AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Waukee
Dental Clinic Expansion (350 E. Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Waukee Land, LLC, requests approval of a site plan for a
an approximately 1,400 square feet addition to the south side of the existing
Waukee Dental clinic located south of Hickman Road and east of SE
Dartmoor Drive. With the addition, the building would be expanded to
approximately 5,000 square feet in area. The existing building was approved
in 2016. Access to the site will remain the same. Some minor parking changes
are shown, but the parking provided will exceed the minimum required for the
use.
The applicant has provided elevations for the proposed addition. The proposed
materials match the materials used on the existing building.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the March 23, 2021 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Waukee Dental Clinic Expansion (350 E Hickman Road)
Senior Planner, Melissa DeBoer introduced the request for approval of a site plan as submitted by the
applicant, Downing Construction. The subject property is generally located south of Hickman Road
and east of SE Dartmoor Drive, containing approximately 0.88 acres.
Mrs. DeBoer explained that the site plan identifies the construction of a 1.392 square foot addition on
the south side of the building, which would bring the overall square footage of the building to
approximately 5,000 square feet. The new addition includes a basement component that is just under
1,000 square feet. The trash enclosure will remain in the same general area. Access into the site is
provided from the existing two entrances from the private street to the south and public utilities are
also already servicing the building. All parking, open space, landscaping, and lighting requirements
have been met at this time.
Staff would recommend approval of the Site Plan for Waukee Dental Clinic Expansion subject to any
remaining staff comments.
Commissioner Streit questioned if the existing building have a basement. Mrs. DeBoer
advised that the current building does not have a basement.

Commissioner Hoifeldt moved to approve the Site Plan for Waukee Dental Clinic Expansion (350 E.
Hickman Road) subject to any remaining staff comments. The motion was seconded by commissioner
Broderick. Ayes: Streit, Koshy, Inman, Ward, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR WAUKEE DENTAL CLINIC EXPANSION
(350 E. HICKMAN ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Waukee Dental Clinic Expansion, subject to remaining staff comments on
March 23, 2021; AND,
WHEREAS, the Site Plan for Waukee Dental Clinic Expansion is in general conformance with
§160 – Site and Building Development Standards Ordinance of the Waukee Municipal Code;
AND,
WHEREAS, the Site Plan for Waukee Dental Clinic Expansion is in general conformance with
§161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of April, 2021 that the Site Plan for Waukee Dental Clinic Expansion is approved
subject to remaining staff comments.

PROJECT DESCRIPTION
The project includes the construction of a 1,392 square foot addition on the south side of the building. This
will bring the overall square footage of the building to approximately 5,000 square feet. The new addition also
includes a basement that is just under 1,000 square feet.
The addition will be located in the existing parking lot area to the south of the existing building. The trash
enclosure will remain in the same general area as it is currently, but will be adjusted slightly in order to make
room for the new addition and parking stall adjustments.
ACCESS AND PARKING
There are two accesses into this site from the private street to the south.
A total of 18 parking spaces are required for this facility. The total amount of parking provided is 44 spaces
including 2 accessible stalls.
SIDEWALKS/TRAILS
A five foot wide sidewalk exists along SE Laurel Street, located along the south side of this site. Pedestrian
connections into the site are provided off of the sidewalk.
UTILITIES
This site is already serviced with all public utilities.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 33%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance.

ELEVATIONS
The elevations of the building addition are proposed to be constructed of the same brick and stone materials
and colors to match the existing building.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Mixed Use. The Mixed Use classification provides a
mixture of office, retail or residential land uses in areas along key transportation corridors.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan for Waukee Dental Clinic Expansion subject to remaining staff
comments.

A. POLLUTION PREVENTION AND EROSION PROTECTION
1. CODE COMPLIANCE: THE CONTRACTOR IS RESPONSIBLE FOR COMPLIANCE WITH
ALL POTENTIAL POLLUTION AND SOIL EROSION CONTROL REQUIREMENTS OF THE
IOWA CODE, THE U.S. CLEAN WATER ACT AND ANY LOCAL ORDINANCES. THE
CONTRACTOR SHALL TAKE ALL NECESSARY STEPS TO PROTECT AGAINST
EROSION AND POLLUTION FROM THIS PROJECT SITE AND ALL OFF-SITE BORROW
OR DEPOSIT AREAS DURING PERFORMANCE OR AS A RESULT OF PERFORMANCE.
2. DAMAGE CLAIMS: THE CONTRACTOR WILL HOLD THE OWNER AND ARCHITECT /
ENGINEER HARMLESS FROM ANY AND ALL CLAIMS OF ANY TYPE WHATSOEVER

SILT CONTROL DEVICES WHEN THE MEASURES HAVE LOST 50% OF THEIR
ORIGINAL CAPACITY.
d. PREVENT ACCUMULATION OF EARTH AND DEBRIS FROM CONSTRUCTION
ACTIVITIES ON ADJOINING PUBLIC OR PRIVATE PROPERTIES, INCLUDING
STREETS, DRIVEWAYS, SIDEWALKS, DRAINAGEWAYS, OR UNDERGROUND
SEWERS. REMOVE ANY ACCUMULATION OF EARTH OR DEBRIS IMMEDIATELY
AND TAKE REMEDIAL ACTIONS FOR FUTURE PREVENTION.

g. STABILIZE UNDEVELOPED, DISTURBED AREAS WITH MULCH, TEMPORARY SEED
MIX, PERMANENT SEED MIX, SOD, OR PAVEMENT IMMEDIATELY AS SOON AS
POSSIBLE UPON COMPLETION OR DELAY OF GRADING OPERATIONS. INITIATE
STABILIZATION MEASURES IMMEDIATELY AFTER CONSTRUCTION ACTIVITY IS
FINALLY COMPLETED OR TEMPORARILY CEASED ON ANY PORTION OF THE SITE
