RESOLUTiON 99-104
RESOLUTION OF SUPPORT FOR COUNCILMAN WILLIAM F.PEARD
WHEREAS,City Staff requested that Councilman William F.Peard submit a detailed report of
cell phone bills accrued for business he conducted on behalf of the City of Waukee;and
WHEREAS,City Staff did thoroughly review all cell phone bills submitted for business
conducted on behalf ofthe Park Board,Personnel Committee and the City Council of the City of
Waukee;and
WHEREAS,a comprehensive review of Councihnan Peard's cell phone calls made on behalf of
the City of Waukee has been reviewed by the Office of the Auditor of the State ofIowa;and
WHEREAS,the Auditor of the State ofIowa has found Councihnan Peard to be in substantial
compliance with state and local mandates covering said usage and compensation;and
WHEREAS,Councihnan Peard has gone above and beyond any requirements or policies
covering reimbursement for the business he has generously conducted on behalf of the City of
Waukee;and
WHEREAS,Councihnan Peard has displayed the highest character in his service to the City of
Waukee,it's residents and the City Council.
NOW,THEREFORE,be it resolved that the City Council of the City of Waukee does hereby
commend Councihnan Peard for his service to the City of Waukee and find after due
consideration that he has in no way sought or acquired unjustified compensation.
FURTHERMORE,the City Council fmds the City Staff requested that Councihnan Peard
submit his cell phone bills accumulated while conducting business on behalf of the City and that
Councihnan Peard had not made the request himself.As this is the case City Council offers
sincere regret that Councihnan Peard and his family have had to endure unfounded and
undeserved criticism for merely complying with a legitimate request to be compensated for
expenses incurred while conducting official business.
FURTHERMORE,as the State Auditors and City Staff have completed their review and found
Councilman Peard to be in substantial compliance with state and local mandates covering said
usage and compensation the City Council directs the City Administrator/Clerk to call this issue to
a close.
