APPROVING ENGINEERING SERVICES AMENDMENT NO.3 BY AND BETWEEN FOTH
INFRASTRUCTURE AND ENVIRONMENT,LLC,AND THE CITY OF WAUKEE
RELATED TO THE ALICE'S ROAD CORRIDOR PROJECT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the City of Waukee has previously entered into an Agreement for Engineering Services
with Foth Infrastructure and Environment,LLC for services related to the Alice's Road Corridor,
Ashworth Road to University Avenue Project (Resolution #08-201),as well as Engineering Services
Amendment No.2 (Resolution #11-221);AND,
WHEREAS,the project has since expanded to include a regional storm water facility,wetland
mitigation,additional traffic signalization,grade separated pedestrian facilities and capacity
improvements.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Engineering Services Amendment No.3 related to the Alice's Road Corridor,Ashworth Road to
University Avenue Proj ect,attached hereto as Exhibit A,is hereby approved.

The City and Engineer agree to amend the original Agreement to include additional services associated with:
•Development of the Alices Road Greenbelt Regional Storm Water Facility
•Alices Road Mitigation Plan and 404 Permit
•Traffic Signalization at Alices Road and Ashworth Road and traffic signal modification to Ashworth
Road and University Avenue
•Design of grade separated pedestrian facilities
•Design of Alices Road and University Avenue Intersection Capacity Improvements
•Additional Right-of-Way Assistance
TASK A -Development of the Ailces Road Greenbelt Regional Storm Water Facility:
This task includes the conceptual design,preliminary design,final design,and geotechnical exploration of a
proposed 490 acre regional storm water facility.Proposed facility starts downstream near the east property line
of Ashworth Properties and continues upstream crossing Alices Road and Westown Parkway to the Giles
Property.Includes a regional storm water analysis of the proposed land uses and associated detention
required based on these land uses.It is assumed that no special control structures or weirs will be required to
achieve the necessary detention.
Task A.1 InventoryJheExfsting and Proposed Hydrologic and Hydraulic ConliilUons
Inventory existing hydrologic and hydraulic condition.Review current storm water detention policy.
Analyze the impacts the proposed land use from the recently completed planning study will have on
the area wide drainage patterns.Quantify impacts proposed land uses and develop alternatives to
maintain agreed upon maximum release rate.Document detention capacity associated with benefited
property.
Task A.2 Prepare Storm Water Facility Concepts
Prepare conceptual layouts of regional ponds that provide detention required based on hydrologic and
hydraulic analysis.Review concepts with City staff to build consensus on pond size and shape and
detention capacity.Develop proposed grading contours and estimated quantities to develop
conceptual level planning cost estimate.For estimating purposes,it is assume that a maximum of
three (3)concepts will be developed.
Task A3 individuai Property Owner Meetings
The Engineer will conduct meetings with individual property and the City.During the scheduled
individual property owner meeting times,the Engineer's project manager will discuss the specifics of
the project as it relates to their property,obtain information regarding any issues the property owner
feels is important,and get input regarding their expectations about the project.The Engineer will
share detention design calculation and methodology used to size the proposed detention facilities.
The information gathered at this time will be used in developing the project documents and negotiating

the required right-aI-way.It is anticipated that three (3)meetings with 5 Individual property owners lor
estimating purposes.
Task A.4 Pretiminary Grading Plan
After approval of the conceptual design,prepare preliminary grading plan with proposed contours,
erosion control and surface restoration and incorporate Into overall project plan set.It is anticipated
that no special outlet control structures will be required to accommodate necessary detention for this
project.Prepare preliminary quantities necessary to track the overall project costs.
Task A.5 Prepare Acquisition Plats
Prepare acquisition plats and legal descriptions for property to be acquired for the regional storm water
facility and additional plats and easements for the roadway Improvements.Perform land corner and
lot surveys as needed for the preparation of the acquisition plats and legal descriptions for each
parcel.Said plats and legal descriptions shall comply with requirements of the Iowa Code and shall be
prepared by or under the direct supervision of a licensed land surveyor under the laws of the State of
Iowa.The original and revised number of assumed plats are listed for estimating purposes:

