JOB DESCRIPTION
Job Title: IT Specialist - Network & Security Reports to: Technology Services Director
Dept/Div: Technology Services Direct Reports: None
Pay Grade: N35 FLSA Status: Exempt
JOB PURPOSE: The IT Specialist - Network & Security is responsible for daily maintenance and
administration of the City’s IT network and security infrastructure; including acquisitions
and maintenance of software and equipment. Responsible for creation, administration,
and maintenance of network infrastructure. Responsible for cybersecurity incident
management and defensive security of critical infrastructure, cloud, application, network,
and physical security as it relates to the enterprise.
ESSENTIAL FUNCTIONS:

1. Responsible for planning, configuring, coordinating, and maintaining support for City’s IT network and
security infrastructure, including switches, routers, firewalls, and security applications.
2. Performs regular audits, assessments, and reports recommendations for physical and cyber security
threats.
3. Researches and provides recommendations for all city deployed technology, including technology
process and procedure improvements.
4. Participates in the selection and oversight of IT consultants, contractors and vendors; coordinates and
collaborates on support cases to ensure timely resolution and appropriate set-up, configuration and
connectivity for a variety of applications and assigned IT projects.
5. Assists in the creation, exercise, and execution of technology incident management and business
continuity plan, ensuring high availability of network and cloud infrastructure and remediation of cyber
incidents.
6. Assists in audits, compliance and enforcement of technology policies and standards. Ensures proper
security controls are maintained and in compliance with established policies and standards.
7. Provides end-user trainings and functions as an Information Security subject matter expert and a
technical mentor to all City staff.
8. Provides off-hour support as needed and assists in planned or unplanned system outages.
9. Performs other duties or assumes other responsibilities as apparent or assigned.

QUALIFICATIONS:
1. Associate Degree in network administration or a closely related field from an accredited college or
technical school and field-related certifications (CCNP, Aruba ACSP, CySA+, CASP+, or other industry
equivalents) OR Bachelor’s degree in network administration or a closely related field from an
accredited college or technical school.
2. Combination of 5 years of work experience managing an enterprise network, security, or system and
infrastructure.
Experience supporting an enterprise environment with extensive working knowledge of the
following: Windows, Linux, enterprise domain services, such as Active Directory and Azure AD,
Certificate Authority, PKI, MFA, SSO, and others
Intermediate understanding of networking is required. Experience with network administration is
required. Working knowledge of layer 2 and 3 of the OSI model is required. This includes routing
protocols, such as OSPF, VRRP, BFD and switch configurations of spanning tree protocols, ERPS,
and others.
Experience administering or managing firewalls, SIEMs, vulnerability scanners, or IDS/IPS.
3. Practical experience in Information Technology Infrastructure Library (ITIL) processes and change
management preferred.
4. Must possess a valid driver license and meet the requirements of the City’s motor vehicle policy.
5. Access to transportation with insurance at required state levels to conduct business throughout the
assigned area.
PHYSICAL REQUIREMENTS:
Able to effectively present information and respond to questions from groups of directors, staff,
developers, contractors, colleagues, elected officials, and the general public.
Able to lift, carry, push, and pull up to 50 pounds occasionally.
Able to maneuver under furniture and in tight spaces to complete installs and to troubleshoot.
Able to function productively in a standard office environment accessing cabinets, shelving,
work areas and office equipment.
Able to sit for long periods of time and to maintain focus on projects on a computer screen.
Must be able to effectively communicate orally (in person and over the telephone) and in
writing (using electronic devices and handwritten) in English with other employees, businesses,
and community members.
WORKING CONDITIONS:
1. Climate controlled office with hazards typical to that environment.
2. Occasional outdoor work may be required.
3. Position requires travel within and outside of the City, which imposes common travel hazards.
4. Standard work hours will be Monday-Friday 8:00AM – 5:00PM with additional hours including days,
evenings, overnights, and weekends as required. Due to the nature of this role, flexibility will be given to
standard working hours.
