APPROVING AN ENGINEERING SERVICES AMKNDMKNT TO AGREEMKNT FOR
2015 WESTOWN PARKWAY IMPROVEMENTS,WETLAND AND STREAM
DELINEATION SERVICES
IN THE NAME AND BY THE A UTHORITY OF THE CITY OF WA UKEF.,IOIYA
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal
Organization;AND,
WHEREAS,on May 4,2015,the Waukee City Council approved an Engineering Services
Agreement with Shive Hattery for civil engineering and land surveying services related to the
2015 Westown Parkway Improvement Project (Resolution ¹15-135);AND,
WHEREAS,the City proposes an Amendment to the Engineering Services Agreement for
wetland and stream delineation services for the project as required by the U.S.Army Corps of
Engineers;AND,
WHEREAS,the engineering services amendment,attached hereto as Exhibit A,has been
reviewed and approved by the Waukee City Attorney.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Engineering Services Amendment to Agreement for 2015 Westown Parkway Improvements,
Wetland and Stream Delineation Services,is hereby approved.
Passed by the City Council of the City of Waukee,Iowa,and approved the 2"day of November,
2015.

SCOPE OP SERVICES:
Wetland and Stream Delineation Services
a.Trfbutaries,creeks,v aliunde,or ponds identified on the site may be considered Waters
ol the United states (wUs)under the jurisdiction of the UsAGE.Proposed impacts to a
jurisdictional waterbody„inrJuding draining,f'lling,crossing,relocating,or discharging
into the wsterbody may require a Section 404 Permit front the USAGE and a Section
401 Water Quality Certification from lowe Department of Natural Pesources ilDNR)
Please note that only the USAGE can make the final deternsination on the jurisdictional
status of WUS.and on the need for permit processing and compensatory mitigation.
b The delineation wiliuse mandatory lechnical criteria,field indicators.and other sources
of information to assess whether the project area has jurisdictional WUS or wetlands.
The classiiicatior will be performed by an experienced biolc4fist,envtronmenlal
scientist,or wetland technician,lf wetlands are present,the upland boundaries within
the project area will be identified,WUS wili also be ider;tified and mapped during the
delineation.
c.The methods to be used in the delineation generally fosow the Regional Supplement to
tha Corps of Engineers Wetland Delineation Idanuai:fvtidwest Region (2010)and the
Federal Manual for Identifying and Delineating Jurisdictional Wetlands (19II7).
Jurisdictions,'veetlands generally have tl=ree essential characteristics:hydrophytic
vegetation,hydric soils,and vretland hydrology.
2.Qur proposed Scope of Work Includes the following:
a.Assemble and review application and available information (i.e.,aerial photographs,suit
classificatirons and soil survey maps,USGS lopographic maps,Ivational Wetiand
Inventory (NWI)maps).
b.Perform an an-sile visit to gatner data pertaining to the hydrophvtic vegelation
community,surface hydrology,and hydric soil charactenstics.The following ilems vrill
be performed at discrete data point locations within suspect wetland areas on-site and
will oe cnaracterized on appropriate wetland determination date furr«s for inclusion irt
the reporb
i Assess each stratum of vegetation (i,o.,frees,saplings/siwubs,herbs„and
woody vines)Vegetatiori will be classified by Genus species and dominance
tvill be assessed.

ii.Classify soil types and evaluate hydric soil inigcalors using shallow soil probes
or space holes.
iii.Observe site characteristics for wetland hydrology indicators.
iv.Utilize a Trimble GeoXT GPS fsub-meter accuracy}hand-held unit lo map the
location and boundaries of delineated wetlands,If heavy iree cover is presen,
o non-GPS survey may be needed to idensfy wetland boundaries,Fees for
standard surveying have not been mcluded in thi.proposal.
v.Prepare maps showing the det»nested wciiland areafs}and idenbfied WUS.
w Submit the Wetland and Waters of the U.S.Delineation Repon containing the
applicable data and wetland junsd»stion ai rationale to the chen»for submittal to
the USACE.

Supplement,on specific sites the LISACE may requesl that lhs three wetland cditena be
evaluated over time to provide additional information regarding seasoral changes in lhe

The fees in ibis proposal dc not include additional meetings or data
collectiorgevaluadon that may be required by the USACE,Fees do not include
prepanng a Wetland bhtigabon Plan or other services that may be required if vvetland or
WUS impacts are proposed.Addibonaf services will be necessary if compensatory
mitigation is required for impacts to lunsdictionsl water bodies or wetlands.Our specific
involvement in these phases of the project is not known at this time.lf necessary,
budget esbmates for addilional services will be provided if our assistance is required ss
lhe project scope evolves.
