AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Bricktowne
at Prairie Crossing Phase II
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Harvester Land Holdings LC, requests approval of a site
plan for the second phase of a multi-family apartment development. The
project includes a total of three apartment buildings. All apartment buildings
are three-stories and contain 53 units each for a total of 159 units. All units
with this second phase are efficiency and micro units. The intention is to
provide affordable workforce housing.
Several accesses will be provided to this site. Accesses will also be provided
from this site to the first phase of the project to the east.
The applicant has provided elevations for the proposed buildings on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance and the Planned Development Ordinance for the Bricktowne at
Prairie Crossing Development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the April 27, 2021 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for Bricktowne at Prairie Crossing Phase II
Senior City Planner, Melissa DeBoer, introduced the request for approval of a site plan for a
multi-family apartment development as submitted by the applicant, Harvester land Holdings LC. The
subject property is generally located north of Hickman Road and east of NE Westgate Drive,
containing approximately 3.76 acres.
Mrs. DeBoer advised that the site plan identifies the construction of three apartment buildings
containing 53 micro/efficiency units each for a total of 159 units. 129 of those units are proposed to be
considered “efficiency” units at 466 square feet in size, and 30 units are considered “micro” units at
386 square feet in area. A monument sign is proposed at the entrance of the development from the
private drive to the west off of NE Bricktowne Drive. The site is serviced by public utilities, once
interior to the site they will be privately owned and maintained as with the regional storm water
detention areas to the west and northeast. Six foot wide sidewalks will be constructed throughout the
development both to the west and east. Parking, landscaping, open space, and lighting requirements
have been met at this time.

Staff would recommend approval of the Site Plan for Bricktowne at Prairie Crossing Phase 2
subject to any remaining staff comments.
Commissioner Inman questioned what the market rate is for a unit like this. Erin Ollendike of
Civil Design Advantage and a representative of the applicant, advised that there had been an
original price point goal of $650-$850, however the current rate is unknown.
Commissioner Koshy questioned if there was one access point. Mrs. Ollendike advised that
was correct one on the west.
Commissioner Streit moved to approve the Site Plan for Bricktowne at Prairie Crossing Phase 2
subject to any remaining staff comments. Commissioner Ward seconded the motion. Ayes: Streit,
Koshy, Inman, Conley, Ward, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR BRICKTOWNE AT PRAIRIE
CROSSING PHASE II
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Bricktowne at Prairie Crossing Phase II, subject to remaining staff comments on
April 27, 2021; AND,
WHEREAS, the Site Plan for Bricktowne at Prairie Crossing Phase II is in general conformance
with §160 – Site and Building Development Standards Ordinance of the Waukee Municipal
Code; AND,
WHEREAS, the Site Plan for Bricktowne at Prairie Crossing Phase II is in general conformance
with §161 – Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 3rd day of May, 2021 that the Site Plan for Bricktowne at Prairie Crossing Phase II is
approved subject to remaining staff comments.

PROJECT DESCRIPTION
The project includes a total of three apartment buildings. All apartment buildings are three-stories and contain
53 units each for a total of 159 units for the site for the second phase of the Bricktowne at Prairie Crossing
development. The first phase contains 300 units, for a total of 459 units for the overall project between the
two phases.
All units proposed with the second phase are efficiency and micro units. The intention is to provide affordable
workforce housing. Of the 159 units, 129 are efficiency units and 30 are micro units. The efficiency units are
466 square feet and the micro units are 386 square feet in area.
One monument sign is proposed to be placed at the entrance to the development from the private drive to
the west, at the drive off of NE Bricktowne Drive.
ACCESS AND PARKING
Several accesses will be provided to this site. One from the west off of NE Bricktowne Drive and three from
the east from the first phase of the Bricktowne at Prairie Crossing project. All of these drives are private.
Public ingress/egress easements will be provided for all of the drives throughout the proposed apartment
development in order to provide access throughout.
A total of 764 parking spaces are required for the overall Bricktowne at Prairie Crossing project (2 spaces per
2 bedroom unit, 1.5 spaces per 1 bedroom unit/micro unit/efficiency unit and 1 space per 5 units) and 769
spaces are provided, including 16 accessible spaces. The parking totals include the garage parking within phase
one.
SIDEWALKS/TRAILS
Six foot wide sidewalks will be constructed throughout the entire development allowing for pedestrian access
throughout. Pedestrian connections are also provided to the adjacent developments to both the west and
east.
UTILITIES
This site will be serviced with all public utilities. Sanitary sewer and water services will be extended into the
site from the adjacent sites. All utilities within the site will be privately owned and maintained.

Storm water detention for this property is provided by two regional detention basins. One basin is located to
the west and one is located to the northeast. These basins are privately owned and maintained.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 24%.
Plantings are being provided throughout the site in compliance with the Landscape & Open Space Ordinance.
ELEVATIONS
The elevations of the apartment buildings will be constructed of mostly brick in different color variations. The
roofing material is proposed to be asphalt shingles. Each building has a different color variation proposed.
Elevations of the proposed buildings have been provided for review.
MISCELLANEOUS
The applicant has provided a lighting plan which meets the City of Waukee Site Plan Ordinance requirements.
The lighting plan includes wall pack lighting on each building.
Four trash enclosures are proposed for this site. These will also be constructed of brick to match the buildings
throughout the development.
STAFF RECOMMENDATION
Staff recommends approval of the site plan for Bricktowne at Prairie Crossing Phase II subject to any
remaining staff comments.