Task A.5.1 Monumentation of Acquisitions Plats
This task consists of monumentation of the permanent acquisition acquired as part of this
project which will be performed upon completion of construction of the proposed
improvements.The monumentation shall comply with requirements of the Iowa Code and
shall be performed by or under the direct supervision of a duly licensed land surveyor under
the laws 01 the Slate 01 Iowa.
This task does not include monumentation of any existing right-at-way pins that are disturbed
during construction activities.
Task A.S Final Grading Plan
After approval of the preliminary design,prepare final grading plan with proposed contours,erosion
control and surface restoration and incorporate into overall project plan set.Incorporate changes from
final design review meetings.Prepare specification and final quantities and incorporate into project
manual.
Task A.?Geotechnical Exploration
This task consists of securing a subsurface exploration based on proposed regional storm water
lacility.This task Includes completing 9 borings between 10 to 30-1t deep,laboratory testing,
engineering analysis,written report,soil boring layout survey,and incorporation of soils materials in
project plans and cross sections.Engineering analyses and report will include general project
information,subsurface conditions including geology and groundwater,Vicinity map and boring
location diagram,subgrade earthwork preparation,settlement analysis,slope stability,culvert
foundation design,subsurface drainage,site grading,excavation stability and backfill,pavement
thickness design,and review of the final plans for concurrence with the final soils report.

Task A.8 Coordination with Iowa DNR
The Engineer will coordinate with the Iowa DNR Floodplain Management and Dam Safety.It is
anticipate that the proposed regional slonm water facility will not require any additional permits
associated with construction of a Dam.This is a courtesy submittal and is anticipated that no further
action will be required by the Iowa DNR.
Task A Subtotal-$177,400.00
TASK B -Alices Road Mitigation Plan and Section 404 Permit:
Wetland delineation surveys were completed in 2008,2010 and 2012 at various locations on the corridor.Subconsultant,
Terracon,will prepare and submit a Section 404 Permit Application containing the applicable data,wetland jurisdlctlonal
rationale,and proposed project information to the USACE,Iowa Department of Natural Resources (iDNR)Flood Plain
Section,and IDNR Sovereign Lands Section necessary to receive environmental approval.The City shall understand
that the Engineer or Subconsultant cannot guarantee that the USACE or other relevant governmental agencies will
ultimately approve the prepared application,since such authorization is beyond their control.
Task B.1 Coordination with other Regulatory Agencies
Terracon will prepare and submit a Section 404 Permit Application containing the applicable data,wetland
jurisdictional rationale,and proposed project information to the USAGE,Iowa Department of Natural Resources
(IDNR)Flood Plain Section,and IDNR Sovereign Lands Section.We will also prepare a Mitigation Planforthe
project to meet Section 404 permitting requirements.Terracon will contact the IDNR regarding potential
threatened and endangered species that may be affected by the project.The Mitigation Plan will summarize
each wetland and WUS area that will be impacted by the project based on the findings in our Wetland
Delineation Report dated January 9,2012 and the proposed site layout plan for the project.
Task B.2 Coordination with Voas Mitigation Bank
Terracon will coordinate with the Voas Wetland Mitigation Bank regarding the purchase of credits for emergent
and wet meadow wetland impacts.Please note that the Voas Wetland Mitigation Bank does not offer credits for
forested orshrub/scrub wetland Impacts or for stream mitigation.The USAGE may require onsile mitigation of
forested wetlands,trees plantings,and/or stream mitigation measures to offset potential Impacts from the
proposed project.
Task B.3 Mitigation Plan
During the preparation of the Mitigation Plan,Terracon will coordinate with the USACE to assess what
mitigation measures will be required based on the proposed impacts.The Mitigation Plan will include a
discussion of the proposed impacts and a summary of the credits that will be purchased from the Voas Wetland
Mitigation Bank.If required by the USACE,the Mitigation Plan will include details regarding WUS replacement
or enhancement and/or tree and shrub planting.IfWUS mitigation is required,Terracon will coordinate with
Foth and the City of Waukee regarding potential stream mitigation locations.Stream mitigation may include
creating floodplains or riparian buffers,constructing habitat features,channel restoration,streambank
stabilization,or removal of in-stream structures and/or debris.We are proposing to utilize the Missouri Stream
Mitigation Guidance as a guideline forevaJuating potential stream mitigation measures.Fees assume that Foth
and the City of Waukee will identify locations for stream mitigation if it occurs off-site.Additional fees will be
needed If hydraulic modeling Is needed for the design of the stream mitigation features,
Fees assume that the Gity of Waukee will Investigate and provide the required financial assurances that maybe
required by the USAGE for the project,including construction bonds and escrow accounts.Because the City of
Waukee is a public entity,the USAGE may accept a Letter of Commitment in lieu traditional financial
assurances.

