AGENDA ITEM:Consideration of approval of a resolution authorizing an application to the Des
Moines Area Metropolitan Planning Organization (MPO) Transportation
Alternatives Program (TAP) [School and Trail Crossing Improvements
Project]

SYNOPSIS INCLUDING PRO & CON: This resolution authorizes the City of Waukee to submit
an application to the Des Moines Area MPO TAP program for the partial funding of the City of
Waukee School and Trail Crossing Improvements project. This resolution commits the City to
matching funds of 20% or more for the construction of the project.
The Transportation Alternatives Program, also known as the Surface Transportation Block Grant Set-
Aside Program, provides flexible funding that may be used by states and local jurisdictions for
transportation projects. The program may be used to fund new construction or maintenance of on and
off road bike facilities, pedestrian facilities, streetscapes, environmental mitigation/restoration relating
to roadway impacts, historic preservation of transportation facilities, transit accommodations that
improve pedestrian access and safe routes to school. The City has determined that the improvement of
school and trail crossing throughout the City would help meet the Imagine Waukee 2040
Transportation & Mobility Goal 1: Work to integrate alternative transportation modes (transit,
pedestrian, biking, others) into the existing and future transportation system.
The improvements have been categorized by school walking route improvements at signalized
intersections, school crosswalk improvements (Rectangular Rapid Flashing Beacons), and trail user
improvements along the Raccoon River Valley Trail along Hickman Road and the trail along Alice’s
Road and Grand Prairie Parkway.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The total project cost is estimated
at $315,360.00. The TAP grant application will request $210,240.00 to maximize the 80% allowable
grant funds to be used for construction costs only. The local match is estimated to be $105,120.00.

RESOLUTION 2021-
A RESOLUTION AUTHORIZING THE CITY OF WAUKEE, IOWA, TO SUBMIT AN
APPLICATION TO THE DES MOINES AREA METROPOLITAN PLANNING
ORGANIZATION TRANSPORTATION ALTERNATIVES PROGRAM FOR THE
PARTIAL FUNDING OF THE CITY OF WAUKEE SCHOOL & TRAIL CROSSING
IMPROVEMENTS PROJECT AND FURTHER APPROVING THE APPLICATION
WHICH OBLIGATES THE CITY TO MATCHING FUNDS FOR THE
CONSTRUCTION OF SAID PROJECT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the Transportation Alternatives Program, also known as the Surface Transportation

WHEREAS, said program may be used to fund new construction or maintenance of on and off

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF

1.The City Council supports and approves the attached application for
Transportation Alternatives Program funding.
2.The City Council hereby commits to the City matching monies as required by
Transportation Alternatives Program.
3.The City Council hereby commits to accepting and maintaining these
improvements.
4.The Mayor is hereby authorized to execute the application on behalf of the City.

RE: Waukee School / Trail Routes Improvements Project
This memorandum includes a description of improvements that could be considered as a part of a
city-wide Transportation Alternatives Program (TAP) project to help improve pedestrian and
bicyclist safety and operations at various locations throughout Waukee. These improvements
would be consistent with the Transportation goals and action items in the Imagine Waukee 2040
Comprehensive Plan. Although projects awarded through the Des Moines MPO are typically
several years out, TAP projects can often be advanced several years to be accomplished sooner.
Please refer to the attached map for proposed improvement locations throughout Waukee. The
improvements have been categorized by school walking route improvements at signalized
intersections, school crosswalk improvements (Rectangular Rapid Flashing Beacons), and trail
user improvements along the Raccoon River Valley Trail along Hickman Road and the trail
along Alices’s Road / Grand Prairie Parkway.
The following improvements are proposed:
Leading Pedestrian Interval
A leading pedestrian interval give pedestrians a head start into the crosswalk before vehicular
traffic is given the green light by activating the WALK sign several seconds before the green
light is activated for vehicles.
Accessible Pedestrian Signal (APS) Pushbuttons
APS Pushbuttons verbally announce when the pedestrian signals change to help visually
impaired pedestrians better understand when it is safe to cross a street. APS pushbuttons are
important to include when implementing a Leading Pedestrian Interval due to the difference
between the beginning of the WALK sign and the beginning of the adjacent green light (many
visually impaired pedestrians rely on the noise they hear from adjacent vehicles to know that the
WALK sign is on)

Countdown Pedestrian Signals
Countdown pedestrian signals include a numerical countdown concurrent with the Flashing
Don’t Walk clearance phase for pedestrian signals, helping crossing pedestrians understand how
much time is available to complete their crossing.
Flashing Yellow Arrow (FYA) Signals
Flashing Yellow Arrow signals for left turn lanes and right turn lanes can be used instead of
traditional solid green ball signals for permissive turn. The use of a Flashing Yellow Arrow
signal helps to remind motorists that they need to yield to on-coming traffic and crosswalk users.
Pedestrian Recall Phasing for Trail Crossings
Activating pedestrian recall phasing for the trail crossings along Hickman Road and Alice’s
Road / Grand Prairie Parkway will automatically initiate the WALK sign for the trail crossings,
eliminating the need for bicyclists and pedestrians to push the pedestrian pushbutton every time
they approach the intersections.
Improve Pedestrian Pushbutton Locations
For some of the older intersections along Hickman Road, the pedestrian pushbuttons are
currently difficult to access for bicyclists utilizing the Raccoon River Valley Trail. This is
typically accomplished with the addition of a pushbutton post adjacent to the trail / sidewalk for
ease of access.
Rectangular Rapid Flash Beacons (RRFB) Pedestrian Crossing Enhancements
To provide more visibility and improved motorist yielding rates at crosswalks that are used by
students accessing various schools throughout Waukee, the existing pedestrian crosswalk
signage could be replaced with RRFB pedestrian crossing assemblies, similar to what is in place
at the High School crossing on Ashworth Drive, north of SE University Avenue.
