SYNOPSIS INCLUDING PRO & CON: The amendment is to allow Iowa Communications
Network (ICN) access to a 72/96 fiber cable segment owned by the City of Waukee along Alice’s
Road from Hickman Road to the Waukee handhole at 390 NE Alice’s Road and for additional fiber
on the segment along Hickman Road from Alice’s Road to SE Waco Place.
ICN will allow Waukee access to a 72 fiber cable segment from Waukee handhole to 390 Alice’s
Road into the One Neck Data Center at 390 NE Alice’s Road, ICN demarcation panel.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends approval of Amendment No. 3. The
amendment aligns with the current agreement for fiber sharing between
the two agencies. Both IT and PW staff are in agreement with the
amendments parameters.
RECOMMENDATION: Approve the resolution.

APPROVING AMENDMENT NO. 3 TO AGREEMENT 15-109, MASTER
AGREEMENT FOR SHARED USE PROJECTS [IOWA COMMUNICATIONS
NETWORK]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas
County; AND,
WHEREAS, on February 2, 2015, the Waukee City Council approved entering into a
28E agreement related to Ownership and Operation of a Consolidated Dispatch Center
for Police, Fire and Emergency Medical Services (hereinafter referred to as “Westcom”)
(Resolution #15-046); AND,
WHEREAS, on April 4, 2016, the Waukee City Council approved Agreement 15-109,
Master Agreement for Shared Use Projects (Iowa Communications Network) (hereinafter
referred to as the “Master Agreement”) (Resolution #16-115); AND,
WHEREAS, on October 3, 2016, the Waukee City Council approved Amendment No. 1
to the Master Agreement (Resolution #16-421); AND,
WHEREAS, on May 18, 2020, the Waukee City Council approved Amendment No. 2 to
the Master Agreement (Resolution #2020-183); AND,
WHEREAS, Amendment No. 3 to the Master Agreement is proposed concerning the use
of fiber cable along Alice’s Road from Hickman Road to the Waukee handhole at 390
NE Alice’s Road by Iowa Communications Network, and for additional fiber cable along
Hickman Road from Alice’s Road to SE Waco Place; AND,
WHEREAS, ICN will allow the City of Waukee to access a cable segment from Waukee
handhole to 390 Alice’s Road into the One Neck Data Center at 390 NE Alice’s Road,
ICN demarcation panel.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in
session this 7th day of June, 2021, that the Amendment No. 3 to Agreement 15-109,
Master Agreement for Shared Use Projects (Iowa Communications Network) is hereby
approved.
