Rehabilitation Project]

SYNOPSIS INCLUDING PRO & CON: The 2021 Well Rehabilitation Project will be located
east of 6th Street, south of Waukee Avenue and north of University Avenue.
The project is for the construction of the 2021 Well Rehabilitation Project includes all labor,
materials and equipment necessary to re-case a Jordan well approximately 2300 feet in depth. Work
includes mobilization, 8-inch and 12-inch diameter steel casing pipe, cement grout, testing, acid
treatment, test pumping, television survey, and miscellaneous associated work, including cleanup.
The City received bids on March 9, 2021 with one contractor submitting a bid. The Northway
Corporation of Waukee, IA submitted the bid in the amount of $550,116.00, which is
approximately 19% above the engineer’s estimate of $461,360.00.
This project is included in the proposed FY 2022-2026 Capital Improvements Plan to be
considered for approval by City Council at the March 15, 2021 regular City Council meeting.
This re-casing project is a part of the ASR Well project to repurpose the existing Jordan well into
an aquifer storage and recovery well. The ASR Well project has a total project budget of
$3,900,000.00.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $550,116.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to The Northway
Corporation in the amount of $550,116.00
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE 2021 WELL REHABILITATION
PROJECT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the 2021 Well Rehabilitation Project, described in the plans and
specifications heretofore adopted by this Council on March 15, 2021, be and is hereby accepted,
the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor: The Northway Corporation of Waukee, IA
Amount of bid: $550,116.00
Portion of project: All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
PASSED AND APPROVED this 15th day of March, 2021.

RECOMMENDATION TO AWARD CONTRACT
The City of Waukee received bids until 2:00 P.M. on Tuesday, March 9, 2021 for the 2021 Well
Rehabilitation Project. A total of one bid was received as follows:

The Northway Corporation $550,116.00
The apparent low bid was submitted by The Northway Corporation in the amount of
$550,116.00.
We recommend the City of Waukee award the contract for the 2021 Well Rehabilitation Project
to The Northway Corporation in the amount of $550,116.00.
The Engineer’s Estimate of cost for the project was $461,360.00.
