3 Rehabilitation Phase 3, Wet Well Repairs Project]

SYNOPSIS INCLUDING PRO & CON: The Lift Station No. 3 Rehabilitation Phase 3, Wet
Well Repairs includes all labor, materials and equipment necessary for lift station modifications;
bypass pumping; electrical work including conduit, wiring and controls; concrete driveway
replacement; recoating of piping; and miscellaneous associated work including cleanup and
surface restoration.
Quotes were received on Tuesday, January 12, 2021 with two quotes received, Woodruff
Construction, Inc. in the amount of $127,300 and Synergy Contracting, LLC in the amount of
$146,000. Woodruff Construction, Inc. was the apparent low quote. The Engineer’s estimate on
the project is $80,000. This project is included in the proposed FY 2022 Budget to be considered
for approved by City Council in March 2021 with a total project budget of $150,000.00.
Staff’s evaluation of the detailed quote breakdown received from Woodruff Construction
identified the top two reasons for a higher quote. The first reason is due to the bypass pumping
required to take the existing wet well off line for repairs. The second reason is the high risk
associated with the bypass pumping and the limited time (less than 30 minutes) it takes sewage to
back up into the basement of the first residence up stream of this wet well should the system fail.
There were five contractors solicited for quotes. The reasons provided as to why the other three
contractors did not submit quotes were due to current and anticipated work load, staff shortage
due to COVID and the project complexity and risk.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $127,300.00

STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding
quote to Woodruff Construction, Inc. [Lift Station No. 3 Rehabilitation Phase 3, Wet Well
Repairs Project]
RECOMMENDATION: Approve the resolution.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
BE IT RESOLVED BY THE CITY COUNCIL OF WAUKEE, IOWA:
That the following quote for certain public improvements described in general as Lift Station
No. 3 Rehabilitation Phase 3, Wet Well Repairs Project, and described in the Request for Quotes
that was provided to vendors be and is hereby accepted, the same being the lowest responsible
quote received for such work, as follows:
Contractor: Woodruff Construction, Inc. of Ames, IA
Amount of quote: $127,300.00
