(755 W Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Shottenkirk, requests approval of a site plan to allow the
construction of additions to their building, totaling approximately 11,000
square feet in area. A trash enclosure/tire storage is proposed to the northeast
of the building. Removal and replacement of existing pavement within the
areas adjacent to the building is also proposed.
The applicant has provided elevations for the proposed building additions on
the site, which meets the intent of the architectural guidelines within the Site
Plan Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the January 12, 2021 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Shottenkirk Service Addition (755 W Hickman Road)
Senior Planner, Melissa DeBoer introduced the request for approval of a site plan for an addition to the
service department of the Shottenkirk Chevrolet Dealership as submitted by the applicant, Shottenkirk
Partnership, LP. The subject property is generally located north of W. Hickman Road and west of NW
6th Street, containing approximately 0.81 acres.
Mrs. DeBoer advised that the site plan indicates additions totaling approximately 11,000 square feet on
the north, east, and south areas of the current building. A trash enclosure and tire storage area are also
proposed to the northeast of the building. No access changes are proposed or required with this project.
Approximately 26 parking spots have been removed bringing the total number of parking stalls to 403
for the project. Open space requirements have been met and elevations are shown to mimic the current
elevations of the existing building.
At this time staff would recommend approval of the site plan for Shottenkirk Service Addition subject
to any remaining staff comments.
Commissioner Hoifeldt questioned what the north addition use would be. Korey Marsh, a
representative for Snyder and Associates, advised that it is a large vehicle car wash.
Commissioner Hoifeldt moved to approve the site plan for Shottenkirk Service Addition (755 W.
Hickman Road) subject to any remaining staff comments. Commissioner Broderick seconded the
motion. Ayes: Inman, Koshy, Streit, Broderick, Ward, and Hoifeldt. Nays: None. Motion Carries.

APPROVING THE SITE PLAN FOR SHOTTENKIRK SERVICE ADDITION
(755 W HICKMAN ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Shottenkirk Service Addition, subject to remaining staff comments on January
12, 2021; AND,
WHEREAS, the Site Plan for Shottenkirk Service Addition is in general conformance with §160
– Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Shottnekirk Service Addition is in general conformance with §161
– Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 18th day of January, 2021 that the Site Plan for Shottenkirk Service Addition is approved
subject to remaining staff comments.

PROJECT DESCRIPTION
The project includes multiple additions to the existing building. The proposed additions will add a total of
approximately 11,000 square feet to the existing building. A 1,765 square foot addition is proposed at the
northwest corner of the existing building, a 7,378 square foot addition is proposed at the northeast corner
and a 1,820 square foot addition is proposed at the southwest corner. A trash enclosure/tire storage is
proposed to the northeast of the building.
The project also includes the removal and replacement of existing pavement within the areas immediately
adjacent to the building.
ACCESS AND PARKING
Existing accesses into this site are provided from both Hickman Road and NW 6th Street. No changes are
proposed to these accesses.
The proposed site plan will remove a total of 26 parking spaces. The site will provide a total of 403 parking
stalls.
SIDEWALKS/TRAILS
No public sidewalks or trails are proposed with this project.
UTILITIES
This site is already serviced with all public utilities.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the site is required to be open space. The total amount of open space proposed is
27.9%. The applicant has provided the required amount of plantings per the landscaping ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed mostly of brick, architectural metal and glass
panels to match the existing building. The trash enclosure/tire storage will be constructed of split face block.

The site plan is in general conformance with the Site Plan Or dinance and Comprehensive Plan. Staff
recommends approval of the site plan subject to remaining staff comments.

Q. IF STORM SEWER CROSSES ABOVE WATER MAIN OR CROSSES LESS THAN 18" BELOW A WATER MAIN THEN STORM SEWER
SHALL BE CONSTRUCTED OF REINFORCED CONCRETE WITH A FLEXIBLE O-RING GASKET RATED AT 13 PSI OR GREATER. O-RING

R. A PRE-CONSTRUCTION MEETING WITH THE CITY OF WAUKEE WILL BE REQUIRED A MINIMUM OF ONE WEEK PRIOR TO
CONSTRUCTION ACTIVITIES BEGINNING.
S. ALL STAKING SHALL BE DONE UNDER THE DIRECTION OF A LICENSED ENGINEER OR LAND SURVEYOR INCLUDING PEDESTRIAN
FACILITIES.
T. ANY CHANGES PROPOSED TO THE DRAWINGS DURING CONSTRUCTION SHALL BE APPROVED IN WRITING BY THE CITY OF

