2012.The IJR did not include the DDI as an alternative but recommended a diamond
interchange with future expansion to a partial clover leaf interchange.As the Environmental
Assessment process began to move forward,the Iowa Department of Transportation and the Cities of
Waukee and West Des Moines initiated the DDI as a new potential alternative.The DDI moved
forward quickly in its development.The DDI requires a smaller overall footprint than the Diamond
Interchange,accommodates the projected traffic consistent with the Diamond and could be
constructed at a cost savings to the Cities of approximately 3 Million dollars.The additional work to
investigate,analyze and to incorporate the DDI as a viable alternative is included this scope of
services.
The following additional tasks not included in previous engineering agreements are:
1.Extending the EA document and study area south to Mills Civic Parkway.
2.Research the DDI design parameters and its applicability as a viable alternative for the
interchange.
3.Prepare concept level layouts for the DDI and comparison information to the partial cloverleaf
interchange (future PARCLO)for inclusion and presentation at the public meeting held in March
2012.
4.Prepare DDI Concept Statement and construction cost estimate.
S.Prepare DDI detailed traffic analysis and technical memo comparing the results to the PARCLO
interchange layout.
6.Amend/Supplement the IJR as requested by FHWA.
7.Incorporate the DDI as the preferred alternative (instead of the PARCLO)along with the no-build
alternative into the Environmental Assessment.(no additional cost)
8.Provide Project Management including meeting attendance,agendas,meeting notes,schedule
and budget tracking,invoicing and other normal project management activities.

PART S:PRELIMINARY DESIGN
General
Although preliminary design had been completed on the previously preferred PARCLO interchange
alternative;no design work has been completed on the new 001 alternative.Preliminary design
involves two separate submittals;one at approximately 10%complete (City submittal only)and one at
approximately 30%complete (the preliminary design submittal per Iowa DOT).The 10%design effort
is based upon the concept design completed as part of the EA and other planning work and will
provide an opportunity to review the general layout and typical sections before moving forward with
the DOT preliminary design submittal.The 30%design plans are based upon the 10%submittal and
is the Preliminary Design submittal required by the DOT.
Designs prepared as part of the preliminary phase are approximately 30%complete.The intent is to
perform design operations to a level complete enough to determine the final construction limits in
order define the Right-of-Way and easements required for the project.Design elements that impact
the construction limits will be finalized during the preliminary design task.Design elements that do
not impact the construction limits such as pavement markings,signage and lighting will not be
addressed until the final design task.
In general,preliminary design will involve the determination of:
•Roadway typical sections,alignment,profiles,number of lanes,radii and superelevation,and
other horizontal and vertical design features will be finalized and reflected in the preliminary
plans.
•Interchange ramp and loop geometries will be finalized and incorporated into the preliminary
plans including profiles,radii,superelevation,and widths.
•Location and design of storm sewer outlet locations and any crossroad structures will be finalized
and coordinated with existing features as part of the preliminary plans.
•Major utility relocations that may require additional Right-of-Way or easements will be identified
and locations finalized during preliminary design.
•Phasing plans and construction phasing components that may impact easement acquisition will
be finalized during the preliminary design phase.

TASK 1:Project Management
1.1 General Project Management
This task will be ongoing throughout the project period.The Consultant Project Manager will serve as
primary point of contact,manage project schedule and budget,and be responsible for coordinating
work of design team members and sub-Consultants.The Consultant Project Manager will provide
continuous project administration,management and coordination of tasks and activities,preparation
of monthly progress reports,issuing of invoices and billings,ensuring appropriate quality
assurance/quality control and other project management related activities deemed necessary to
ensure efficient and timely project completion.
1.2 Meetings
1.2.1 The Consultant will prepare for,attend.and document one Kick-Off meeting to review the
scope and schedule,and identify line of communications with the City of Waukee and West
Des Moines.
1.2.2 The Consultant will schedule and conduct monthly progress meetings.The Consultant will
prepare an agenda in advance of the meetings and make a record of the meetings.It is
estimated that there will be 4 meetings.
1.2.3 Prepare for,attend,and document up to 4 additional coordination meetings that may be
required to discuss the project with the City or other identified stakeholders.
1.3 Coordination with Other Agencies
1.3.1 The Consultant will coordinate their design with the Iowa DOT and other appropriate state
and federal agencies that are involved with this project.
1.3.2 The Consultant will assist the City in coordination efforts with the City of West Des Moines
and Dallas County,as required.
1.4 Quality Control I Quality Assurance
The Consultant shall peJiorm ongoing reviews of major design decisions and the plan preparation
process and perform detailed reviews of plans prior to submittals for completeness and quality.
TASK 2:Concept Statement Preparation
Coordinate with the City and Iowa DOT District 1 staff to prepare and/or update the necessary
concept statements and initiate the project(s)in the Iowa DOT Transportation Project Management
System (TPMS).
TASK 3:Data Collection and Base Maps
3.1 Topographic,Utility,and Legal Surveys
3.1.1 Portions of the field topographic,utility and legal surveys were performed and compieted
under previous contracts.Work under this contract will include field topographic and utility
surveys to confirm all previous construction and establish a working base map for
completing the design of the new interchange configuration.The Consultant will establish,
confirm and tie to City of Waukee and West Des Moines control points and reduce the
survey data for use in design.The Consultant will coordinate with property owners and
obtain right of entry permission where needed to access private property.

