HomeMy WebLinkAbout2015-10-19-Resolutions 15-361_Grand Prairie Pkwy - Environmental Services - Engineering Agr Amendment 2THE CITY OF WAUKEE,IOWA RESOLUTION 15-361 APPROVING AN ENGINEERING SERVICES AMENDMENT NO.2 FOR GRAND PRAIRIE PARKWAY ENVIRONMENTAL SERVICES IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE,IOWA WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal Organization;AND, WHEREAS,on June 16,2014,the Waukee City Council approved an Engineering Services Agreement with Foth Infrastructure and Environment,LLC,for the initial wetland delineation, habitat assessment,and Phase I environmental site assessment for the greenway/regional storm water detention corridor located south of Ashworth Road in the Kettlestone Corridor (Resolution ¹14-164);AND, WHEREAS,the City proposes an Amendment No.2 to the Engineering Services Agreement related to wetland delineation,habitat assessment,and a Phase I cultural resource study for the area between Grand Prairie Parkway and Waco Place,north of Ashworth Road;AND, WHEREAS,the engineering services amendment,attached hereto as Exhibit A,has been reviewed and approved by the Waukee City Attorney. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the Engineering Services Amendment No.2 for Grand Prairie Parkway Environmental Services is hereby approved. The methods Iha Consultant will use mise delineation generally follow the Regional Supplement to the Corps of Engineers Wetland Dehneation Manual:Midwest Region (2010j and the Federal Manual for Identifying and IJetineattng Junsdtcttonat weeands Dgur)Jurisdictional wetlands generally'have three essential characteristics:ttydrophilic vegetation,hydric sobs,and wetland hydrology, Our proposed Scope of Work includes the following: Assemble appfication irlforrrnation (i.e.,aerial maps,soil classifications,site hydrology,vegetation type,etc.), ~Perform an-site visit to gather data pertaining lo the hydrophytic vegetation community,surface hydrology,snd hydric soil charecterislics.The following items wiii be performed at discrete dale poird locations within suspect vvetland areas on-site. o Assess each stratum of vegetation (i.e.,trees,saptingsfshrubs,herbs,and woody vines). Vegetation wig be classified by Genus species and dominance wilt be assessed. c Classify soil types snd evaluate hydric soil irrdicators using shallow soil probes. o Observe site Characteristics for wetland hydrology indicators. Utilize a hend-held GPs unit (sub-meter accuracy)to map the location and boundaries of delineated tvetlands and WUS.If heavy tree cover is present,a ncn-GPS survey may be needed to identify wetland boundaries.Fees for standard surveying have not been included in this proposal. a Prepare maps showing the delineated wetland and WUS area(s), Prepare 8 Wetland and Waters of the U.S.Delineation Report containing the applicable data,wetland jurisdictionat rationale,and proposed project information. The SCOP8 Of this proposal includes one site visit to conduct a baselirte delineation.The delineation fee is based upon the contmgency that the wetland area(s)to be delinealed at the sita generally consist of a fsw contiguous units.If multiple non-contiguous wetland areas are observed at the site,the Consultant vail contact lhe City prior to initiating the wetland delineation,explain the conditions,and negotiate additional fees (if necessary)beyontl those proposed hei'8th. The cansultant will evaluate whether the trees within the project area may be suitable habitat for ihe indiana bst and/or northerrt long-eared bat based on the FWS 2015 Range-Wide Indiana Bat Summer survey Guidelines (Apnl 2015).The consultant will perform an Initial Project screening,as described in the guidance. Suitable summer habitat for Indiana bats consists of a wide variety of forested/waoded habitats where they roast,forage,and travel and may also inciude some adjacent and interspersed non-forested habilats such as emergent wetfands and adjacsni edges of agricultural fields,old fields and pastures This includes forests and woadlots containing potential raosts (i.e.,live trees and/or snags afive inches dieineter breast heighl (dbh)that.have exfaiisting bark,cracks,crevices,and/or hall ov ej,as well as linear features such as fsncerows,riparian forests,and other wooded corridors.These wooded areas may be dense or loose aggregates of trees with variable amounls of canopy closure.Individual tmes may be considered suitable habitat when they exhibit the characteristics of a potential roast tree and are located within 1,QQQ feet of other forestedhvooded habitat. Individual trees may be carlsidered suitable habital when tliey exhibit characteristics of ruitable roost trees and are within 1000 feel of other forested/wooded habitat.Not1hern long-eared bats have also been observed masttng in human-needs structures,such as buildings,hams,bridges,and bat houses; therefore,these structuree shauld also be considered potential summer habitat.Northern lang-eared bate typically ace upy their summer h abital from mid-htsy through mid-August ear h year and ihe species may arrive ar leave same time before or after this penod. The Consuitantwill conlecl the IDNR to request s review regarding patentisl impacts to T8E species in the prOje~t area,The reeulte Of the TIE Habitat EVeluatiOn and agenay CaneuitetiOn Will be daoumented in a letter report that could be submitted to the FWS,IDNR,USACE or other agencies. If suitable habitat is observed for any af the identified TSE species,additional studies,such as mist netting,acoustic surveys,emergence surveys,fish survey,or botanical surveys,may be needed. The schedule for lhe survey is dependent on weather conditions and the timing of receipt of notice ta proceed for the project.Fees assume that the phase I Cultural Resource Survey v/ill be performed after crops are removed.
