AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Shine Shop
Carwash (1400 SE University Avenue)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Splash Express, LLC, requests approval of a site plan for a
4,500 square feet building that will contain a car wash. The site plan also
identifies vacuums to the east of the proposed building, a vacuum equipment
enclosure at the east side of the site and a trash enclosure at the southeast
corner of the site. Access to the site is provided with shared accesses off of
both SE Bishop Drive and SE University Avenue.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
The Planning and Zoning Commissioners, at their meeting, had questions
regarding the hours of availability of the proposed vacuums due to noise
concerns for the adjacent residential. The applicant has since provided
information regarding the hours of the vacuums. The vacuums will only be
available during the hours of operation of the car wash, which will be between
the hours of 7:30 am – 7:30 pm on the weekdays, with shorter hours on the
weekends.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the February 23, 2021 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Shine Shop Carwash (1400 SE University Avenue)
Senior City Planner, Melissa DeBoer, introduced the request for approval of a site plan for a car wash
as submitted by the applicant, Splash Express, LLC. The subject property is generally located south of
SE University Avenue and west of SE Waco Place, Containing approximately 1.10 Acres.
Mrs. DeBoer explained that the project includes the construction of a single story car wash building
approximately 4,500 square feet in area. Also identified on the site plan are vacuums to the east of the
building, vacuum equipment enclosure, a trash enclosure at the southeast corner of the site, and a
monument sign proposed at the northwest corner of the site along SE University Avenue. Two
accesses are provided to the site off of SE Bishop Drive and SE University Avenue. Both are shared
accesses. Five foot wide sidewalks will be installed along SE Bishop Drive and SE University Avenue,

and the site will be served with all public utilities. Stormwater detention will be provided with
detention basins located at the north and south sides of the site. All parking, landscaping, open space,
and lighting ordinance requirements have been met at this time.
Staff would recommend approval of the site plan for Shine Shop Carwash Subject to remaining staff
comments.
Commissioner Hoifeldt questioned on the hours of operation. Mrs. DeBoer advised that the
proposed hours of operation would be from 7:30am to 7:30pm.
Commissioner Streit questioned if there would be access to the vacuum equipment after hours.
The answer was unknown during the meeting, however additional information was offered
after the meeting from the applicant that has indicated that the vacuum equipment will only be
operational during the listed business hours and shut down over night.
Commissioner Hoifeldt moved to approve the site plan for Shine Shop Carwash (1400 SE University
Avenue), subject to remaining staff comments. Commissioner Ward seconded the motion. Ayes:
Streit, Koshy, Conley, Ward, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR SHINE SHOP CARWASH
(1400 SE UNIVERSITY AVENUE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Shine Shop Carwash, subject to remaining staff comments on February 23,
2021; AND,
WHEREAS, the Site Plan for Shine Shop Carwash is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Shine Shop Carwash is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 1st day of March, 2021 that the Site Plan for Shine Shop Carwash is approved subject to
remaining staff comments.

PROJECT DESCRIPTION
The project includes the construction of a single-story car wash building. The building is proposed to be about
4,500 square feet in area.
The site plan also identifies vacuums to the east of the proposed building, a vacuum equipment enclosure at
the east side of the site and a trash enclosure at the southeast corner of the site. A monument sign is
proposed at the northwest corner of the site, along SE University Avenue.
ACCESS AND PARKING
There are two accesses into this site from the public streets. One is located to the south off of SE Bishop
Drive and the other access is located to the north off of SE University Avenue. Both accesses are shared
accesses.
A total of 2 parking spaces and 4 queuing spaces are required for the carwash. The total amount of parking
proposed is 4 parking spaces and 8 queuing spaces. The proposed site plan meets the parking requirements.
SIDEWALKS/TRAILS
Five foot wide sidewalks will be installed along SE Bishop Drive on the south and SE University Avenue on the
north.

UTILITIES
This site will be serviced with all public utilities. Water and sanitary sewer will be brought in from the mains
located to the south along SE Bishop Drive. Storm water detention will be provided with detention basins
located at the north and south sides of the site.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 44%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance
and the Kettlestone Design Guidelines.
ELEVATIONS
The elevations of the building are proposed to be constructed mostly of stone, stucco, metal and transparent
overhead doors.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides a variety of uses that would serve the community and are located along
minor or major arterials.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensi ve Plan. Staff
recommends approval of the site plan for Shine Shop Carwash subject to remaining staff comments.

