FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The City Administrator, Public Works Director and Human Resources Director recommend the approval of the job descriptions and pay grades. Job Description – Traffic Signal Technician PREPARED BY:Michelle Lindsay REVIEWED BY: I1H THE CITY OF WAUKEE, IOWA RESOLUTION 2021- APPROVING JOB DESCRIPTION AND PAY GRADE [GIS TECHNICIAN AND TRAFFIC TECHNICIAN] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the Public Works Director proposes the creation of a GIS Technician and Traffic Signal Technician position; AND, WHEREAS, the pay grade for GIS Technician shall be N16 and the pay grade for the Traffic Signal Technician shall be GS11; AND, WHEREAS, the Public Works Director and Human Resource Director recommend establishing the positions and approving the job descriptions and pay grades. Lyon Ben Sinclair Page 1GIS Technician Council Approved 5-17-21 City of Waukee JOB DESCRIPTION Job Title: GIS Technician Reports to: GIS Coordinator Dept/Div.: Public Works/Engineering Direct Reports: None Pay Grade: N16 FLSA Status: Non-Exempt JOB PURPOSE: Under the general direction of the GIS Coordinator, performs work relating to the development, implementation and maintenance of the City of Waukee’s geographic information systems. Assists in the development, coordination and training of city staff related to various components of the GIS maps, data sets, applications, information files, etc. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions. 1. Data collection using Global Position System to locate city infrastructure systems such as sanitary sewer, storm sewer, signs and fiber optics. 2. Performs quality control on GIS data including researching, interpreting, and validating sources of information in order to identify and correct errors or omissions in data and to keep data in compliance with city and regional GIS data standards. 3. Gathers and provides information to contractors, developers, consultants, property owners, city employees/departments, and the public, including as-built drawings, aerial photographs, easements, right- of-way information, and utility locations and responds to inquiries concerning same. 4. Assists in documenting and reviewing utility permits. 5. Imports, exports, and converts data from various formats and sources for use in GIS and related systems such as enterprise asset management system. 6. Coordinates, creates, modifies and maintains various city maps, applications, and other graphic information. 7. Maintains databases of electronic scanned files, maps, easements and aerial photographs. 8. Creates special maps requested by departments on an as-needed basis. 9. Assists in coordinating data sharing, report and map generation of GIS services among city departments. 10. Coordinates, trains, and instructs staff in operation of GIS system and enterprise asset management system. 11. Creates workflows for city departments to complete tasks more efficiently and make more informed decisions. 12. Integrates GIS with other computer applications. 13. Partners with other governmental agencies, regional GIS participants, and citizen groups to deliver beneficial mapping and data services to the public. 14. Researches and investigates geographic information system industry techniques and products; evaluates and recommends GIS software and hardware systems. 15. Sets up cartography and database standards with use of best practices for efficiently maintaining data while maximizing performance. 16. Performs other duties or assumes other responsibilities as apparent or assigned. SUCCESS FACTORS: 1. Proficient with data analysis, data acquisition, data creation, data manipulation, and editing and querying of GIS data. 2. Knowledge of software and hardware related to GIS, relational databases, drafting, and mapping. 3. Proficiency with PC’s and computer software and applications, including CAD, GIS, GPS, and/or civil engineering design software, word processing, database, and spreadsheet software. 4. General knowledge of office equipment, including photocopier, telephone, calculator, plotter and scanner, and surveying tools, drafting instruments and supplies. Take action in solving problems while exhibiting judgment and a systematic approach to decision making; to identify the important dimensions of a problem, determine potential causes, obtain relevant information and specify alternate solutions that result in effectiveness. 6. Establish and carry out specific courses of action for self and/or groups by organizing and prioritizing tasks. 7. Ability to read, analyze and interpret technical manuals and data, construction plans, plats, deeds, easements, etc. 8. Perform in a self-directed manner. 9. Create and participate in a team environment. 10. Adapt to a work environment that will change day to day requiring quick departure, and reorganization of one’s schedule. 11. Demonstrate sound time-management skills by effectively or efficiently organizing, prioritizing, and completing multiple assignments in a timely manner. 12. QUALIFICATIONS: Any combination of education and experience providing the required skill and knowledge is qualifying. Typical qualifications would be equivalent to:  High school diploma or GED required.  