3.1.2 Utility Locations marked in the field by the utility companies will be surveyed.Visible above
ground utility appurtenances such as valves,manholes,vaults,and junction boxes will also
be located and surveyed.
3.1.3 At utility locations where a more accurate and detailed location is deemed necessary by the
City or Consultant the Consultant shall arrange for and obtain hard locations of
underground utilities through exposure of the utility via pot-holing and vacuum excavation
or other approved means.
3.1.4 The Consultant shall obtain original plats and research deeds to determine location of
existing Right-of-Way lines and property lines and to verify ownership information.
3.2 Base Maps
Collected data will be used to prepare an engineering base from which the design will proceed.Base
maps will depict all existing information,topography,right-of-way lines,property lines,property
information,utilities,contours and spot elevations.
TASK 4:Geotechnical Investigations
The tasks below constitute work to be done by the Consultant.Any additional sampling,testing or
reporting needs requiring work by a geotechnical Subconsultant will be covered by a supplemental
agreement.
4.1 Existing Data Review
Previously obtained geotechnical information will be reviewed for applicability to the DDI interchange
layout,and gaps in information required for completing the design will be identified.
4.2 Coordination
Coordinate with the City and Geotechnical Subconsultant to determine additional sampling,testing,
and reporting needs,and direct those efforts.
4.3 Documentation
Review findings from geotechnical investigations and incorporate geotechnical information into all
preliminary design elements.
TASK 5:Utility Coordination
5.1 Utility LocationlVerification
5.1.1 The Consultant will review the utility locations shown on the as-built plans,and verify these
locations during field inspections.After survey is complete,plans will be printed and
distributed to the Utility Companies for verification of ownership,type,size,location,and
cased or uncased.
5.1.2 The Consultant will request that the Utility Companies return to the Consultant marked up
plans with utility verification.The Consultant will incorporate the information into the
topography.All utilities identified in the topographic survey and verified by the individual
utility will be incorporated into the plans.
5.1.3 Identification and verification by the Utility Companies of major utility conflicts such as fiber
optic lines,gas pipelines,crude oil pipelines,high-pressure waterlines,transmission lines,
etc.,will be accomplished at the earliest possible time.The Consultant and the City's
Project Manager will discuss major conflicts and attempt to avoid them.If avoidance is not
possible,the Consultant will then request the Utility Company to verify the conflict and

