relocation of overhead electric facilities along SE Ashworth Road from SE
Glacier Trail to SE Parkview Crossing Drive as part of the SE Ashworth Road
Corridor Improvements project

SYNOPSIS INCLUDING PRO & CON: City Council approved MidAmerican Energy’s Overhead
to Underground relocation proposal for the SE Ashworth Road Corridor Improvements at the April 5,
2021 regular City Council meeting. The City of Waukee has an option to use the Local Government
Compliance Clause (LGCC) to reimburse MidAmerican Energy for the relocation costs to
accommodate this roadway project. The LGCC allows MidAmerican Energy to recover their actual
project costs from their utility customers within the City of Waukee over a one-year period as an
additional per kWh fee charged each month. The per kWh fee will be based on the actual construction
costs established after the completion of the project. MidAmerican Energy has provided an estimated
cost of $436,819.35 for this overhead to underground relocation project. This translates into an
estimated per kWh fee of $0.00252/kWh. This fee is applied to their electric customer’s monthly
usage. The estimated average monthly fee is $2.12 for a residential customer and $14.6 for a
commercial customer for one year.

RESOLUTION 2021-
APPROVING DIRECTING MIDAMERICAN ENERGY COMPANY FOR
REMOVAL AND/OR RELOCATION OF OVERHEAD TO UNDERGROUND LINE
RELOCATION [SE ASHWORTH ROAD CORRIDOR IMPROVEMENTS]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized
Municipal Organization; AND,
WHEREAS, the City of Waukee approved MidAmerican Energy’s Overhead to
Underground proposal for the SE Ashworth Road Corridor Improvements, WMIS 2814509
on April 5, 2021, Resolution No. 2021-126; AND,
WHEREAS, the removal and/or relocation of overhead electric facilities would improve
safety, image and economic development;
NOW THEREFORE BE IT RESOLVED the City of Waukee City Council directs
MidAmerican Energy to remove and/or relocate power lines along SE Ashworth Road
Corridor under the following terms and conditions:
1.The City of Waukee will use the Local Government Compliance Clause (LGCC) to
reimburse MidAmerican Energy for the cost of the project. The LGCC allows
MidAmerican Energy to collect the cost of the project from the rate payers in Waukee
over a 1-year period as an additional per kWh fee. The per kWh fee will be based on
actual construction cost established and billed after the completion of the project.
2.The City Council authorizes the Mayor to inform the Iowa Utility Board that the City
authorizes MidAmerican Energy to charge the customers with the City boundaries the
cost of the project in accordance with the LGCC once the project is complete.
Passed by the City Council of the City of Waukee, Iowa, and approved this the 19th day of
April, 2021.