The City should understand that a mitigation plan is a conceptual design to outline the detaiis of mitigation
activities proposed for the site for regulatory approval.It should not be relied upon for construction.If WUS
mitigation or tree/shrub planting Is required by the USAGE,we recommend that detailed engineering plans and
specifications be developed upon USAGE approval of the mitigation plan and prior to construction.Foth shall
understand that Terracon cannot guarantee that the USAGE or other relevant governmental agencies will
ultimately approve the prepared application,since such authorization is beyond their control.
Task 8.4 Alternative Analysis
If an Individual Permit will be required for the project,the USAGE will require an Alternative Analysis for the
project In addition to the Mitigation Plan.Terracon will prepare an Alternative Report that will include the
following discussions:
•Project Purpose
•Project Need
•Alternate Site Analysis
•Avoidance of Impact
•Minimization of Impact
•Compensatory Mitigation
The Alternative Analysis will be based on the Memorandum of Agreement (MOA)between the Environmental
Protection Agency (EPA)and the Department of the Army concerning the Determination of Mitigation Under the
Glean Water Act Section 404(b)(1)Guidelines,dated February 6,1990.As indicated in the MOA,when
evaluating 404 permit applications,the USACE follows the steps listed below:
•determines that potential impacts have been avoided to the maximum extent practicable;
•determines that the remaining unavoidable impacts will then be mitigated to the extent appropriate and
practicable;and
•compensates for aquatic resource values.
Followlnq submittal of the Alternatives Analysis,Terraeon will coordinate with the USACE to facilitate issuance
ofthe Section 404 Permit.If an Alternate Anaiysis is required,Foth and the Gity of Waukee will need to provide
background and supporting information,such as alternate sites evaluated or demographic information.The
proposed fees for the alternatives analysis assume that the dient will provide Terracon information required to
generate the Alternative Analysis report.
Task 8.5 Plan Sheets and Planting Specifications
Following issuance of a permit by the USACE,Terracon shall provide plan sheets and planting specifications for
the mitigation site for inclusion in the constructlon plan and contract documents prepared by Foth and the City
of Waukee.These documents will provide details regarding earthwork and seed mixtures for the stream
mitigation site.The specifications will contain an implementation plan that includes the following:
•Final grading plan with cut/fill volumes
•Siltation Control
•Seed bed preparation
•Seeding and planting plan
•Implementation Schedule
Terracon will also prepare an approximate engineering cost estimate for the construction of the mitigation area.

Task 8.6 Additional Services beyond base Services
Fees assume that wetland mitigation will occur at the Voas Wetland Mitigation Bank and that stream mitigation
will occur near the project area;additional fees may be incurred if mitigation occurs at an alternate location.
Banking fees are nolincluded in the scope of this proposal.Fees do not include hydrologic modeiing that may
be needed for the design of WUS mitigation.Fees do not Inciude Cultural Resource or Threatened and
Endangered Species surveys.Fees for addressing USAGE or other agencies comments during the permitting
process will be invoiced on a time and material basis based on Terracon's current fee schedule.Additional
fees for construction observation,annual monitoring,or deed restriction preparation may be Incurred if
tree/shrub planting or WUS mitigation is required.
This proposal does not include fees for Wetland Dalineation.Phase I Cultural Resource Survey and topographic
survey services that may be required if an off-site mitigation area is selected.Fees for those surveys have not
been included in this proposal,but will be provided when the mitigation site is identified.This proposal does not
Include property negotiations or [egal fees necessary for the purchase or easement of the land selected for off-
sUe mitigation.
Task B Subtotal-$35,850.00
TASK C -Traffic Signalization at Alices Road and Ashworth Road and traffic signal modification to Ashworth
Road and University Avenue
The south leg of the Alices Road and University Avenue Intersection and traffic signals was original designed for a 4-lane
divided facility.University Avenue was designed to accommodate a similar configuration.The proposed B-lane divided
facility in combination with dual left tum movements on University Avenue will require modifications to the existing traffic
signalization system and lane configuration at University Avenue.Permanent traffic signals will also be Installed at Allces
Road and Ashworth Road with along with a traffic signal interconnect between the two intersections.This project will be
let through the Iowa DOT and managed as a separate Local Systems project in an effort to utilize the federal funding
assigned to this project.
Task C.1 Project Management
The project manager will be responsible for the development and tracking of the project plan for the project
development.This includes task identification,staff scheduling and coordination,project communications,
monthly progress reporting and invoicing,Subconsultant coordination and other important elements of the
project.
The project design duration is assumed to be six (6)months during the 2013 calendar year and project
construction duration is assumed to be six (6)months during the 2013/2014 calendar year.
Task C.2 Coordination with Technical Advisory Committee
Maintain communications with the Technical Advisory Committee (TAC),including the City and Iowa DOT.
Meet with the Technical Advisory Committee to review progress and to discuss specific elements of the project
design.The meetings will also serve to establish schedules,develop project goals,establish initial design
parameters.promote a dialog between the various entities,improve the decision-making process,and expedite
design development.Prepare minutes of meetings and keep documentation of other communications.For
budget purposes,itis assumed that the meetings wiii be attended by three (3)staff members of the Consultant.