provide a preliminary estimate of reimbursable costs and time frames associated with the
utility relocation.
5.1.4 The Consultant will design to avoid the utility or corrective adjustments will be designed so
that underground construction for this project is compatible with other existing or planned
underground facilities.Adjustment and construction of City-owned utilities will be included
as part of the construction documents.
5.2 Utility Plan Submittal
At each City review submittal,the plans will be distributed by the Consultant to public and private
utilities for comment.
5.3 Utility Review Meetings/Coordination
Any utility review meeting should be scheduled to coincide with a regular project progress meeting or
City review meeting.The Consultant shall include time for coordination via the phone and one (1)
one-on-one meeting with each affected utility,as necessary,depending on the complexity of the
project.(4 meetings are assumed)
TASK 6:Preliminary Roadway Design and Right of Way Design
The Consultant will complete the preliminary design and all supporting computations for the project
and produce construction plan documents as described below:
6.1 Title,Legend,and Location Sheets
The Consultant will prepare a Title Sheet,Legends,and Project Location Map conforming to City and
DOT requirements.
6.2 Typical Sections
The Consultant will develop typical sections for Alice's Road/105"Street,interchange ramps,
connecting loop pavements that are characteristic of the DDI configuration,and widening units
adjacent to the existing 1-80 pavement.It is assumed that the typical sections developed as part of
the previous project work will be utilized for initiating this task.
6.3 Horizontal and Vertical Alignments
The Consultant shall develop horizontal alignments and vertical profiles for all mainline,sideroad,and
ramp roadways,including width transitions,lane termination and introduction tapers,and associated
general geometries.
6.3.1 The Consultant shall prepare plan sheets containing horizontal and vertical control
tabulations,reference ties,and benchmarks.
6.3.2 The Consultant shall prepare roadway plan and profile sheets for mainline,sideroad,and
ramp roadways.
6.4 Submit 10%Plans
The Consultant shall submit 5 plan sets for City review,meet with the City to discuss comments and
incorporate comments into the subsequent 30%submittal.

6.5 Preliminary Signal Design
6.5.1 A review of the previous traffic studies will be performed and supplemental operational
analyses wili be conducted to determine appropriate intersection geometries including
number of turning lanes,curb return radii,detection criteria,and verification of sight lines.
6.5.2 Traffic signals will be required at the Alice's Road/105th Street crossovers located at the
ramp terminals.Auxiliary signais may be required,based on the results of the final traffic
analysis,at selected ioop connections from the ramps to Alice's Road/105th Street.
6.5.3 Prepare general layout sheet for each traffic signal that identifies the iocation of the signal
poles,pull boxes,controllers,pedestals,and interconnect in enough detail to verify and
define required Right-of-Way.
6.6 Drainage Study and Design
6.6.1 Review the previous storm water analysis and modeling analyses conducted for the
interchange.Update the analysis to estimate storm water flows,volumes,and required
pipe dimensions and other components for the proposed interchange configuration.
6.6.2 Review the drainage requirements for the proposed interchange configuration for
compatibility with elements previously constructed.
6.6.3 Develop preliminary plans for construction of the new system elements and modification of
existing storm drainage facilities,including structures,pipe routing,size,and grade,conflict
avoidance,potential detention basins and other required planning information.This design
element shall be completed in enough detail to identify any required easements beyond the
roadway Right-of-Way.
6.7 Construction Phasing
The consultant shall develop a preliminary construction phasing plan to determine if additional Right-
of-Way may be required for temporary pavements or staging.
6.8 DELETED
6.9 Finalize Cross-Sections and Limits of Construction
6.9.1 Roadway cross-sections will be developed according to the roadway geometries,typical
sections and construction phasing plans and will include any temporary pavement and
staging of construction for accommodation of local traffic and access to abutting properties.
Cross sections will be finalized that reflect both the final graded section and any temporary
grading sections required for construction purposes.These sections will be utilized to
define the limits of construction to be reflected on the plans and utilized to design the Right-
of-Way and easements.
6.9.2 Limits of Construction using the Digital Terrain Model (DTM)and the approved typical
section,limits of construction will be determined.The limits of construction will be
compared in relationship to the Right-of-Way lines and adjustments will be made as
necessary to minimize Right-of-Way and easement acquisition.
6.10 Right-of-Way Platting
6.10.1 Based on the preliminary design the Consultant will determine the easements (temporary
and permanent)and Right-of-Way required to construct the project.Acquisition and
Remainder Plats will be prepared for each tract.(3 tracts,6 plats are assumed)
6.10.2 As requested by the city the Consultant shall prepare additional plats associated with the
removal and relocation of railroad tracks.

6.10.3 The Consultant will meet with landowners and residents to the extent needed to confirm
design details affecting their properties and to answer questions.During acquisition the
Consultant will assist the City in further meetings,negotiations,or condemnation hearings
as needed.(2 property owner meetings are assumed)
6.11 Special Provisions
The Consultant will submit a list of anticipated Special Provisions with the 30%submittal.
6.12 Quantities and Opinion of Probable Construction Costs
Quantities shall be estimated and a Consultant's Opinion of Probable Construction Costs will be
prepared for the Client using the most recent Iowa DOT unit prices for similar construction as a base.
Adjustments to unit prices for inflationary increases will be used as agreed upon with the City.
6.13 Submit Preliminary (30%)Plans
6.13.1 The Consultant will submit 5 plans sets to the City for review and comment and incorporate
the comments into the preliminary plans.
6.13.2 The Consultant will submit the preliminary plans to the Iowa DOT per DOT requirements.
Comments will be incorporated in the final design plans.

