AGENDA ITEM:Consideration of a resolution setting time and date of hearing on the
authorization of a General Obligation Lease Purchase Agreement in the
amount of not to exceed $50,000 for the acquisition of golf course equipment

SYNOPSIS INCLUDING PRO & CON: The lease of this mower for $8,083.44 per year for five
years is essential to the operations of the golf course. By leasing the rough
mower, the maintenance costs per year will decrease due to being under
warranty. The City currently leases the greens mower and fairway mower.
Staff believes that by leasing the three most expensive pieces of equipment,
the budget has been much more predictable than to purchase new. The cost to
replace each of these pieces of equipment is on average $50,000 -$60,000.
Staff believes that this strategy has been successful and has allowed for
positive results in the budget every year rather than every couple of years.
This is a practice that is becoming very popular within the golf industry. The
expense of this mower will be paid for by the revenue of the course and was
included in the FY2022 Budget process. First payment will not be made until
August of 2021.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:$8,083.44 per year for 5
years.

RESOLUTION SETTING TIME AND DATE OF HEARING
ON THE AUTHORIZATION OF A LEASE PURCHASE
AGREEMENT IN THE AMOUNT OF NOT TO EXCEED
$50,000 FOR THE ACQUISITION OF GOLF COURSE
EQUIPMENT
WHEREAS, it is deemed necessary and advisable that the City of Waukee, State of
Iowa, should provide for the authorization and issuance of a Lease Purchase Agreement to the
amount of not to exceed $50,000, for the purpose of acquiring equipment for the City's golf
course enterprise, as authorized by Section 364.4 of the Code of Iowa; and
WHEREAS, the Lease Purchase Agreement shall be payable from the Debt Service
Fund; and
WHEREAS, the proposed equipment acquisition constitutes a general corporate purpose
of the City for general obligation financing. The City has a population of more than 5,000, but
not more than 75,000, and the amount of the lease for this purpose does not exceed $700,000;
and
WHEREAS, before the Lease Purchase Agreement may be authorized, it is necessary to
comply with the provisions of the Code of Iowa, as amended, and to publish a notice of the
proposal and the right to petition for an election.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WAUKEE, STATE OF IOWA:
Section 1. That the City Council, at a meeting to be held commencing at 5:30 P.M. on
February 16, 2021, in Council Chambers, Waukee City Hall, 230 W. Hickman Road,Waukee,
Iowa, will hold a hearing for the purpose of taking action on the matter of the authorization of a
General Obligation Lease-Purchase Agreement for a general corporate purpose of the City, the
proceeds of which will be used to acquire equipment for the City golf course enterprise.
Section 2. The City Clerk is hereby directed to cause at least one publication to be made
of a notice of the meeting, in a legal newspaper, printed wholly in the English language,
published at least once weekly, and having general circulation in the City. The publication to be
not less than ten nor more than twenty days before the date of public meeting on the proposal to
enter into the Lease Purchase Agreement, and to be substantially in the following form:

GENERAL OBLIGATION LEASE PURCHASE AGREEMENT
FOR GOLF COURSE EQUIPMENT PAYABLE FROM THE
DEBT SERVICE LEVY
PUBLIC NOTICE is hereby given that the Council of the City of Waukee, State of Iowa,
will hold a public hearing on the 16th day of February, 2021, at 5:30 P.M., in the Council
Chambers, Waukee City Hall, 230 W. Hickman Road, Waukee, Iowa, at which meeting the City
Council proposes to take additional action for the authorization of a lease purchase agreement in
the principal amount of not to exceed $50,000 to provide for the acquisition of equipment for the
City's golf course enterprise. The lease shall be secured by the debt service levy of the City.
At any time before the date of the meeting, a petition, asking that the question of entering
into such lease be submitted to the legal voters of the City, may be filed with the Clerk of the
City, including the drop box at City Hall during non-business hours, in the manner provided by
Section 362.4 of the Code of Iowa.
Also, at the above meeting the City Council shall receive oral or written objections from
any resident or property owner of the City to the above action. After all objections have been
received and considered, the Council will at this meeting or at any adjournment thereof, take
additional action for the authorization of the lease agreement or abandon the proposal.
This Notice is given by order of the Council of the City of Waukee, State of Iowa, as
provided by Sections 364.4 of the Code of Iowa, as amended.

Section 3. This resolution shall become effective upon its passage and approval as
