the City of Waukee and the Waukee Community School District. [SE L.A.
Grant Parkway and SE Esker Ridge Drive Automated Traffic Control Device

SYNOPSIS INCLUDING PRO & CON: On March 17, 2021, the City commissioned a traffic study
of SE LA Grant Parkway and its intersection with SE Esker Ridge Dr and, although the intersection
does not currently meet MUTCD signal warrant thresholds, as the surrounding areas continue to
develop quickly, the increase in pedestrian and vehicle traffic is anticipated to warrant traffic
signalization with the next 10 years. The study does recommend the addition of traffic signalization at
this time at the intersection of SE LA Grant Parkway and SE Esker Ridge Dr due to the rapid growth
occurring near the study intersection, the planned extension of SE Esker Ridge Dr to Grand Prairie
Parkway in 2021, and the additional safety benefits of a signalized pedestrian crossing across SE LA
Grant Parkway. The City and the WCSD recognize that increases in vehicular and pedestrian traffic
are likely to occur in the area and desire to pursue the installation of traffic signalization at this
location.
The purpose of this agreement is to allow the City of Waukee and the Waukee Community School
District to provide for the efficient installation of automated traffic control devices at the intersection
SE LA Grant Parkway and SE Esker Ridge Dr and provide for the sharing of the costs.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: The City and WCSD will each be
responsible for 50% of the costs of the improvements. The temporary traffic signal is estimated to be
$97,400.00 and the permanent traffic signal is estimated to be $240,000.00. The City’s total financial
commitment is estimated to be $168,700.00.

RESOLUTION 2021-
APPROVING 28E AGREEMENT BETWEEN THE CITY OF WAUKEE AND THE
WAUKEE COMMUNITY SCHOOL DISTRICT [SE L.A. GRANT PARKWAY AND SE
ESKER RIDGE DRIVE AUTOMATED TRAFFIC CONTROL DEVICE
INSTALLATION]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
This 28E AGREEMENT, entered into between the City of Waukee, an Iowa municipal
corporation in the State of Iowa (hereinafter referred to as "City"); Waukee Community School
District, (hereinafter referred to as "WCSD").
WHEREAS, the City is a municipal Corporation duly formed and existing pursuant to Iowa law;
AND,
WHEREAS, WCSD is a school district duly formed and existing pursuant to Iowa law which
owns, and is owner of the property legally described on Exhibit “A” also known as Timberline
Middle School (“Timberline”) which is situated directly adjacent to SE LA Grant Parkway;
AND,
WHEREAS, the City commissioned a traffic study dated March 17, 2021 of SE LA Grant
Parkway at its intersection with SE Esker Ridge Dr and, although the intersection does not
currently meet MUTCD signal warrant thresholds, as the surrounding areas continue to develop
quickly, the increase in pedestrian and vehicle traffic is anticipated to warrant traffic
signalization within the next 10 years; AND,
WHEREAS, the study does recommend that due to the rapid growth occurring near the study
intersection, the planned extension of SE Esker Ridge Dr to Grand Prairie Parkway in 2021, and
the additional safety benefits of a signalized pedestrian crossing across SE LA Grant Parkway,
considering the addition of traffic signalization at this time at the intersection SE LA Grant
Parkway and SE Esker Ridge Dr (hereinafter referred to as “Improvements”); AND,
WHEREAS, WCSD and the City recognize that increases in vehicular and pedestrian traffic are
likely to occur in the area and desire to pursue the installation of traffic signalization at this
location; AND,
WHEREAS, the parties contemplate that temporary Improvements will be installed in Phase 1
and permanent Improvements will replace the temporary Improvements in Phase 2 as provided
herein and the parties desire to set forth their agreements with regard to the installation and costs
of the Improvements.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee approve
a 28E Agreement between the City of Waukee, Iowa and the Waukee Community School
District [SE L.A. Grant Parkway and SE Esker Ridge Drive Automated Traffic Control Device
Installation] is hereby approved.