TO DISCHARGE OFFSITE DURING CONSTRUCTION OPERATIONS.
8. THE CONTRACTOR SHALL RECONNECT ALL FIELD TILE AND STORM DRAINS DISTURBED DURING CONSTRUCTION.
RECONNECTIONS SHALL BE CONSIDERED INCIDENTAL TO PROJECT COST. NOTIFY CITY OF WAUKEE AND NILLES
ASSOCIATES PRIOR TO RECONNECTION SO THAT LOCATION OF RECONNECTION CAN BE DOCUMENTED AND
INCLUDED ON RECORD DRAWINGS. REPAIRS TO TILE LINES ARE TO BE VERIFIED BY CITY OF WAUKEE PERSONNEL.
9. DETAILS AND NOTES INCLUDED WITHIN THESE PLANS SHALL BE USED FOR CONSTRUCTION. FOR ITEMS WITH NO
DETAILS OR NOTES INCLUDED WITHIN THIS PLANS SET, FOLLOW SUDAS DETAILS AND SPECIFICATIONS FOR
MATERIALS AND CONSTRUCTION.
10. CONTRACTOR SHALL VERIFY ALL MEASUREMENTS SHOWN ON THE PLANS PRIOR TO CONSTRUCTION. IF ANY
DISCREPANCY IS FOUND, NOTIFY ENGINEER IMMEDIATELY BEFORE PROCEEDING.
11. COORDINATE ALL WORK ACTIVITIES WITH ANY OTHER CONSTRUCTION PROJECTS IN THE AREA.
12. ANY DAMAGE TO PROPERTY THAT OCCURS AS A RESULT OF THE CONTRACTOR'S ACTIVITIES OR ACTIONS SHALL
BE REPAIRED AND RESTORED IN KIND. PAVEMENT REPLACEMENT SHALL COMPLY WITH WAUKEE STANDARD
SPECIFICATIONS.
13. THE CONTRACTOR SHALL PROTECT AND/OR PROVIDE SUPPORT TO UTILITY POLES NEAR CONSTRUCTION
ACTIVITIES AS REQUIRED.
14. PROVIDE TO THE PROJECT ENGINEER, ALL SHOP DRAWINGS FOR MATERIALS INCORPORATED IN THE WORK
SUPPLIED BY THE CONTRACTOR.
15. THE CONTRACTOR SHALL FOLLOW THE STORMWATER POLLUTION PREVENTION PLAN PREPARED FOR THIS SITE.
16. CONTRACTORS ON-SITE SHALL BE RESPONSIBLE FOR DAILY CLEAN-UP OF SEDIMENT AND DEBRIS TRACKED OR
WASHED ONTO PUBLIC RIGHTS-OF-WAY AND AREAS OUTSIDE PROJECT LIMITS AT THE END OF EACH WORK DAY AND
PRIOR TO A RAIN EVENT.
17. DURING THE PROGRESS OF THE WORK, IF SUBSURFACE OR LATENT PHYSICAL CONDITIONS ARE ENCOUNTERED
AT THE SITE DIFFERING MATERIALLY FROM THOSE INDICATED ON THE PLANS OR IF UNKNOWN PHYSICAL, CULTURAL,
AND/OR ENVIRONMENTAL CONDITIONS OF AN UNUSUAL NATURE ARE ENCOUNTERED AT THE SITE, THE PARTY
DISCOVERING SUCH CONDITIONS SHALL PROMPTLY NOTIFY THE CITY OF WAUKEE, AND THE ENGINEER (NILLES
ASSOCIATES/515-965-0123) BEFORE THE SITE IS FURTHER DISTURBED.
18. ALL STAKING INCLUDING STAKING OF PEDESTRIAN FACILITIES SHALL BE PERFORMED UNDER THE DIRECTION OF
A LICENSED ENGINEER OR LAND SURVEYOR.
19. ANY CHANGES MADE TO THE PROPOSED DRAWINGS DURING CONSTRUCTION SHALL BE APPROVED IN WRITING
BY THE CITY OF WAUKEE DEVELOPMENT SERVICES DEPARTMENT PRIOR TO CONSTRUCTION. THE CONTRACTOR IS