Task C.3 Union Pacific Railroad Goordination
The Engineer will conduct meetings with the Union Pacific Railroad to address issues of specific concern to
their facility.These meetings will be held in concert with the Technical Advisory Committee meetings.During
the scheduled meeting,the Engineer's project manager will meet with the railroad to discuss the specifics olthe
project as It relates to their facility,obtain information regarding any issues the railroad feels is important,and
get input regarding their expectations about the project.The Engineer shall record all correspondence with
railroad and incorporate suggestions as appropriate.
It is anticipated that there will be three (3)meetings with representatives from Union Pacific.
Task C.4 Quality Control Plan
Establish review and checking procedures for project deliverables.Designate responsibility for implementation
of the plan,
Task C.5 Traffic Signal Warrant Analysis
Complete a Traffic Signal Warrant Analysis at the intersection of Alices Road and Ashworth Road to determine
traffic signal requirements.
Task C.6 Preliminary Plans
The level of detail forthis task shall be according to the Guidelines for Design and Development of Local Pubic
Agency (LPA)Preliminary Plans for Federal-Aid Projects,Upon completion of the preliminary plans,the design
plans will be approximately 45 percent complete.The submittal of preliminary plans shall be completed on or
before the date established In the "Critical Path for Project Development"schedule,

Prepare title and typical section sheets for each of the proposed project segments.Include the mainline and
side roads as applicable in typical sections.
Task C.6.2 Plan Preparation Estimate of Quantities (C Sheets)
This task consists of a preliminary determination of the bid items to be included in the project,along with their
appropriate tabulations.
Task C.6.3 Plan Preparation -Traffic Signal Plans eN Sheets)
This task consists of the development of preliminary traffic signal plans at the intersection of Alices Road and
Ashworth Road and preliminary traffic signal modifications at Alices Road and University Avenue using
available design standards of the City and the Manual on Uniform Traffic Control Devices (MUTCD).Signal
Layout,signal timing,coordination plans,wiring diagrams,majorequipmenl,poles signal heads,interconnect
and special provisions will be developed.
Task C.6.4 Opinion of Probable Construction Cost -Preliminary
Prepare a preliminary opinion of probable construction cost for the project.Preliminary cost estimates shall
be based on representative major project elements and based on recent bid lnformatlon.Detailed quantity
takeoffs will not be developed for the preliminary cost estimate.
Task C.6.S Quality Control -Plan Set
Involve ongoing quality control input from the Project Team and the design engineer's senior technical staff
throughout the development of preliminary plans and documents for each project segment.The design