PART C:FINAL DESIGN
Final design consists of 2 submittals,one at 90%(Check Plans)and one at 100%(Final Plans and
PDC).The 90%submittal is based on the approved 30%plans and the 100%submittal based on the
90%review comments.Submittals will be first made to the City,comments incorporated,and then
submitted to the Iowa DOT.

This task will be ongoing throughout the project period.The Consultant Project Manager will serve as
primary point of contact,manage project schedule and budget,and be responsible for coordinating
work of design team members and sub-Consultants.The Consultant Project Manager will provide
continuous project administration,management and coordination of tasks and activities,preparation
of monthly progress reports,issuing of invoices and billings,ensuring appropriate quality
assurance/quality control and other project management related activities deemed necessary to
ensure efficient and timely project completion.
7.2 Meetings
7.2.1 The Consultant will prepare for,attend,and document one Kick Off meeting to review the
scope and schedule and to identify line of communications with the City of Waukee.
7.2.2 The Consultant will schedule and conduct monthly progress meetings.The Consultant will
prepare an agenda in advance of the meetings and make a record of the meetings.It is
estimated that there will be 4 meetings.
7.2.3 Prepare for,attend,and document up to 4 additional coordination meetings that may be
required to discuss the project with the City or other identified stakeholders.
7.3 Coordination with Other Agencies
7.3.1 The Consultant will coordinate their design with the Iowa DOT and other appropriate
agencies that are involved with this project.

7.4 Quality Control I Quality Assurance
The Consultant shall perform ongoing reviews of major design decisions and the plan preparation
process and perform detailed reviews of plans prior to submittals for completeness and quality.
TASK 8:Utility Coordination
8.1 Utility Verification
Utility verification and coordination will continue throughout the final design process based on
information received during the preliminary design phase.
8.2 Utility Plan Submittal
At each review submittai,the plans will be distributed by the Consultant to public and private utilities
for comment.
8.3 Utility Review Meetings/Coordination
Any utility review meeting should be scheduled to coincide with a regular project progress meeting or
City review meeting.The Consultant shall include time for coordination via the phone and one-on-
one meetings with affected utilities,depending on the complexity of the project.(4 meetings are
assumed)
TASK 9:Final Roadway Design
The Consultant will complete the final design and all supporting computations for the project as
described.These efforts,by sheet,are outlined below:
9.1 Title,Legend,and Location Sheets
Finalize the title,legend,and project location sheets prepared during preliminary design.
9.2 Typical Sections and Details
Complete all missing details on the typical section drawings.Provide all dimensions and points of
application data for any accompanying tabulations.
9.3 Curb and Sidewalk Plans
Details sheets for curbs and sidewalks shall be prepared.Special details as required for ADA
compliance will be included.
9.4 Quantities and Notes
All final project quantities will be computed and placed on the sheets.All applicable general notes
and standard notations will be placed on the plans.
9.5 Mainline Plan and Profile Sheets
Detailed completion of the 1-80 plan and profile sheets started during preliminary design shall be
finalized.

9.6 Side Road Plan and Profile Sheets
Detailed completion of the Alice's Road I 105'h Street plan and profile sheets started during
preliminary design shall be finalized.
9.7 Interchange Ramp and Loop Plan and Profile Sheets
Plan and profile sheets detailing the interchange ramp and loop pavements will be finalized.
9.8 Control Points,Bench Marks and Alignments Sheets
Detailed completion of the sheets started during preliminary design shall be finalized.
9.9 DELETED
9.10 Construction Phasing Sheets
Construction Phasing Sheets shall be prepared and finalized that defines the general order of
construction to accommodate traffic and access where required.Detour routes and temporary paving
locations will be identified where required.
9.11 Traffic Control Sheets
Traffic Control Sheets shall be prepared and finalized that depict the required construction signing
necessary for construction and to identify any signage required for detour routes required detour
routes.
9.12 Pavement Geometries and Jointing Sheets
Pavement Geometries and Jointing sheets shall be prepared and finalized that identify all critical
locations of the horizontal alignments including turn bays.pavement width transitions,details of
superelevation,curb return radii,median and intersection geometries.A detailed pavement jointing
plan shall be prepared that identifies locations of the pavement joints and critical elevations at
intersections and other cross slope transition areas.
9.13 Pavement Marking and Signage Sheets
Pavement Marking and Signage sheets shall be prepared and finalized that indicate the type and
location of signs and pavement markings required for permanent installation.Signing to be placed on
Interstate 80 will be coordinated with Iowa DOT.
9.14 Storm Sewer Sheets
Based on preliminary design work,the Consultant shall complete the detailed design of all aspects of
drainage for the project.The Consultant will complete the final design of all pipes,inlets,manholes,
junction boxes,and detention basins required for the project,as well as any required modifications to
existing facilities.Using the drainage scheme established during preliminary design,final hydraulics
and details will be developed for the conduits in accordance with Iowa DOT policies and procedures.
9.15 Traffic Signal Sheets
Detail sheets shall be prepared and finalized which depict the details of construction for the signal
poles,pull boxes,controllers,pedestals,and interconnect for the project.

