RESOLUTION 18-461
AUTHORIZING CITY PARTICIPATION IN THE HOME SHOW EXPO AT THE
RESERVE AT DAYBREAK PLAT I IN WAUKEK
INTHENAMEANDBYTHEAUTHORITYOF THECITYOF 8'AUKEE,IOIYA
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the Home Builders Association of Greater Des Moines will be conducting the
Home Show Expo at The Reserve at Daybreak Plat 1 in Waukee on July 13-28,2019 (hereinafter
referred to as "Home Show");AND
WHEREAS,the Home Show presents attendees with a unique opportunity to peer inside and
appreciate style,craftsmanship and amenities of new custom-built homes constructed by local
builders in attractive Central Iowa neighborhoods and it is anticipated that over 12,000 people
will attend;AND
WHEREAS,the Waukee community will benefit by virtue of the promotion of the Waukee
community,related traffic in the City benefitting commercial and development sites within the
City,and advertising and event promotion will promote the benefits and opportunities offered in
the City attracting future development,both residentially and commercially;AND
WHEREAS,the City of Waukee believes it is a worthwhile activity providing public benefit to
the Waukee community and it is appropriate to participate as a sponsor;AND
WHEREAS,the City of Waukee has budgeted sufficient funds for community promotion to
warrant a contribution of up to $30,000.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council that the City
shall participate as a sponsor of the Home Show running July 13-28,2019 in The Reserve at
Daybreak Plat 1 in Waukee provided that participating homes have a City estimated valuation at
time of building permit application of at least $500,000.00,the homes are constructed to and in
accordance with applicable federal,state and city laws,and that the City of Waukee is
prominently identified in all television,radio,print and electronic media as a sponsor.
The City of Waukee will contribute up to $30,000 that shall be paid by the City to applicable
City building permit fees due on participating lots within The Reserve at Daybreak Plat 1 within
the City of Waukee for the construction of homes participating in the Home Show which are
eligible and otherwise comply with the following:
1.The Home Show shall designate the lots on which homes will be constructed for
display in the Home Show within 2 weeks of this Resolution;and
Builders participating in the Home Show shall secure building permits on
participating lots on or before February I,2019 and pay any and all connection or
other fees associated with said lot.The City shall pay building permit fees subject
to such builder shall execute a promissory note in favor of the City for the amount
of the building permit fee paid by the City under this resolution which shall be
payable in the event that the home is not constructed and issued a certificate of
occupancy from the City prior to the first day of the Home Show,or if the Home
is not open for attendees of the Home show throughout the Home Show.
This resolution shall be effective upon passage and only effective if executed and
agreed to by the Home Builder's Association of Greater Des Moines and upon the
Home Show being promoted and undertaken in The Reserve at Daybreak Plat I
from July 13,2019 through July 28,2019 with at least 6 homes participating and
open for display to the public for at least 5 hours each day during said event.
Passed by the City Council of the City of Waukee,Iowa,and approved this the 5"day of
November,2018.
