AGENDA ITEM: Consideration of approval of a resolution accepting Public Improvements
[Waukee City Hall Improvements Project]
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Ball Team has completed the improvements associated
with the Waukee City Hall Improvement Project including all punch list items
based upon the plans and specifications that were prepared by Shive-Hattery
Inc.
Following completion of the project, an issue with the new roof extensions
over the vestibules was identified. Based upon an investigation of the issue, it
was determined that the issue was caused by the structural insulated panel
(SIP) product used in the construction of the roof extensions. This issue is not
related to the work performed by Ball Team.
Staff and Shive-Hattery have worked through a solution to the issue which
involves removing the shingles, application of a new sheathing which will
span the joint between the new and existing roofs and reapplication of
shingles. This solution will be completed in the Spring when temperatures are
appropriate for shingling and will be completed at no cost to the City.

STAFF REVIEW AND COMMENT: Staff is recommending acceptance of the Public
Improvements associated with the Waukee City Hall Improvements Project with the understanding
from Shive Hattery that the remaining work to fix the issue with the roof will be completed at no cost
to the City.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2021-
RESOLUTION ACCEPTING THE WAUKEE CITY HALL
RENOVATION
WHEREAS, on the 19th day of February, 2019, the Mayor and Clerk of the City of
Waukee, Iowa, entered into a construction contract with Ball Team Construction of Urbandale,
IA, for the construction of certain public improvements generally described as the Waukee City
Hall Renovation; and
WHEREAS, the contractor has fully completed the construction of the public
improvements in accordance with the terms and conditions of the contract and plans and
specifications, as shown by the certificate of the Engineer filed with the Clerk on December 2,
2020:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WAUKEE, STATE OF IOWA:
Section 1. That the report of the Engineer be and the same is hereby approved and
adopted, and the public improvements are hereby approved and accepted as having been fully
completed in accordance with the plans, specifications and form of contract and the total final
construction cost thereof is hereby determined to be $623,999.00, as shown in the report of the
Engineer.

RE: Waukee City Hall Renovations - Roof Issue and Repair
Dear Mr. Deets:
We appreciate your patience as we evaluated and determined the cause of the line reflecting through
the shingles at the joint between the existing and new roofs associated with the new City Hall
vestibules.
The issue is caused by the structural insulated panel (SIP) product expanding and contracting or
incorrectly fastened down, which created a differential in plane between the new and existing surfaces
and reflects as a “line” or a “bump” through the shingles. Unfortunately, this potential characteristic of
the SIP product was unknown to our design team and was not flagged as a concern by the product
manufacturer during the shop drawing and submittal process.
Several options for mitigation were considered and reviewed with staff. This communication documents
the agreed upon approach for a resolution which includes the removal of shingles, application of new
sheathing which will span the joint between the new and existing roofs and reapplication of shingles.
These repairs will be made at no expense to the City of Waukee.