engineer Is responsible for making specific recommendations and ensuring that critical issues are discussed
and resolved prior to submittal of the preliminary plan set to the Project Team.
Review the preliminary engineering plan set for technical accuracy,as well as for general constructability and
conformance with the project design criteria.
Task C.7 Field Exam,
A Field Exam will be held With the Project Development Team to discuss key issues and design concepts,
including drainage,access control,traffic control/stage construction and right of-way.The review will determine
the completion of the plan design,Identify needed adjustments to minimize potential property Impact and
confirm the proposed staging plans.Revisions wi!!be noted for preparation of the final design.Completion of
the Field Exam will allow preparation for the Field Exam.
Task c.a Check Plans
The level of detail forthis task shall be according to the Guidelines for Design and Development of Local Pubic
Agency (LPA)Final Plans for Federal-Aid Projects.Upon completion of the Check plans,the design plans will
be approximately 90 percent complete.The submittal of check plans sheJi be completed on or before the date
established in the "Critical Path for Project Development"schedule.
Task C.8,1 Incorporate Comments from Preliminary Plan Review and Field Ex~tm
The Consultant will respond to comments resulting from the Iowa DOT Preliminary Plan Review and Field
Exam.Recommended modifications will be incorporated into the plan set.
Task C.B.2 Check Plan Preparation
The Consultant will prepare final plans,which wlli generally include the following tasks for this project:
Task C.8.2.1 Title Sheets fA Sheets)
This item consists of finalizing the title sheet.The title sheets will include the following:Index of Sheets,
Index of Standard Road Plans,Mileage Summary,Legend,Location Map,Project Number,Letting Date
and Design Designation
Task C.a.2.2 Estimate of Quantities IC Sheets)
This item consists offinal bid items to be included in the Project as well as final quantity tabulations and the
development of the general notes and estimate reference information.This item also includes the final
design and tabulation of the erosion control measures to be provided on the Project.
Task Ca.2.3 Traffic Signal Plans fN Sheets)
This task consists of the final design and drafting of traffic signals at the designated location.Included in
this task will be the signal layout and signal interconnect system plans,wiring diagrams,major squiarnent,
poles,signal heads,quantities,special provIsions,conduit,wiring and other elements of the traffic signal
installations,as necessary to accommodate the roadway design,as well as phasing and timing of traffic
signals.
Task e.g Prepa.ration af Supplemental Specification
The task consists of preparation of Supplemental Specification to be included with the final contract
documents.The Iowa DOT Standard Specifications for Highway and Bridge Construction shall be utilized for
this project.

Prepare an opinion of probable construction cost for the project.Cost estimates shall be based on
representative major project elements and based on recent bid information,
Task C.11 Final Plans
The level of detail for this task shall be according to the Guidelines for Design and Deveiopment of Local
Pubic Agency (LPA)Final Plans for Federai-Aid Projects.The submittal affinal plans shall be completed on
or before the date established in the "Critical Path for Project Deveiopment"schedule.
Task C.11.1 Incoroorate Comments from Check Plan Review
The Consultant wlli respond to comments resulting from the Iowa DOT Check Plan Review.
Recommended modifications will be incorporated into the final plan set.This task also includes final
modifications of Special Provisions.
Task C.12 Opinion of Probabie Construction Cost -Final
Final opinion of probable construction cost shall be based on representative all project elements and based
on recent bid information and detailed quantity takeoffs.
Task C.13 Project Permitting
The Consultant will assist the City in preparing applications for permits from governmental authorities that
have jurisdiction to approve the design of the project and participate in consultations with such authorities,as
necessary.The Consultant shall prepare the following documents for the project:
NPDES Stormwater Discharge Permit
Notice of Publication
Pollution Prevention Plan
Any fees for construction permits,licenses or other costs associated with permits and approvals shall be the
responsibility of the City.The Consultant shall provide technical criteria,written descriptions and design data
for the City's use in filing the applications for permits.The Consultant shall prepare the permit applications
and other documentation.
Task C.14 Prepare and Submit Public Interest Finding
The Engineer shall prepare and submit a Public Interest Finding for use of preferred traffic signal equipment
Task C.15 Prepare and Submit Project Development .GectJficate
The Engineer shall provide the servIces required,except for those specifically Identified to be performed by
the Iowa DOT,to submit the Project Development Certificate.This Submittal shall be completed on or before
the date established in the "Critical Path for Project Deveiopment"schedule.
Task C.16 Letting Services
The Engineer will coordinate with the Iowa DOT on the letting process for the project.The work tasks to be
performed or coordinated by the Engineer shall Include the following:

Task completed by the Iowa DOT.
Task C.16.2 Notice of Project
The Iowa DOT shall prepare the formal Notice of Hearing and Letting.The City shall handle publication of the
Notice of Hearing and Letting.The Engineer shall also prepare and disseminate an informal notice to
contractors concerning the upcoming Project.

