RESOLUTION 15-046
APPROVING FOURTH ANIKNDKD AND RESTATED INTERGOVERNMENTAL
ACRKEMENT FOR THK OWNERSHIP AND OPERATION OF A CONSOLIDATED
DISPATCH CENTER FOR POLICE,FIRE AND EMERGENCY MEDICAL SERVICES
IN THE NAME AND BY THE AUTHOMTY OF THE CITY OF WA USE,IOWA
WHEREAS,the City of Waukee,Iowa is a duly organized nnuxicipality within Dallas County;
AND,
WHEREAS,the Cities of Clive,Urbandale,West Des Moines,Norwalk and Waukee desire to
enter into an agreement pursuant to Iowa Code Chapter 28E related to the ownership and
operation of a consolidated dispatch center for police,fire and emergency medical services
(hereinafter referred to as "Westcom");AND,
WHEREAS,joining Westcom will provide improved radio system coverage and will facilitate
the required growth in connnunication the City of Waukee will require in the future,including
allowing the Waukee Public Works Department to operate on the same system;AND,
WHEREAS,the division of cost shall be based on the population of the municipalities
participating in Westcom,and the Waukee Fire,Police and Public Works Departments shall
purchase portable and mobile radios and shall retain permanent ownership of the equipment;
AND,
WHEREAS,the City Attorney has reviewed the proposed 28E agreement and finds it
satisfactory.
NOW THEREFORE BK IT RESOLVED by the Waukee City Council that the City of
Waukee hereby approves the Fourth Amended and Restated Intergovermnental Agreement lor
the Ownership and Operation of a Consolidated Dispatch Center for Police,Fire and Emergency
Medical Services.
Passed by the City Council of the City of Waukee,Iowa,and approved the 2"day of February,
2015.
