RESOLUTION 14-208
APPROVING HICKMAN ROAD CORRIDOR LAND USE PLAN STRATEGY
IN THE NAME AND BY THE A UTHOMTY OF THE CITY OF SA UKEE,IO8'A
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized
Municipal Organization;AND,
WHEREAS,the Waukee City Council established comprehensive planning for the
Hickman Road Corridor as a Council Priority;AND,
WHEREAS,City staff has presented a plan for the development of the Corridor
including future land use considerations and strategies for the further development of the
Corridor;AND,
WHEREAS,those strategies include the following:
1.Continue to Build Relationships with Property Owners within the Corridor:
The Corridor includes over 1,700 acres of undeveloped propeity,It is important that
the City focuses on building and developing stronger relationships with the property
owners within the Corridor including the ability to guide and help market their
property for future development or redevelopment.
2.Business Park Planning:The City currently lacks developed ground for business
park oppoitunities such as logistics„light manufacturing,warehouse and data center
development.The future land use plan identifies an area north of Hickman Road and
west of 10'"Street/R-22 which is ideal for business park development.It is necessary
for the City to be involved in working with interested property owners and
developers and also to guide the development of necessary iiifrastructure required for
business park activities.
3.Alice's Road Development:The existing traffic counts at the intersection of
Hickman Road and Alice's Road are substantial at approxunately 25,000 veliicies per
day.The Grand Prairie Parkway Interchange is expected to be completed in the fall
of 2015 which will increase traffic substantially on Alice's Road particularly at the
intersection of Hiclanan Road and Alice's Road.Currently the northeast and
southwest corners of this intersection are undeveloped.The City should focus on
working with these property owners to foster quality development that takes
advantage of the high traffic counts and convenient access.
4.Downtown Reinvestment:The City is fortunate to have been able to preserve the
original downtown which includes a number of successful long term businesses.
However,the downtown area lacks visibility from Hickman Road.It is suggested
that the City work with the propeity owners on property located at the intersection of
6'"Street and Hickman Road on possible redevelopment and reinvestment
opportunities that would also unprove the entry into downtown.
5.Pedestrian Access and Open Space Development:Because of its size and the
speed of traffic,Hickinan Road is an obstacle to creating community and
connectivity between development north and south of the Highway.Pedestrian
access,trail development and open space if done appropriately can help tie
development together on both sides of the Highway and expand upon the Raccoon
River Valley Trail amenity that is already in place along this Corridor.
6.Corridor Enhancement:The City should look for ways to enhance the Hickinan
Road Corridor in order to continue to build upon community and a sense of place.
Tlris can be projects such as streetscapes,intersection focal points and signage which
help to foster quality development and identity.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee,
Iowa that the strategies for the Hickman Road Corridor Land Use Plan as identified
above be approved.
Passed by the City Council of the City of Waukee,Iowa,and approved the 4"'day of
August 2014.
