RESOLUTION 15-360
APPROVING AN ENGINEERING SERVICES AMENDMENT NO.1 FOR
GRAND PRAIRIE PARKWAY ENVIRONMENTAL SERVICES
IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UKEE,IOV'A
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal
Organization;AND,
WHEREAS,on June 16,2014,the Waukee City Council approved an Engineering Services
Agreement with Foth Infrastructure and Environment,LLC,for the initial wetland delineation,
habitat assessment,and Phase I environmental site assessment for the greenway/regional storm
water detention corridor located south of Ashworth Road in the Kettlestone Corridor (Resolution
¹14-164);AND,
WHEREAS,the City proposes an Amendment No.I to the Engineering Services Agreement for
the completion of a mitigation plan and Section 404 permit application,habitat assessment
alternatives analysis,and cultural resource survey;AND,
WHEREAS,the engineering services amendment,attached hereto as Exhibit A,has been
reviewed and approved by the Waukee City Attorney.
NOW THEREFORE BK IT RESOLVED by the City Council of the City of Waukee that the
Engineering Services Amendment No.I for Grand Prairie Parkway Environmental Services is
hereby approved.
Passed by the City Council of the City of Waukee,Iowa,and approved the 19'"day of October,
2015.

Because wetland and WUS impacts are proposed,the Consultant will prepare and submit a Section 404 P«rmit
Application containing the applicable dale,wells«0 luffsdictional mttonaie,and proposed pmjact informatron to ttte
USACE„lowe Departmenl of Natural Resoun ss (ID14RI Fioodl Plain Section,and IDIIR Sovereign Lands Seclion,
The Consultant will prepare a fdlttgation plan for the project lo address Section 404 pornstting raquiromonts,The
pmposed scope of work for the mitigation plan will consist cf phone discussions will t regulatory entities and development
of c.plan for wodond ond WUS rupia««mont nr enhancement.The klitiqagon Plan wdl summarize each wedand and
wUs area thai will be imps ctod by ihe pr rijor t based cn the Snding s in the wetland Delineation Report and the pmposed
site layout pi«n for the project.The mitigabon plan will include a discussion of the functions and values of the delineated
wetl«nds compared to the anticipated functions end goals of the mitigatiun sito.
Ths Consultant will coorrfinata with the tiSACE to determine whether mibgation al the Voas W«SI«nd Mitigagcn Bank is
appropriate based on the lype of impacts that are proposed.Please note thol the mitfgation bank dues nol offer credits
for forested or shrubiscrub wetland impacts or for WUS mitigation.If mitigation at the bank is not an acceptable
alternative,the Cor su it«nl will coo rdina la with Itto City lo select a suitable on-site or off-site mitigation area.Fees assume
that the City will idanbfy locations for wetland mitigalion if it occurs off site.If on-site or off site mgig ation is utilized,the
mitigation plan will include an implement«lion plan that disrusses lhe proposed grading,water control atm«lures,buffer
areas,and anbcipated hydrology of the lnitiga con area The Consultant will preps e seeding and tree planting gukteiines
forthe mitigatmn areas based nn lb«grading plans and anttcipatad hydrology.

phase 9 archaologtca I invastigafi one at the pmject site.The cultural resource survey cannot ba performed when the
ground is covered in snow or when frozon ground condrtions exist.The schedule for ttta survey is dependent on
