Call to Order — The special meeting of the Waukee City Council was called to order by Mayor Clarke at 5:00 p.m. at Waukee City Hall, 230 W. Hickman Rd. B. Roll Call — The following members were present: Mayor Courtney Clarke; Council Members Anna Bergman Pierce, R. Charles Bottenberg, Chris Crone, Larry R. Lyon, Ben Sinclair. Absent: None. Also in attendance: City Administrator Tim Moerman, Assistant City Administrator Brad Deets, Parks & Recreation Director Matt Jermier, Building Official Keith Rash, City Clerk Rebecca D. Schuett. C. Agenda Approval — Council Member Crone moved to approve the agenda; seconded by Council Member Lyon. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. D. Action Items: 1) Resolution: Consideration of approval of a resolution rejecting quotations [96-inch Zero Turn Mower, Waukee Parks & Recreation Department] — Council Member Bottenberg moved to approve the resolution; seconded by Council Member Lyon. Parks & Recreation Director Jermier stated that due to an error in the apparent low quote and after consultation with the City Attorney, City staff recommend rejecting all received quotes and going out for new quotes. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-291) 2) Resolution: Consideration of approval of a resolution awarding quote [410 6th Street roof repair] — Council Member Lyon moved to approve the resolution; seconded by Council Member Sinclair. Building Official Rash noted the need for repairs to address a roof leak caused by a failing roof truss joint, then recommended awarding quote to Edge Companies of Grimes, IA. Council Member Sinclair asked if there were any immediate safety concerns; Mr. Rash replied in the negative. Council Member Lyon asked about the overall state of the building; Assistant City Administrator Deets replied that City staff planned to hire a consultant to assess the condition of this and other City -owned buildings. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-292) E. Closed Session: Pursuant to Code of Iowa §21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual's reputation and that individual requests a closed session — Council Member Crone moved to close the regular session and enter closed session pursuant to Code of Iowa §21.5(1)(i); seconded by Council Member Lyon. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. Council entered closed session at 5:17 p.m. CLOSED SESSION Council entered regular session at 5:34 p.m. F. Resolution: Consideration of approval of a resolution approving the employment evaluation and salary adjustment recommendation concerning the City Administrator— Council Member Bottenberg moved to approve the resolution and a $198,157 salary effective July 1, 2021; seconded by Council Member Sinclair. Results of vote: Ayes: Bergman Pierce, Bottenberg, Crone, Lyon, Sinclair. Nays: None. Motion carried 5 — 0. (Resolution #2021-293) G. Comments Council Member Bottenberg moved to adjourn; seconded by Council Member Lyon. Ayes: All. Nays: None. Motion carried 5 — 0.
