RESOLUTION 13-254
APPROVING A STRATEGY TO IMPROVE SE L.A.GRANT P AR!(W AY
PEDESTRIAN AND VEIDCULAR TRAFFIC
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal
Organization;AND,
WHEREAS,Waukee Community School District representatives and City staff have met and
developed a strategy to address issues related to increases in vehicular traffic and concerns regarding
pedestrian safety along SE L.A.Grant Parkway near the South Middle School;AND,
WHEREAS,the proposed strategy consists of two phases which include roles for both the City and
the Waukee Community School District,AND,
WHEREAS,the proposed strategy for the City of Waukee is as follows:
1)Phase I Fa1l2013
a)The School District and the City are parties to an agreement providing for cost sharing
certain street improvements along LA Grant,including but not limited to,the widening of
LA Grant and the installation of a tum lane into the South Middle School for northbound
traffic,The City will be able to grade the area for a nun lane for northbound traffic on LA
Grant Parkway into South Middle School this fall (to be paved in 2014).
b)The City will secure a speed study update for the area along LA Grant between University
and Ashworth Rd from its traffic engineer which will consider conditions existing
presently that effect traffic and pedestrian flow.Upon receiving the speed study,the
recommendations will be implemented.
c)Staff will meet with the owner of the undeveloped portion of the Stone Prairie subdivision
adjacent to LA Grant Parkway and discuss their plans conceming the construction of the
trail on the north side of Wildflower Drive which will connect the Stone Prairie
neighborhood to LA Grant Parkway.
d)Supplemental reminders will be installed for motor vehicle traffic reminding drivers they
must stop for pedestrians in the crosswalk.
e)Police presence near the school during periods for drop-offs and pick-ups will be
increased,
2)Phase II Spring 2014
a)The tum lane for northbound traffic on LA Grant Parkway into South Middle School will
be completed.
b)Upon the installation of a trail,a crosswalk across LA Grant Parkway from the new trail
to South Middle School will be installed.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 7'h day
of October,2013,that it hereby approves the strategy to improve SE L.A.Grant Parkway pedestrian
and vehicular traffic.