9.16 Lighting Plan and Details
Sheets detailing the project lighting shall be prepared and finalized that identify the necessary street
light pole locations,wiring information and details.
9.17 Soils Sheets
Soils sheets shall be prepared and finalized which depict the geotechnical information and soil
conditions of the project.
9.18 Removal Sheets
Sheets detailing removals shall be prepared and finalized that identify paving,trees,structures and
other items to be removed as part of the project.
9.19 Sediment and Erosion Control Sheets
Sediment and Erosion Control Sheets shall be prepared and finalized that identify the location and
type of erosion control structures required for the construction of the project.
9.20 Roadway Cross-Section Sheets
Mainline,sideroad,and ramp cross-section sheets shall be finalized.
9.21 Permit Applications I Agreements
The Consultant shall assist the City in preparation and submittal of the paperwork required to obtain
the following permits.The Consultant shall copy the City's project manager on all applications being
submitted,and the payment of all applicable fees will be the responsibility of the City.
•Corps of Engineers 404 Permit
•Floodplain Permit
•SWPPP -NPDES Permit
9.22 Final Tabulations,Quantities,and Specifications
The Consultant will compile the data for all applicable tabulations,final estimates of quantities,and
any special provisions for the project(s)in conformance with Iowa DOT policies and procedures for
inclusion in the final plan submittals.Iowa DOT Standard Specifications,Series of 2009,all current
Supplementals,along with Iowa SUDAS,are assumed to substantially apply to the construction of the
project.
9.22.1 Final Tabulations:The Consultant will prepare and populate all applicable tabulations for
inclusion in the final plan sheets according to Iowa DOT policies and procedures.
9.22.2 The Consultant will prepare a final opinion of probable construction cost based on the final
estimate of quantities.Item costs for this cost opinion will use the most recent 12-month
compilation of tabulated unit prices as produced and distributed by Iowa DOT.
9.22.3 Special Provisions:The Consultant will prepare special provisions for any construction
item not covered by the Iowa DOT Standard Specifications,2009 Edition.

9.23 Submit Final Plans
9.23.1 Check Plans shall be submitted to the City for review and comments.A plan review
meeting shall be scheduled.Comments will be incorporated into the Check Plans before
submitting to the DOT.
9.23.2 The revised Check Plans shall be submitted to the Iowa DOT in accordance with DOT
procedures.Comments will be incorporatedinto the Final Plans.
9.23.3 Submit Final Plans,ready for letting to the City and the DOT in accordance with DOT
procedures.
TASK 10:Bidding Assistance
Kirkham Michael staff will assist the cities with tasks associated with the advertising,bidding,
and letting of the project contracts.KM will prepare the construction documents for distribution
to interested bidders,and provide information and answers to questions as the process
proceeds.For the purposes of estimating this effort,an Iowa DOT bid letting is assumed.
PART D:CONSTRUCTIONADMINISTRATIONAND OBSERVATION
Kirkham Michael will provide construction administration services throughout construction of the
project(s),utilizing the same design and project management staff who designed the project.
KM will also provide construction observers,fully qualified in all laOOT inspection
classifications,to observe and document construction activities.KM's services will be
specifically provided not only to assure quality construction in accordance with the plans and
specifications,but also to ensure compliance with laOOT and FHWA procedures to ensure full
reimbursement for all applicable project costs.
