RESOLUTION 13-128
APPROVING THE ESTABLISHMENT OF THE CITY OF WAUKEE COMMUNITY
AND ECONOMIC DEVELOPMENT DEPARTMENT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee,Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS,the Mayor and City Council represent the greater interests of the residents and
businesses of Waukee and have the lead role in building the community;AND,
WHEREAS,economic growth helps to build the community by providing commercial tax base,
retail,personal and professional services,career opportunities and new venues for residents to
interact;AND,
WHEREAS,it is anticipated that central Iowa will continue with a robust and growing economy
and it is beneficial for the City of Waukee to prepare for and capitalize on new development
opportunities;AND,
WHEREAS,a new framework is proposed that gives the City the lead role in attracting
community and economic development and gives the community the greatest chance for
successful economic growth;AND,
WHEREAS,the new framework changes the need for services from the City's current economic
development partners;AND,
WHEREAS,the new framework (1)provided a stronger Mayor and City Council role in
attracting commercial and economic development projects;(2)leverages the skills and talents of
citizens in guiding the overall plan for commercial and economic development;(3)gives a single
community voice to business decision makers who are considering investments in Waukee;(4)
provides greater consistency in executing a long range approach toward increasing connnercial
investment in Waukee;(5)improves the coordination between department for facilitating
commercial and economic development activities;and (6)better utilizes all city resources toward
attracting commercial and economic development in Waukee.
NOW,THEREFORE BE IT RESOLVED,that the City Council of the City of Waukee,Iowa
hereby establishes the Connnunity and Economic Development Department as part of the city
organization.Further that it approves the job description for the Community and Economic
Development Director and approves the process for hiring the Director.
IT IS FURTHER RESOLVED to establish a Community and Economic Development
Advisory Council that is comprised of residents and persons in business to advise the Mayor and
City Council and City staff on the City's community and economic development efforts.
IT IS FURTHER RESOLVED to terminate the City's membership in the Greater Dallas
County Development Alliance effective June 30,2014;continue the City's arrangement with
WEDCO to focus on four specific areas for Fiscal Year 2013-14;and to offer WEDCO the
opportunity to perform in the four specific areas beyond July 1,2014 provided that they generate
sustainable funding sources and create a full-time director's position by July 1,2014.
Passed by the City Council of the City of Waukee,Iowa,and approved this the 6th day of May,
2013.
