FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: The City Administrator, Development Services Director and Human Resource Director recommend the approval of the job description and pay grade. Job Description – Planning Coordinator PREPARED BY:Michelle Lindsay REVIEWED BY: AGENDA ITEM: J1P THE CITY OF WAUKEE, IOWA RESOLUTION 2021- APPROVING JOB DESCRIPTION AND PAY GRADE [PLANNING COORDINATOR] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the Development Services Director proposes the creation of a Planning Coordinator position; AND, WHEREAS, the addition of the position of Planning Coordinator will provide day-to-day oversight of planning operations; AND, WHEREAS, the pay grade for the position shall be N7; AND, WHEREAS, the Development Services Director and Human Resource Director recommend establishing the position and approving the job description and pay grade. Lyon Ben Sinclair Page 1 Planning Coordinator Council Approved 6/7/2021 City of Waukee JOB DESCRIPTION Job Title: Planning Coordinator Reports to: Community Development Director Dept/Div: Development Services Direct Reports: Sr. Planner, Planner Pay Grade: N7 FLSA Status: Exempt JOB PURPOSE: Under the general direction of the Community Development Director, provides administrative coordination and management of planning, zoning, transportation networks, infrastructure needs, parks and trail systems and management of staff involved in these functions; performs initial development site plan and subdivision overviews, assists in the department’s current and long range planning activities, and development and monitoring of the operating budget for the department. Completes special projects as assigned and serves in the absence of the Community Development Director; attends meetings with other City departments, Boards, Commissions, City Council, and other groups as necessary. ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) 1. Manages day-to-day activities of planning staff. 2. Reviews requests for zoning changes and proposed subdivision plans, plats and site plans and supervises and recommends the redesigning of subdivisions when required. Is knowledgeable of and endeavors to meet the requirements of city, state, and federal regulations. 3. Provides policy guidance for the planning process; reviews and stays current with legislative and procedural changes related to planning and development issues; recommends and develops policies. 4. Supervises preparation of zoning ordinance and zoning maps and the revision of such ordinance and maps. 5. Performs independent work developing analysis, and recommendations for preliminary plats, final plats, and site plans for compliance to applicable ordinances, principles of good planning and land use practices and various plans. 6. Manages and supervises planning division operations to achieve goals within available resources; delegates work to subordinates, trains new employees, and administers annual performance evaluations of division staff. 7. Notifies and consults with the Community Development Director regarding projects, prioritizing work items, potential problems and needs. 8. Attends, presents information regarding staff’s position, and responds to questions at public meetings, before the City Council, Planning and zoning Commission, and special project meetings on annexations, rezonings, comprehensive plan amendments, master plans, ordinance amendments, , vacation requests, grading plans, plats, site plans, permitted conditional use permits, redevelopment guidelines, code amendments, etc. Listens to proposals and assists the Director of Community Development in making recommendations as necessary. 9. Presents to neighborhood groups, realtors, civic groups, business groups and other interested parties and responds to various questions from the general public, developers, consultants, builders, realtors, and other governmental entities on the activities of the department and city. 10. Assists the Director of Community Development with long-range planning and zoning projects including review and updates to the Comprehensive Plan, neighborhood planning, parks planning and trail planning. 11. Studies the City’s population and current use of land through surveys, field investigations and other research methods. Analyzes the information, maps land areas, projects program costs and predicts trends. 12. Explains and provides guidance relative to the City’s planning and zoning operations, including applicable codes within area of responsibility to the public, architects, engineers, contractors, and other interested parties. Performs other duties or assumes other responsibilities as apparent or assigned SUCCESS FACTORS: 1. QUALIFICATIONS: 1. A Bachelor’s Degree in planning, urban development or a closely related field. 2. American Institute of Certified Planners Certification or the ability to receive the certification within six months of employment. 3. Five years of related work experience with at least 2 years of supervisory and/or administrative experience preferred. 4. Access to transportation with insurance at required state levels to conduct business throughout the assigned area. 5. Working knowledge of the principles and practices of land use planning as well as strong analytical, writing and communication skills PHYSICAL REQUIREMENTS: 1. Able to effectively present information and respond to questions from groups of directors, staff, developers, contractors, colleagues, elected officials and the general public. 2. Ability to read, analyze and clearly interpret professional publications, technical manuals and complex regulations and to communicate these in understandable terms. 3. Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment. 4. Able to sit for long periods of time and to maintain focus on project such as computer screen. 5. Able to occasionally lift and/or move up to 10 pounds. 6. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic devices and handwritten) in English with other employees and the community. WORKING CONDITIONS: 1. Climate controlled office with hazards typical to that environment. 2. Position requires travel within and outside of the City which imposes common travel hazards. 3. Standard work hours will be Monday – Friday 8:00 AM – 5:00 PM. Position will include meetings, presentations and events during weekends and evenings.
