RESOLUTION 13-319
APPROVING 2014 LEGISLATIVE PRIORITIES
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA
WHEREAS,the City of Waukee,Dallas County,State ofIowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the City has an interest in several important issues that will be considered by the 2014
Iowa state legislature;AND,
WHEREAS,these issues impact the City's ability to meet the needs of a growing community and to
operate efficiently,AND,
WHEREAS,the Waukee City Council established the following 2014 legislative priorities:
1.Preserve the tools that give the City to ability to manage growth,e.g.urban renewal,
annexation,special assessments
2.Increase the amonnt of state fnnding to maintain the City's growing transportation
system,e.g.increase the road use tax
3.Allow cities to establish a local option sales tax through the use of a city-wide referendum
4.Clarify the 2-mile limit provision ofthe Iowa Code to include the ceded territory
compensation and future water service plan filing
5.Continue to allow the city to capture all revenues from the growth in residential and
commercial valuations,e.g.limits on valuation growth
6.Maintain State of Iowa funding sources for local infrastructure projects,e.g.RISE,trails
grants,State Revolving Loan Fund (RLF)
7.Preserve the ability for the City to make decisions at a local level that is consistent with
the spirit of Home Rule
8.Capitalize on opportunities to reduce the City's operating costs,e.g.ILEA training
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 2nd day
of December,2013,that it hereby approves the 20141egislative priorities.
