AGENDA ITEM: Consideration of approval of a resolution approving Comprehensive Plan
Amendment [Warrior 5, LLC]

SYNOPSIS INCLUDING PRO & CON: Staff has received a request to approve an amendment to
the land use plan for an approximately 20 acre parcel of property that is
located at the southwest corner of the intersection of Meredith Drive and
Warrior Lane. The current land use plan identifies the property as being
suitable for future development of single family residential. The owner has
indicated a desire to modify the land use designation to a combination of
commercial and medium density residential based upon its location of being at
the intersection of two minor arterial streets and based upon the zoning of
adjoining property to the east within the City of Clive.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the April 27, 2021 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a request by Warrior 5, LLC for a Comprehensive Plan Amendment
Director of Development, Brad Deets, introduced the request for an amendment to the
Waukee Comprehensive Plan as submitted by the applicant, Warrior 5, LLC. The subject
property is located at the southwest corner of the intersection of N Warrior Lane and NW
Meredith Drive, and contains approximately 20 acres.
Mr. Deets advised that the property was originally identified within the Imagine Waukee 2040
Comprehensive Plan as ground suitable for the development of Single Family Residential
Development. Due to interest in development of the surrounding property, the applicant is
requesting consideration of a land use plan amendment to reclassify the future use of the
property as a combination property suitable for future commercial and medium density
development.
Mr. Deets explained that when the Comprehensive Plan was completed in 2019, the subject
property and surrounding area was considered outside of growth prospects, however, due to
recent increased interest and the construction of some small commercial projects on the east
side of the intersection, Staff agrees that a commercial and medium density zoning would not
be out of place for the property now. Mr. Deets reminded the commission that the property to

the south was recently rezoned for single family with the intention of large acreages, however
with the availability of sewer to the area, lots closer to the R-1 regulations are being designed.
Staff is supportive of the proposed land use plan Amendment.
Commissioner Koshy clarified that this is a step that makes rezoning easier. Mr. Deets
advised that rezoning wouldn’t be “easier” however, it would be consistent with the
Land Use Plan which is one of the requirements for rezoning. The property to the
south is amenable to the change as well.
Commissioner Koshy questioned about the property owner to the north. Mr. Deets
advised that it is possible that Staff and Commission could see a request for an
amendment regarding the north property as well in the future, or an updated
comprehensive plan that may not identify this area as single family residential any
more.
Commissioner Streit moved to approve the Amendment to the Imagine Waukee 2040
Comprehensive Plan for Warrior 5. Commissioner Inman seconded the motion. Ayes: Streit,
Koshy, Inman, Conley, Ward, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff believes the proposed land use plan amendment is
consistent with the overall intent of the Comprehensive Plan and would
recommend approval.
RECOMMENDATION: Approve the resolution

APPROVING THE AMENDMENT TO THE 2019 IMAGINE WAUKEE 2040
COMPREHENSIVE PLAN RELATED TO PROPERTY OWNED BY WARRIOR 5,
LLC (WARRIOR LANE AND MEREDITH DRIVE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, has a Comprehensive
Plan in place to guide the City in its future development; AND,
WHEREAS, the current designation of the area located at the southwest corner of the
intersection of Meredith Drive and Warrior Lane is designated as “Single Family
Residential”; AND,
WHEREAS, Warrior 5, LLC has requested that the City Council amend the land use
plan to reflect a combination of “Community Commercial” and “Medium Density
Residential” as depicted on attached Exhibit A.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee,
Iowa that the Amendment to the 2019 Imagine Waukee 2040 Comprehensive Plan is
approved to reflect the modification of the Warrior 5, LLC property located at the
southwest corner of the intersection of Meredith Drive and Warrior Lane.
Passed by the City Council of the City of Waukee, Iowa, and approved the 3rd day of
May 2021.

HISTORY
The subject property is located at the intersection of NW Meredith Drive and N Warrior Lane. The property was
identified within the Imagine Waukee 2040 Comprehensive Plan as ground suitable for the development of Single Family
Residential Development. With a lot of interest in development of surrounding property and due to the location of the
property, the owner is requesting consideration of a land use plan amendment to the Comprehensive Plan that would
reclassify the future use of the property as a combination of property suitable for future commercial and medium
density development.
PROJECT DESCRIPTION
The applicant is requesting approval of a land use plan amendment to reclassify the east 10 acres of the property to
community commercial and the west 10 acres of the property to medium density residential. The property is located at
the southwest corner of the intersection of NW Meredith Drive and N Warrior Lane. Both NW Meredith Drive and
N Warrior Lane are classified as minor arterials on the Waukee Major Streets Plan.
There has been a considerable amount of activity related to new residential development on property located south of
the subject property with various rezoning approvals that have been approved within the last six months as well as two
subdivisions that are currently under construction. While there are no immediate plans for the development of the
subject property at this time, the applicant is being proactive in trying to establish a future use of the property based
upon its location and other adjoining planned development.
Recently the City of Clive has approved a rezoning for the property that is located directly east of the subject property
at the southeast corner of Meredith Drive and Warrior Lane. The rezoning of the Clive property consisted of
approximately 6 acres of commercial zoning at the intersection of Warrior Lane and Meredith Drive with approximately
30 acres of property to the east and south zoned for multi-family and townhomes. The proposed land use plan
amendment would generally be consistent with the anticipated development that is planned to occur directly to the east
within the City of Clive.

STAFF RECOMMENDATION
The proposed land use plan amendment seems appropriate based upon the location of the property and the existing
zoning that has been approved for the adjoining property within the City of Clive. Staff is supportive of the proposed
land use plan amendment.