W. PLACE 3/4" EXPANSION JOINT BETWEEN ALL PCC PAVEMENT/SIDEWALKS AND BUILDINGS. PLACE 1/2" EXPANSION JOINT
BETWEEN SIDEWALKS AND PCC PAVEMENT. THE PCC RAMP JOINT LOCATED AT THE BACK OF CURB AND ALL EXPANSION JOINTS
SHALL BE SEALED.
X. AS-BUILTS SHALL BE PROVIDED TO THE WAUKEE ENGINEERING DEPARTMENT INCLUDING ALL UTILITIES AND AS-BUILT
GRADES FOR DRAINAGE SWALES, OVERFLOWS, ACCESSIBLE RAMPS AND DETENTION FACILITIES. THE CONTRACTOR SHALL
PROVIDE INFORMATION TO THE DESIGN ENGINEER FOR INCLUSION ON THE RECORD AS-BUILT DRAWINGS.
Y. ALL UTILITIES INCLUDING PRIVATE UTILITIES SHALL BE CONSTRUCTED TO THE CITY OF WAUKEE STANDARD SPECIFICATIONS
FOR PUBLIC IMPROVEMENTS AND ALL UTILITIES SHALL BE TESTED TO CITY STANDARDS. THE CITY SHALL WITNESS ALL TESTING.
Z. CONSTRUCTION OPERATIONS SHALL PROTECT STORM SEWERS AND DRAINAGE WAYS FROM ALLOWING CONCRETE SLURRY
FROM CONCRETE OPERATIONS TO DISCHARGE OFFSITE.
AA. CONTRACTOR SHALL COORDINATE ALL TIE-IN TO UTILITIES WITH THE CITY OF WAUKEE ENGINEERING DEPARTMENT AND
CITY OF WAUKEE ENGINEERING DEPARTMENT SHALL WITNESS ALL TIE-INS.
BB. ALL FIRE HYDRANTS WILL BE REQUIRED TO HAVE 4-INCH STORZ FITTINGS.
CC. CONTRACTOR IS TO PROVIDE SHOP DRAWING SUBMITTALS OF CONSTRUCTION MATERIALS PRIOR TO CONSTRUCTION.
DD. PRIOR TO ANY LANE CLOSURE THE CONTRACTOR IS RESPONSIBLE FOR HAVING A DIGITAL MESSAGE BOARD NOTIFYING
DRIVERS OF LANE CLOSURES AT LEAST ONE WEEK PRIOR TO ANY CLOSURE. CONTRACTOR IS TO COORDINATE ANY LANE/ROAD
CLOSURES WITH THE CITY OF WAUKEE.
EE. APPROVED FIRE APPARATUS ACCESS ROADS SHALL BE PROVIDED FOR EVERY FACILITY, BUILDING, OR PORTION OF A
BUILDING AS SOON AS CONSTRUCTION COMMENCES. THE FIRE APPARATUS ACCESS ROAD SHALL COMPLY WITH THE
REQUIREMENTS OF SECTION 503.2 AND THIS SECTION SHALL EXTEND TO WITHIN 100 FEET OF ALL PORTIONS OF THE EXTERIOR
WALLS OF THE FIRST STORY OF THE BUILDING AS MEASURED BY AN APPROVED ROUTE AROUND THE EXTERIOR OF THE
BUILDING OR FACILITY.
FF. ALL SIGNAGE REQUIRES A SEPARATE PERMIT FROM THE CITY OF WAUKEE DEVELOPMENT SERVICES DEPARTMENT.
POLLUTION PREVENTION NOTES
A.POLLUTION PREVENTION AND EROSION PROTECTION
1.CODE COMPLIANCE: THE CONTRACTOR IS RESPONSIBLE FOR COMPLIANCE WITH ALL
POTENTIAL POLLUTION AND SOIL EROSION CONTROL REQUIREMENTS OF THE IOWA CODE,
THE IOWA DEPARTMENT OF NATURAL RESOURCES (IDNR) NPDES PERMIT, THE U.S. CLEAN
WATER ACT AND ANY LOCAL ORDINANCES. THE CONTRACTOR SHALL TAKE ALL NECESSARY
STEPS TO PROTECT AGAINST EROSION AND POLLUTION FROM THIS PROJECT SITE AND ALL
OFF-SITE BORROW OR DEPOSIT AREAS DURING PERFORMANCE OR AS A RESULT OF
PERFORMANCE.
2.DAMAGE CLAIMS: THE CONTRACTOR WILL HOLD THE OWNER AND ARCHITECT / ENGINEER
HARMLESS FROM ANY AND ALL CLAIMS OF ANY TYPE WHATSOEVER RESULTING FROM

CONSTRUCTION ACTIVITIES FROM THE IDNR, AS REQUIRED BY THE ENVIRONMENTAL