Two years of experience using Geographic Information Systems including; ArcMap and/or ArcGIS Pro, ArcGIS Online and Web Apps (Field Maps or Collector, Survey123, WebApp Builder) required. Experience using ArcGIS Enterprise (Portal, ArcGIS Server, SQL Server) preferred.  Bachelor’s Degree in GIS, Civil Engineering, Planning, Computer Science, Geography or related field preferred.  GIS Certificate preferred.  Valid Iowa Driver’s License required. PHYSICAL REQUIREMENTS: 1. Position requires lifting and carrying up to 50 pounds occasionally. 2. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 3. Able to maneuver in undeveloped areas on uneven surfaces for up to one mile in various types of weather. 4. Ability to speak, hear and see in order to share information, receive instructions and complete tasks using a computer screen 5. Physical ability to install computer hardware, software, and other related equipment and troubleshoot problems. 6. Continuous mental and visual concentration requiring attention to detail and accuracy. 7. Ability to sit for long periods of time and to maintain focus on projects such as computer screen or detailed paperwork. 8. Able to effectively communicate orally (in person and over the telephone and in writing using electronic devices and handwritten) in English with other employees, vendors and the community. WORKING CONDITIONS:  Climate controlled office with hazards typical to that environment.  Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may be encountered.  Position requires travel within and outside of the City which imposes common travel hazards. Traffic Technician Council Approved 5-17-21 City of Waukee JOB DESCRIPTION Job Title: Traffic Signal Technician Reports to: Asst. PW Director - Operations Dept/Div: Public Works/Operations Direct Reports: None Pay Grade: GS11 FLSA Status: Non-exempt JOB PURPOSE: Under general direction and supervision, performs manual labor and skilled work involving the maintenance of the traffic signal systems and traffic signs. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Maintenance and repair of traffic signals, street lights and fiber optic network. 2. Troubleshoot, repair and test traffic signal controllers, conflict monitors, relays, emergency preemption sensors and selectors, modems, fiber optic signal converters, LEDs, street light fixtures, video cameras and controller cards, and other related equipment. 3. Maintain and repair traffic signal heads, poles, cables, conduits, hand holes, detection systems, battery backups, fiber optic terminations, traffic-monitoring cameras, and other related equipment. 4. Perform emergency repairs of traffic signals and traffic signs on site, including on-call rotation and/or call- out work after hours. 5. Maintain and repair street signs mounted on traffic signal poles and posts. 6. Responsible to utilize, interpret and implement the requirements of the Uniform Manual on Traffic Control Devices (MUTCD) and related laws or ordinances to install, and maintain traffic control signs throughout the city. 7. Installation, removal, replacement, and maintenance of existing city owned traffic signs. 8. Evaluates sites for sign placement and uses independent judgement to determine placement of the appropriate signs. Makes requests for utility locates. 9. Trim trees and other vegetation that causes line of sight obstructions at intersections or obstructs traffic control signs. 10. Work with vendors and contractors on projects. 11. Respond to citizen’s questions and comments. 12. Maintain records concerning work done with traffic signals, traffic signal operation, fiber optic terminations and traffic signs. 13. Install new technology in existing traffic signals. 14. Plows snow during regular business hours and after hours during snow emergencies. 15. Typical qualifications would be equivalent to:  High school diploma or GED required.  Three years related work experience required.  Shall possess, or be able to obtain within one year, certification from the International Municipal Signal Association for Work Zone Temporary Traffic Control Technician, Traffic Signal Technician Level I, and Signs and Pavement Markings Technician Level I.  Must possess a valid Iowa Driver's License. PHYSICAL REQUIREMENTS: 1. Able to lift, carry, push and pull up to 75 pounds. 2. Able to walk and stand for long periods of time on different surfaces including walkways, trails, stairs and undeveloped areas. 3. Able to perform all essential functions of the position while wearing required protective equipment. 4. Able to remove manhole cover weighing over 100 pounds with the use of assistive devices. 5. Able to spend majority of work related time outdoors. 6. Able to sit for long periods of time and to maintain focus on projects such as computer screen or detailed paperwork. 7. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and members of the community. WORKING CONDITIONS: 1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may be encountered. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Standard work hours are 7:00 — 3:30 pm and will include weekends and evenings as required. 4.
