APPROVING AN AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES
WITH FOTH INFRASTRUCTURE AND ENVIRONMENT
[ON-CALL ENGINEERING SERVICES]
IN THENAMEANDBYTHEAUTHORITYOF THE CITYOF IYAUKEE,108'A
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the City desires to retain the services of Foth Infrastructure and Environment,LLC,
for general engineering services as needed and primarily related to development reviews and
other general City engineering needs;AND,
WHEREAS,the engineering services agreement,attached hereto as Exhibit A,has been
reviewed and approved by the Waukee City Attorney.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Agreement for Professional Consulting Services with Foth Infrastructure and Environment [On-
Call Engineering Services]is hereby approved.
Passed by the City Council of the City of Waukee,Iowa,and approved the 19'"day of October,

SCOPE GF SERVICES
The work to be perforrnedby lho Consufrant under this egroemont shag encompass and include detailed
vvork,services,materiais,equipment arid supplies necessary to complete the On-Call City Engineering
Services.
The COneultant Shall prOVide On-Cail City Engineering SerViCeS On an ae needed baaie primarily related
to Development Reviews and other general City Engineering needs.Services performed by the
Consultant under this Scope of Services may include preliminary and final plat review,construction
doreiment review,storm water calculation review arid designs,traffic impact studies and reviews,
environmental reviews.Storm Water Pollution Prevention Plan(SWPPP)review,roadway design,
construction period services,and other gerterat City engineerirtg needs.This scope of services is based
on the following assumptions:
All Consultant pereonnef assigned ta perform duties and rcsponsibilitios under this Agreement
shag be approved by the CITY.The Consultant will provide and update the CITY with a listing of
personnel assigned to perform Services,The Parties agree that ihe Consultant wilt provide
Joshua DeBower„P.E.to perform the duties of City Engineer for the CITY.Shoufd he be
unavailable to attend to duties in the agreement due to e schedule conflict,sickness,ar vacation„
Patrick Kueter,P,E.will perform tss duties.Josliua DeBower,P.E.will be the main point of
contact betiveen the Consultant and CITY,In the event that other staff of the Consultant would
ue epprupir»ile tu pmvide su»vie'es ur eriswer rtuestturrs,Joshua DeBavier,P.E.will be
responsible for coordination of such services.
Joshua Degower,P,E,will transmit instructions,receive information,and interpret and define the
ENBINEER'S oeclsions witti i'aspect to the sei'vices provide k)ttie CITY.
~The Consultant agrees not to provide civil engineering services tttat woukl constiiute a conflict of
interest to developers or other related parties in the private sector within a 2-mite radius of the
City without prior conseni of the CITY.
The scope of services to be performed by the Consultant shall be completed in accordance with generally
accepted standards ot practice and shall include the services to complete the follov,ing tasks:
I.BASIC SERVICES GF THE CONSULTANT
The Consultant shall consult on a regular basis with the City to clarify and define the City's requirements.
The City agrees to furnish to the Consultant full information with respect to the City's requirements,
including ariy special or extraordinary considerations for the project or special services needed,and ciao
to make available pertinent existing data.The Consultant shall provide the following basic services in
regard to the Gn-Call City Engineering Services.
A.Development Reviews
The Consultant wig complete development plan reviews for general compliance to City Code,
Ordinances and current design standards.Included as part of this review is drainage calculagon
reviews for completeness and complianre with current design cnteria.The Consultant will
provide written documentation for the City to review and transmit to the Deveioper.The
Consultant will attend development review meetirigs with the City and Developer to discuss
findings and facigitate communications.
Effort for each development review will be tracked separately.

8,Traffic Operations and Traffic impact Study Reviews
The Consultant will complete Tragic Impact Study reviews for general compliance to currenl
traffic operation standards.Consultant will review trip generation,trip distribution,and operatiori
analysis of proposed developments The Consultant svili provide vrittten documentation for the
City Io review and transmit to the Developer.The Consultant will attend tragic review meetings
with the City and Developer Io discuss findings and facilitate communications,
The City can request the Consultant to complete a Trafhc Impact Study as part of a 3-way
agreement between the Cgy,Developer and the Consultant of a proposed development.This

The consultant wiN complete storm water pollution preverition plan (swPP)review for
compliance general compliance to City Code,Grdinances and current design standards.The
Consultant will provide a ct&eck list rev)ew and written documentation for Ihe City to review and
transmit to the Deveioper.The Consultant will attend SWPP review meetings if necessary to
discuss findings Bnd facilitate communications.

The Consultant will perform Construction Administration,Construcbon Gbservation,liinited
Construction Testing iconcrete air and slump),and Construction Survey as needed to assist City
with peaks in construction as needed.

E.General City Engineering Needs
The Consultant will perfOrm other general City Engineering needs as needed that do not fall
under previous described tasks.Tasks may include:
Attend meetings with Council,Department Heads,boards,commissions,and committees
to advise of technical engineering issues.
Attend meetings Inrjuding:City Council,Park Board,Planning and Zoning Commission,
Development Review,Public Heanngs,Court Hearings and Committee Meetings.
~Coordinate with,on CITY's behalf,agencies cf Federal,State and County governments,
such as Environmental Protection Agency.Iowa Department of Natural Resources,
County Piannirig and Deveicpment,Iowa Depar'.ment of Transportation,Des Moines
Metropolitan Planning Grganizauon and other similar regulatory agencies.