Task C.16.3 Plan Clarification and Addenda
The Engineer shall be available to answer questions from contractors prior to the letting and shall issue
addenda as appropriate to interpret,clarify or expend the bidding documents.

TASK D -Design of Grade Separated Pedestrian Culverts
The Alices Road Planning process identified two locations for grade separated pedestrian facilities.The following tasks
are associated with the development of these facilities.These tasks assume that the proposed culvert will be a standard
Iowa DOT box culvert and standard construction techniques incorporated into the existing roadway plan set.They do not
include a custom culvert design.
Task D.1 Pedestrian Culvert -Structure Concept Development:
A pedestrian culvert concept plan will be developed based on the existing mapping and from the roadway
preliminary plan.The purpose of this phase is to determine preferred culvert type and location and incorporate into
the overall roadway plan.

The Engineer will modify the existing roadway plans to accommodate the revised profiles to accommodate the
proposed pedestrian culverts.Modifications include vertical profile adjustment,storm sewer layout,water main
layout and cross section modifications.
Task D.4 Final Culvert Plans IV Sheets)
This task consists of final design and drafting of the proposed pedestrian culverts including situation plans and
necessary construction details to accommodate culvert construction.
Task 0.4.1 Structural Analysis Calculations
The Engineer will determine final member sizes,required reinforcing steel,and connection details for the final
plans,based on the approved preiiminary plans.Design shall be in accordance with the MSHTO LRFD Bridge
Design Specifications,current edition at the time the design contract is executed,plus current interim
specifications.Structures design shall provide for an HL93 loading.
Task D.4.2 Final Plan Development -Structural
The Engineer will compile plan sheets,specifications,detailed quantities,and standard detail designs for
submittal atvarious milestone points for the pedestrian culverts.Special detail designs in regards to aesthetic
treatments to structures are not anticipated and are not considered part of this Scope of Services.

TASK E -Design of Alices Road and University Avenue Intersection Capacity Improvements
The current Alices Road and University Avenue Intersection accommodates single left turns in the eastbound and
westbound direction on University Avenue.The proposed design calls for expansion of the eastbound and westbound
direction to accommodate dual left turn movements.To accommodate this movement,University Avenue will be widen
along the south curb line from approximately 800-ft west of Alices Road to 1OOO-fteast of Alicea Road.This will require
the lengthening of existing railroad crossing and the possible relocation of transmission electric pores.It is assumed that
this project will be locally let as a separate project.Tasks to be completed include:
Task E.1 Conceotual Roadway Design
An alignmenVconceptual design will be completed using available city mapping to define the proposed
alignment,and investigate right-af-way,access and grading impacts.This task also includes the preparation of
display materials,cost estimates and hand out information for an informational/coordination meeting.The
purpose of this phase is to determine the preferred alignment.For estimating purposes it is assumed that a
maximum of one (1)conceptual alignment will be developed.
Task E.2 Topographic Survey
The Engineer shall perform topographic surveys required for the development of the project.Horizontal and
vertical accuracies shall be adequate to produce a map that is compatible with the topographic data for
incorporation into the existing mapping.Task includes roadway cross-sectioning at appropriate intervals
indicating the location and elevation of key section breaks,including approximate roadway centerline,edge
of pavement and/or gutter &top-of-curb,sidewalks and driveways.This information will be used to develop
the existing roadway DTM for the Project site.
Task E.3 Utility Surveys
The Engineer wlJ[contact various utility companies through the Iowa One-Call System to obtain exlsflnq
utility mapping and request that buried utilities be marked in the field.The Engineer will survey
underground utility locations and Incorporate such available utility information into the base mapping of the
project.Utilities to be researched include sanitary sewer,storm sewer,electric,gas,water,telephone,
cable television,and fiber optic lines.This includes establishing manhole and intake elevations for existing
sanitary,storm sewers and roadway culverts.The utility name and description of utility will be incorporated

