APPROVING AN AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES
WITH RDG PLANNING &DESIGN [RAILROAD PERGOLA ADD'L SERV
TRAILHEAD EXPANSION MASTER PLAN]
IN THENAMEAND BYTHEAUTHORITYOF THE CITYOF JFAUKEE,108'A
WHEREAS,the City of Waukee,Dallas County,State of Iowa,is a duly organized Municipal
Organization;AND,
WHEREAS,the City desires to retain the services of RDG IA,Inc.,d/b/a RDG Planning &
Design,for professional services to complete a Master Plan for the expansion of the existing
Waukee and Raccoon River Valley Trailhead located north of Hickman Road adjacent to the
right-of-way at the 10ra Street intersection;AND,
WHEREAS,the engineering services agreement,attached hereto as Exhibit A,has been
reviewed and approved by the Waukee City Attorney.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Agreement for Professional Consulting Services with RDG Planning &Design [Railroad Pergola
Add'1 Serv Trailhead Expansion Master Plan]is hereby approved.
Passed by the City Council of the City of Waukee,Iowa,and approved th 16'"day of May,
2016.

The City of Waukee (City)has requested RDG Planning 8 Design
(RDG)provide professional services to complete a Master Plan for
the expansion of the existing Waukee and Raccoon River Valley
Trail Trailhead located north of Hickman Rd adjacent to the R.O.W.
at the 10M St intersection.Currently the portion of the Trailhead at
the northwest quadrant of the intersection is owned and
maintained by the Raccoon River Valley Trail Association (RRVTA)
and the portion of the Trailhead at tfte northeast quadrant of the
intersection is owned and maintained by the City,see Figure 1.

Multiple improvements have been completed to the City portion of
the Trailhead.The Waukee Arts Council,committee and RDG team
have developed design plans for and are actively fundraising to
fabricate and install the Waukee Pergola 'In the Shadow of the
Bails"cultural icons at this location,see Figure 2.Figure 2

The City is currently working to update the Waukee Major Streets
Plan.Through this effort,100 St has been identified as a corridor
inneedofa120-ftR 0W.throughthe majorityofcommunity with
150-ft R.O.W.directly north and south of Hickman Rd to
accommodate intersection improvements,the corridor currently
has a 110—ft R.O.Wn see Figure 3,
Vehicular traffic and pedestrian circulation improvements wiii also
be completed at the Hickman Rd and 100 St intersection.This
increased R.D.W.will impact the City and RRVTA portions of the
Traiihead as well as the current design plans for the Waukee
Pergola "In the Shadow of the Rails"cultural icons.

In addition,the City has created a preliminary development
scenario for 260-acres of property located directly west mid north
of the RRVTA portion of the Trailhead.This current development
scenario is conceptual in nature and created only to explore
potential land uses and development density.The development
scenalio does not currently propose physical or visual conneciions
to the RRVTA portion of the Trallhead or the Raccoon River Valley
Trail northwest spur or HWY 6 trail alignment —desirable
connections for any future development that would occur in Ibis
area of the Waukee commumty,see Figure 4.

The scape of this effort is to create a long —range Master Plan for the Trailhead to be expanded with west of 10g St with access
and connections to future adjacent developments and trails,vacate the existing parking at the City Trailhead,create permanent
parking on the RRTVA portion of the Trailhead,identify opportumties for additional shared parking with adjacent,compatible
developments and revise the current design plans for the Waukee Pergola "In the Shadow of the Rails"cultural icons to

Approach:
Our proposed approach to achieve the goafs and objectives established by the City for this Master Plan will focus on collaborating
with City Staff and City consultant developing updates to the Waukee Major Streets Plan to identify the future design scenario
for the Hickman Rd and 10w St intersection and future 160-ft R.O,W.profile for 108 St.This intersection,street sections,
trail/pedestnan crossing(sj and safety considerations and R.O.W.data is critical to inform design modifications to Ihe Waukee
