HomeMy WebLinkAbout2021-03-15-I03 Water Rates Ordinance_INTRO, 1ST READAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: March 15, 2021 AGENDA ITEM:Consideration of approval of an ordinance to amend Chapter 203.2, Waukee Municipal Code, by repealing the existing rates for water and enacting new rates as specified [introduction; first reading] FORMAT:Ordinance SYNOPSIS INCLUDING PRO & CON: A water rate increase was included in the FY2022 budget as proposed for consideration for approval by the City Council. These rates will go into effect July 1, 2021. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: An increase of 2.75% to the existing water rates is recommended. This is an increase to the minimum monthly bill base charge of $0.35 ($12.79 to $13.14) for the first 1,000 gallons of water usage, and an increase of $0.24 ($8.69 to $8.93) for water usage in excess of the minimum (1,000 gallons). The irrigation charge is recommended to be set at $2 higher ($10.93) than the rate for water usage in excess of 1,000 gallons. Proposed Ordinance PREPARED BY: Beth Richardson REVIEWED BY: Rudy Koester RJK PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: I3 1 ORDINANCE NO. 21-____ AN ORDINANCE TO AMEND CHAPTER 203, WAUKEE MUNICIPAL CODE, BY REPEALING THE EXISTING RATES FOR WATER AND ENACTING NEW RATES AS SPECIFIED BELOW: WHEREAS, due to the increased costs of providing water the City of Waukee has determined to change the rates for water usage. BE IT ORDAINED by the City Council of the City of Waukee: Section 1: Chapter 203, Waukee Municipal Code, Sections 203.2 should be and the same are hereby repealed and enacted in lieu thereof are as follows: §203.2 Water Rates. Water shall be furnished at the following monthly rates per meter within the city limits: A.Beginning July 1, 2021, a minimum monthly bill of $13.14 shall be charged for zero to 1,000 gallons of metered water usage per month. B.Beginning July 1, 2021, water usage in excess of the minimum (1,000 gallons) will be charged at a rate of $8.93 per 1,000 gallons per month. C.Water will not be furnished outside the limits of Waukee without consent of Des Moines Water Works. Water furnished to users outside the city limits of the City of Waukee shall be furnished at the same rate that is charged for water furnished for users within the city limits of the City of Waukee. D.Minimum posting fees for non-paid utilities and minimum fees for installation of water meters on new construction shall be set by resolution of the Council. E.Water Surcharges. A $100.00 surcharge shall be imposed for violations of mandatory water usage policies or restrictions implemented under the Water Conservation Plan. In addition, an additional $5.00 surcharge per 1,000 gallons used in excess of the respective allotments for residential and commercial users pursuant of the water conservation plan. Said surcharges shall be charged to the customer in the next billing cycle. F.Irrigation Water Rates. Beginning July 1, 2021, irrigation water usage will be charged at a rate of one dollar ($2.00) higher per 1,000 gallons per month than the regular domestic meter rated listed in (B) above. Section 2 Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. 2 Section 3. Severability Clause. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provisions or part thereof not adjudged invalid or unconstitutional. Section 4. Effective Date. This ordinance shall be in effect on July 1, 2021 after its final passage, approval and publication as provided by law.
