Walnut Creek North Trunk Sewer Extension – Phase 2]

SYNOPSIS INCLUDING PRO & CON: The construction of the Walnut Creek North Trunk
Sewer Extension Phase 2 includes all materials, labor and equipment necessary for 3,400 linear
feet of 8-inch through 24-inch diameter sanitary sewer in open cut, manholes, excavation and
backfill, surface restoration and miscellaneous associated work, including cleanup.
The City received bids on April 27, 2021 with four (4) contractors submitting bids. J & K
Contracting, LLC of Urbandale, Iowa submitted the low bid in the amount of $1,526,844.00,
which is approximately 39% over the engineer’s estimate of $1,098,210.00.
This project is included in the approved FY 2022 Capital Improvements Plan approved by City
Council in March 2021 with a total project budget of $1,220,000. Staff anticipate increasing the
project budget to $1,800,000 to align with the apparent low bid received. This project has a
completion date of November 19, 2021.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $1,526,844.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to J&K
Contracting, LLC in the amount of $1,526,844.00.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE LITTLE WALNUT CREEK NORTH
TRUNK SEWER EXTENSION - PHASE 2
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Little Walnut Creek North Trunk Sewer Extension - Phase 2, described
in the plans and specifications heretofore adopted by this Council on May 3, 2021, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor: J&K Contracting, LLC, of Urbandale, IA
Amount of bid: $1,526,844.00
Portion of project: All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

RECOMMENDATION TO AWARD CONTRACT
The City of Waukee received bids until 2:00 P.M. on Tuesday, April 27, 2021 for the Little
Walnut Creek North Trunk Sewer Extension – Phase 2 project. A total of four bids corrected for
arithmetic were received as follows:

The apparent low bid was submitted by J&K Contracting, LLC of Urbandale, Iowa in the amount
of $1,526,844.00.
We recommend the City of Waukee award the contract for the Little Walnut Creek North Trunk
Sewer Extension – Phase 2 project to J&K Contracting, LLC in the amount of $1,526,844.00.
The Engineer’s Estimate of cost for the project was $1,098,210.00.
