RESOLUTION 17-530
APPROVING CITY OF WAUKEE CODE OF CONDUCT FOR ELECTED OFFICIALS AND
CITIZEN BOARDS,COMMITTEES,AND COMMISSIONS
IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UICEE,IO IYA
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the Waukee City Council wishes to establish a code of conduct policy that shall apply to
the mayor and council members as elected officials,as well as members of boards established by the
Waukee City Council;
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 20"
day of November,2017,that it hereby approves a Code of Conduct for Elected Officials and Citizen
Boards,Committees,and Commissions,attached hereto as Exhibit A.
BK IT FURTHER RESOLVED that the Code of Conduct shall be distributed annually to current and
incoming elected officials and board,committee,and commission members.

CODE OF CONDUCT
FOR ELECTED OFFICIALS AND
CITIZEN BOARD,COMMITTEE AND COMMISSION MEMBERS
This Code of Conduct shall apply to the mayor and council members ("Elected
Officials"),and any and all members of a board established by the Waukee City
Council,including but not limited to Board of Appeals,Board of Adjustment,
Community and Economic Development Advisory Board,Park Board,Planning 5.
Zoning Commission,and ad hoc committees ("Committee Members").
2)Elected Officials and Committee Members shall not use their official position or
the knowledge gained therein in such a manner that a conflict would develop
between the City's interest and Committee Member personal affairs.Elected
Officials and Committee Members shall avoid any conflicts between their
personal and outside interests and the interest of the City and shall avoid any
conduct which might adversely affect or appear to affect the exercise of their
official judgment.
3)If at any time a Committee Member finds that he or she has or is considering the
assumption of a financial interest or outside relationship which reasonably might
involve a conflict of interest with the City,it shall be the Committee Member's
duty to make a timely disclosure of the facts to the appointing authority.Under
such circumstances,except as otherwise instructed by the City at the full
disclosure of the facts,the Committee Member should refrain from exercising
responsibility in any matters concerning the City which reasonably might be
considered to be affected by self-interests.
4)All Elected Officials and Committee Members should be dedicated to the highest
standards of honor and integrity in public service.The effectiveness of Elected
Officials and Committee Members depends on their ability to maintain the
public's trust and confidence.Through their daily actions and interactions,
Elected Officials and Committee Members depict the character of the City of
Waukee.Additionally,Elected Officials and Committee Members should be
forthright in their dealings with the public and maintain public confidence by
demonstrating adherence to ethical standards.
5)Elected Officials and Committee Members representing the City of Waukee
using social media sites,including but not limited to blogs,wiki's,content
hosting sites such as Flickr and YouTube,and social networking sites such as
Facebook,Twitter and lnstagram,must conduct themselves at all times as a
representative of the City and utilize appropriate and professional language,
attire,and profile pictures.
6)This Code of Conduct is not intended to govern Elected Officials'and Committee
Members'establishment or use of personal social media accounts.However,
Committee Member should be mindful that some personal uses of social media
may reflect on the City or appear to represent City policy or to be on behalf of
the City.
7)Elected Officials and Committee Members have a responsibility to treat all
persons in a respectful and courteous manner.Inquiries from the public should
be addressed in a forthright manner.
8)Elected Officials and Committee Members should remain impartial in
consideration of public policies.They should not be unduly influences by family
relationships,business interests,religious affiliation,or friendships in the
formulation or adoption of rules,regulations,or other policy matters.
Additionally,services and programs should be provided in a fair and equitable
manner.
