HomeMy WebLinkAbout2021-04-05-J11 Waukee 8-9 School_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 5, 2021 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Waukee 8/9 School FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for a 76.01-acre development for a new middle school for the Waukee Community School District located north of NW Douglas Parkway and west of NW 10th Street. The plat identifies one lot that will contain a middle school, associated parking and accessory uses located on it. Public utilities will be extended into the site from NW Douglas Parkway. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the final plat request at their meeting on March 23, 2021 and recommended approval: Approval of a Final Plat for Waukee 8/9 School Senior Planner, Melissa DeBoer, introduced the request for approval of a Preliminary Plat, Final Plat, and Site Plan for a new 8-9 School as submitted by the applicant, Waukee Community School District. The subject property is generally located north of NW Douglas Avenue and west of NW 10th Street, containing approximately 76 acres. The subject property was recently annexed into the city limits. Mrs. DeBoer advised that the project identifies the creation of one lot that is 76.01 acres in area. This lot would contain a middle school (grades 8-9), associated parking, and accessory uses on it. The middle school is proposed to be 134,110 square feet in size and approximately 40 feet at its highest point. Approximately 36 classrooms are anticipated within the building. Athletic fields for football, softball, baseball, and multi-use are identified as well as a 2,670 square foot concession stand to service them. Space for a future natatorium building is shown on the west side of the site off of NW Georgetown Drive. A trash enclosure integral to the building is located on the northwest side of the school building. NW Douglas Parkway will be extended to NW 10th Street with this project. Mrs. DeBoer advised that there are two primary accesses for the school. One off of NW Georgetown and a main access point off of NW Douglas Parkway. The site plan indicates a total of 574 parking spaces, of which 25 are designated accessible spaces. Pedestrian walkways will be installed around the building and throughout the site and 10 foot wide trails will be installed along both NW Douglas Parkway and NW Georgetown Drive. Public utilities will serve the site and storm water will be detained in basins located throughout the site, including a wet bottom pond located to the south east of the proposed school just north of NW Douglas parkway. All landscape, open space, and lighting requirements have been met at this time. J11 Staff would recommend approval of the preliminary plat, final plat, and site plan for New Waukee 8-9 School, subject to any remaining staff comments.  Commissioner Streit questioned if Staff was comfortable with the length of the pickup/drop off zone. Mrs. DeBoer advised that it goes through the roundabout and exceeds the length of some of the other schools in the area. Staff is comfortable with the provided distance for queueing. Commissioner Streit questioned what would take up the space to the east of the roundabout. Kirk Johnson, a representative for Waukee Community Schools, advised that the district owns the property and has a future intention of keeping the space for a potential school site or other use.  Commissioner Koshy questioned if there was enough parking. Mr. Johnson advised that it exceeds the city requirements and any future development would include additional parking space so, yes, the applicant is comfortable with the amount of parking.  Commissioner Hoifeldt questioned what the opening date of the school is anticipated to be. Mr. Johnson advised that there is an anticipated date of Fall 2023. Commissioner Streit moved to approve the Final Plat for New Waukee 8-9 School subject to any remaining staff comments. The motion was seconded by commissioner Broderick. Ayes: Streit, Koshy, Inman, Ward, Broderick, and Hoifeldt. Nays: None. Motion Carries. The Waukee Community School District purchased the property and is now requesting approval of a preliminary plat, final plat and site plan for the construction of a new middle school. PROJECT DESCRIPTION Preliminary Plat & Final Plat The preliminary plat and final plat identify the creation of one (1) lot that is 76.01-acres in area. Lot 1 is proposed to have a middle school (grades 8 & 9), associated parking and accessory uses located on it. All required easements are identified on the preliminary plat and final plat. Site Plan The site plan identifies the construction of a 134,110 square foot middle school building that is proposed to be 40-feet in height at its highest point. The site plan indicates that there are 36 classrooms in the building. Athletic fields are proposed at the north end of the site. These include a football field, softball field, baseball field, and two multi-use fields. A 2,670 square foot concessions building is also proposed near the athletic fields. A future natatorium building is shown located at the west side of the site, off of NW Georgetown Drive. A trash enclosure is located on the northwest side of the school building and will be integral to the building similar to other recently constructed school buildings. Construction of the proposed middle school is planned to begin in 2021 with a completion and opening date of Fall 2023. ACCESS AND PARKING There are two primary accesses for the school. The main access is located off of NW Douglas Pkwy and the other access is located off of NW Georgetown Drive to the west The Zoning Ordinance requires 186 daytime parking spaces and 231 evening parking spaces. The site plan indicates a total of 574 parking spaces across the site, including 25 accessible parking spaces. Pedestrian walkways will be installed around the building and throughout the site. 10-foot-wide trails will be installed along both NW Douglas Parkway and NW Georgetown Drive. March 18, 2021 3 of 3 UTILITIES Utilities will be extended into the site from NW Douglas Parkway. Storm water for the site will be detained in basins located throughout the site. A large pond will be located to the southeast of the proposed school building, just north of NW Douglas Parkway, this will be a wet basin. The School District will be responsible for the maintenance of the ponds on their property. LANDSCAPING & OPEN SPACE A total of 20% open space is required. The Site Plan indicates that 77.5% open space will be provided. A 25- foot landscape buffer will be provided along the edges of the property that are adjacent to the athletic fields in order to provide screening of the athletic fields for adjacent properties. The site will be sodded and seeded with a variety of grasses and landscaping materials. The proposed landscape plan meets the requirements of the Landscape and Open Space Ordinance. ELEVATIONS Elevations of the proposed buildings have been provided for review. Materials proposed include brick, architectural metal paneling, and aluminum windows and curtain walls. STAFF RECOMMENDATION The proposed preliminary plat, final plat and site plan are in general conformance with the Zoning Ordinance, Subdivision Ordinance and Site Plan Ordinance.
