AGENDA ITEM: Consideration of approval of a resolution authorizing the City of Waukee to
submit an application for funding from the Surface Transportation
Reauthorization Funding Program – University Avenue Area Transportation
Improvements – Warrior Lane Phase II

SYNOPSIS INCLUDING PRO & CON: City staff was recently made aware of a federal funding
opportunity through the Surface Transportation Reauthorization Funding Program. Unlike the
Community Project Funding Program, this program is specific to transportation related projects.
Congresswoman Cindy Axne has requested that applications for this funding opportunity be submitted
no later than Monday, April 19, 2021.
The City Council has identified the University Avenue Area Transportation Corridor as a high priority
for investment as identified within the recently approved Capital Improvements Plan which identifies
projects anticipated over the next five years. One phase of this larger corridor improvement project is
the Warrior Lane Phase II project which extends from Waukee Middle School to University Avenue.
The estimated cost of the project is $6.5 million. City staff is recommending a request be made
through the Community Project Funding Program in the amount of $1.0 million towards the planned
project.

AUTHORIZING THE CITY OF WAUKEE TO SUBMIT AN APPLICATION FOR
FUNDING FROM THE SURFACE TRANSPORTATION REAUTHORIZATION
FUNDING PROGRAM – UNIVERSITY AVENUE AREA TRANSPORTATION
IMPROVEMENTS - WARRIOR LANE PHASE II
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee is a duly organized municipality located within Dallas County,
State of Iowa; AND,
WHEREAS, the Surface Transportation Reauthorization Funding Program provides funding for
direct investment in transportation related projects within local communities; AND,
WHEREAS, Congresswoman Cindy Axne has requested applications for funding of projects of
immediate need that will improve central Iowan’s everyday lives; AND,
WHEREAS, the City of Waukee has identified the University Avenue Area Transportation
Improvements Project as a major priority over the next five years that will include several
individual phases including Warrior Lane Phase II; AND,
WHEREAS, the Warrior Lane Phase II Project will directly benefit over 800 students that attend
Waukee Middle School each day as well as the120,000 patrons that visit the Waukee Public
Library annually; AND,
WHEREAS, the Warrior Lane Phase II Project will also improve emergency vehicle access and
response times and efficiency in the transportation network for the school buses that use this
portion of Warrior Lane to travel to and from Waukee High School, three middle schools and an
elementary school.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa in
session this 4th day of January 2021, that the Waukee City Council supports and approves the
attached application for the Community Project Funding Program.