Task E.4 Preliminary Plans
The Engineer will perform preliminary design services in the preparation of design plans and specifications
depicting the proposed grading,drainage,paving,signing,utility relocation,and other features of the project.
The preliminary plans will include but not be limited to the following tasks:
Task E.4.1 Title and General Information Sheets fA Sheets)
This task consists of assembling the preliminary title and general information sheets.The preliminary
title sheets will include the following:Index of Sheets,Legend,Location Map,Project Number,Design
Traffic data.
Task E.4.2 Preliminary Typical Cross Sections (B Sheets)
This task consists of assembling the Typical Cross Sections to be used for the proposed
improvements as well as a preliminary delermination of the limits that each Typical Section will apply.
The Typical Cross Sections will include but not be limited to typical sections for the proposed grading,
drainage and paving improvements.
Task E.4.3 Preliminary Estimate of Quantities rc sheets)
This task consists of a preliminary determination of the bid items to be included in the project,along
with an estimate of quantities for each item.
Task E.4.4 Preliminary Plan and Profiles ID and E Sheets)
This task consists of the development of preliminary plan and profile sheets that will show the existIng
topography along with the proposed improvements based on the surveyor the office relocation
centerline.Proposed Right-of-Way and Construction Easement limits based on the catch point lines
will be shown.Included will be the necessary CADD work to show the preliminary design features for
the proposed improvements.The scale aflhese sheets will be 1"=50'.
Task E.4.5 Reference Ties and Bench Marks IG Sheets)
This task consists of assembling reference ties to the plan control points and the benchmark data
used to develop the plans and to be preserved throughout construction ofthe project.This task also
includes preserving any Government Corners that are found in the vicinity of the proposed
construction.
Task EA.6 Preliminary Traffic Control and Staging (J Sheets)
This task consists of developing a suitable plan for construction scheduling and staging of the Project
and for traffic control measures to be implemented during construction.
Task E.4.7 Pavement Markings and Traffic Signing (J Sheets)
This task consists of the development of pavement marking and traffic signing plans to be placed into
service following construction.The traffic control devices,procedures,and layouts shall be as perthe
Manuel on Uniform Traffic Control Devices (MUTCD).
Task EA.8 Preliminary Intersection Geometries (L Sheets)
This task consists of developing and refining the geometric layouts and provides additional horizontal
and vertical survey information needed to construct the intersections.The scale of these plan sheets

This task will include an inventory of existing hydrologic and hydraulic conditions and analyze the
impacts the proposed improvements will have on the area wide drainage patterns.Once the impacts

The Engineer will conduct meetings with individual utility companies to address specific conflicts.
It is anticipated that there will be two (2)meetings with representatives of the various utility
companies.The first will be to advise of the nature and extent of the improvements and any
potential conflicts with existing or proposed utility systems,and the second will be preliminarylfinal
design review and coordination meetings.
Task EA.16 Meetings
It is estimated that the engineer's staffwili aUend two (2)meetings per month with the City,and others
to review progress,assist in decision-making,and receive direction from the City.It is understood by
the parties that the Engineer wiil attend additionai meetings as needed to complete the Project.
Task E.4.17 Project Management
The project manager for the Engineer will be responsible for monthly progress reporting,minutes
of meetings,interoffice memoranda.and invoicing.This task also includes scheduling of staff,
coordinating with Sub-Consultants,review of progress,and senior review of deliverables.
Task E.5 Final Plans and Specifications
Based upon approved preliminary design,field exam,and public informational meeting,the Engineer shall
subsequently proceed with final design,contract drawings,specifications,and opinion of probable construction
costs for the award of a single Contract for the construction of the proposed improvements.The work tasks to

Task E.5.3 Opinion of Probable Construction Cost
The Engineer shall prepare a preliminary Opinion of Probable Construction Cost for the Project.An

in financing the Project.

letting and shall issue addenda as appropriate to interpret,clarify or expand the bidding documents.

The Engineer will conduct meetings with the Union Pacific Railroad to address issues of specific
concern to their facility.During the scheduled meeting,the Engineer's project manager will meet with
the railroad to discuss the specifics of the project as it relates to their facility.obtain information
regarding any issues the railroad feels is important,and get input regarding their expectations about
the project.The Engineer shall record all correspondence with railroad and incorporate suggestions
as appropriate.
